REGULATIONS UNDER THE POST AND TELEGRAPH ACT 1901.

(Issued provisionally as Statutory Rules 1908, No. 50 and 51.)

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the undermentioned Regulations under the Post and Telegraph Act 1901, namely:—

Postal Regulations.—Postcards;

Telephone Regulations—Part XII.—Telephone lines not connected with Exchanges;

Part XVII.—Erection of Public Telegraph or Telephone Lines under guarantee;

to come into operation on the eleventh day of July, 1908.

Postal Regulations.

Postcards.

The Regulations under this head (Statutory Rules 1907, No. 30) are amended by adding thereto, after Regulation 7, the following paragraph, viz.:—

Postcards of the varieties known as “tinselled” and “beaded” are not permitted to pass through the post as postcards.

Telephone Regulations.

Part XII.—Telephone Lines not connected with Exchanges.

Regulation 80 (1) under this head (Statutory Rules 1906, No. 114) is repealed, and the following substituted in lieu thereof:—

Part XII.—Telephone Lines not connected with Exchanges.

80. (1) Private telephone lines (special single wire, and instruments not connected directly with any exchange) may be provided and maintained between private houses, offices, warehouses, mines, factories, or other places, on payment of the following rates annually in advance, for a term of not less than three years, and subject to the same general conditions as those which apply to lines to the telephone exchange:—

If within a radius of 10 miles from the Post Office, in the case of cities or towns having a population of 10,000 resident within that area—

For each quarter-mile, or fraction thereof, of actual length of wire, up to 1 mile, 10s.

For each additional quarter-mile, or fraction thereof, 10s.

In other places—

(a) Wire erected on existing poles—

For each quarter-mile, or fraction thereof, of actual length of wire for such portion of the line, 7s. 6d. per annum.

(b) Where poles are not available—

For each quarter-mile, or fraction thereof, on which poles have to be erected, £ 1 per annum.

Part XVII.—-Erection of Public Telegraph or Telephone Lines under Guarantee.

Regulation 117 under this head (Statutory Rules 1906, No. 114) is amended by the addition of the following at the end thereof:—

Provided, however, that in cases where the estimated cost of the line applied for does not exceed £ 100, the Postmaster-General may permit the line to be constructed, notwithstanding that the conditions of this regulation as to minimum revenue do not obtain.
