REGULATIONS UNDER THE POST AND TELEGRAPH ACT 1901.

(Issued provisionally as Statutory Rules 1908, Nos. 84 and 86.)

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the undermentioned amended Regulations under the Post and Telegraph Act 1901, namely:—

Postal Regulations.

Newspapers, General.

Parcels Post.

Prohibited Articles,

Limit of Weight and Size.

Money Orders.

Telephone Regulations.

Part I.—Telephone Exchanges,

Regulation 11;

to come into operation on the 7th day of November, 1908.

Postal Regulations.

Newspapers, General.

Regulation 2 under this head (Statutory Rules 1908, No. 6) is amended by the insertion after the figures “10/12/07” of the following:—

And figures indicating the number of papers in the package to be transmitted.

Parcels Post.

Prohibited Articles.

Regulation 1 under this head (Gazette of 5th June, 1902, page 250) is repealed, and the following Regulation substituted in lieu thereof:—

I. Neither coin, bullion, gold, nor any article constituting the sign of a monetary value (such as cheques, postal notes, money orders, &c.) other than unobliterated adhesive postage or duty stamps, post cards, and blank promissory note forms bearing duty stamps may be sent by Parcels Post except to those countries with which the system of Parcels Post Insurance is in force and to which the transmission of such articles is not specially prohibited; if a parcel containing any such prohibited article be posted in contravention of this Regulation it shall be sent to the Dead Letter Office for disposal.

Limit of Weight and Size.

Regulation 1 under this head (Commonwealth Gazette No. 26 of 5th June, 1902) is amended by the addition of the following at the end thereof:—

The senders of the parcels limited to 3 lbs. in weight shall be required to pack those parcels in such a way as to permit of them being enclosed in mail bags.

Money Orders.

Regulation 17 under this head (Statutory Rules 1907, No. 57) is amended by omitting therefrom the portion in parentheses, viz. (or, if the Order was issued in the Commonwealth at the Chief Money Order Office in the State of issue or payment), and by adding the following to that Regulation at the end thereof, viz.:—

If the Order was issued in the Commonwealth, application can be made at the Chief Money Order Office in the State of issue or payment, but duplicates will only be issued from the Chief Money Order Office of the State of payment.

Telephone Regulations.

Part 1.Telephone Exchanges.

Regulation 11 under this head (Statutory Rules 1907, No. 46) is repealed, and the following substituted in lieu thereof:—

II. Telephone lines must be rented for not less than one year, or such longer period as the Deputy Postmaster-General may determine, and the use of any line or extension thereof may be discontinued by the subscriber giving not less than one calendar month’s previous notice in writing of his intention to discontinue the use of the line, or extension, or by the Postmaster-General giving one calendar month’s previous notice of his intention to discontinue the service. Rent will be charged only to the expiration of the notice of discontinuance.

The notice required under this Regulation may be waived in the case of the death of the subscriber if—

(a) the telephone line is an ordinary telephone line; and

(b) a special agreement for the renting of the line for a fixed term is not in force; and

(c) the notice would involve payment of rent for any period beyond the date to which rent has already been paid.
