IS Excellency the Governor-General in and over the Commonwealth of Australia, by and with the advice of the Executive Council thereof, has approved that, in exercise of the powers conferred by the Post and Telegraph Act 1901 and the Post and Telegraph Rates Act 1902, the accompanying regulation be made, to take effect on and from the 23rd February, 1903, viz.:—

Regulation Relating to Payment of Postage by the Receiver in the Case of Certain Official Correspondence within the Commonwealth of Australia.

Official Correspondence—Commonwealth of Australia.

Postal articles enclosed in envelopes having the words “On His Majesty’s Service” printed thereon and addressed to—

The Commonwealth Public Service Examiner,

Spring-street,

Melbourne,

may, if posted within the Commonwealth of Australia, be sent by post without prepayment of postage, but the postage thereon at prepaid rates shall be paid by the person to whom they are addressed upon their delivery to him.
