REGULATIONS UNDER THE POST AND TELEGRAPH ACT 1901-1968.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Post and Telegraph Act 1901-1968.

Amendments of the Postal Regulations 

Commencement.

1. These Regulations shall come into operation on the first day of October, 1968.

Permit mail.

2. Regulation 22 of the Postal Regulations is amended by omitting sub-regulation (2.).

Payment of postage otherwise than by sender.

3. Regulation 60 of the Postal Regulations is amended—

(a) by omitting from paragraph (a) of sub-regulation (2.) the words “One cent” and inserting in their stead the words “Two cents”; and

(b) by omitting from paragraph (b)of that sub-regulation the word “one-fifth” and inserting in its stead the word “two-fifths”.

Special delivery.

4. Regulation 91a of the Postal Regulations is amended—

(a) by omitting from sub-regulation (1.) the words “the prescribed fee” and inserting in their stead the words “a fee of Twenty cents”;

(b)by omitting sub-regulation (2.); and

(c) by omitting from sub-regulation (3.) the words “Twelve cents” and inserting in their stead the words “Twenty cents”.

Express delivery of articles outside the Commonwealth.

5. Regulation 91b of the Postal Regulations is amended by omitting the words “Twelve cents” and inserting in their stead the words “Twenty cents”.

Fees.

6. Regulation 129 of the Postal Regulations is repealed and the following regulation inserted in its stead:—

“129.—(1.) The fee, payable in advance, for clearance of a box on days other than Sundays and holidays is—

(a) if the box is on the ground floor—Fifty dollars; or

(b)in any other case—Seventy-five dollars.

“(2.) Where a box is also cleared on Sundays or holidays or on Sundays and holidays, the following additional fee is payable in advance:—

(a) if the box is cleared on Sundays but not on holidays—Ten dollars;

(b) if the box is cleared on holidays but not on Sundays—Five dollars; or

(c)if the box is cleared on Sundays and holidays—Fifteen dollars.

“(3.) Where a box is situated on a floor of a building other than the ground floor and there is a carriageway up to or down to that floor along which motor vehicles used for the carriage of postal articles may be driven to the floor for the purpose of the collection of postal articles from the box, sub-regulation (1.) of this regulation applies as if that box were on the ground floor.”.

Fees.

7. Regulation 131 of the Postal Regulations is amended—

(a) by omitting from paragraph (a)of sub-regulation (1.) the figures “16.00”, “12.00” and “6.00” and inserting in their stead the figures

“24,00”, “18.00” and “9.00”, respectively; and

(b)by omitting paragraph (b)of that sub-regulation and inserting in its stead the following paragraph:—

“(b) subject to sub-regulation (1b.) of this regulation, at a suburban or country post office and at a post office or place in the city area of a State capital other than a post office or place in relation to which the last preceding paragraph applies;—

(c) by inserting after sub-regulation (1.) the following sub-regulations:—

“(1a.) The next succeeding sub-regulation applies to a small private box at a post office or place in relation to which paragraph (b) of the last preceding sub-regulation applies.

“(1b.) Where mail for the tenant of a box to which this sub-regulation applies cannot be delivered to him in the ordinary course of postal deliveries by a postman or mailman, the fee payable for the use of the box is Two dollars per annum.”.

Mail matter exceeding capacity of box rented.

8. Regulation 134 of the Postal Regulations is amended by omitting from paragraph (b) the words “Six dollars” and inserting in their stead the words “Nine dollars”.

Fees for private bag services.

9. Regulation 143 of the Postal Regulations is amended by omitting sub-regulation (1.) and inserting in its stead the following sub-regulation:—

“(1.) The fee for a private mail bag service provided under regulation 140 of these Regulations is—

(a)in a case where the bag is conveyed by mailman—

(i) if the bag is made up not more than three times per week—

Six dollars per annum;

(ii) if the bag is made up more than three times, but not more than six times, per week—Twelve dollars per annum; or

(iii) if the bag is made up more than six times per week—

Eighteen dollars per annum; or

(b) in a case where the bag is conveyed by private messenger—

(i) if the bag is made up not more than once per day—Six dollars per annum; or

(ii) if the bag is made up more than once per day—Twelve dollars per annum.”.

Registration fees.

10. Regulation 163 of the Postal Regulations is repealed and the following regulation inserted in its stead:—

“163. The registration fee payable on the registration of an article posted in the Commonwealth is—

(a) if the article is to be transmitted by special registered post—Fifty cents; or

(b) in any other case—Twenty-five cents.”.

Acknowledgement of receipt.

11. Regulation 174 of the Postal Regulations is amended by omitting from sub-regulation (1.) the words “Eight cents” and inserting in their stead the words “Ten cents”.

Postal article may be transmitted as certified mail.

12. Regulation 176a of the Postal Regulations is amended by omitting from sub-regulation (1.) the words “Five cents” and inserting in their stead the words “Ten cents”.

Acknowledgement of receipt.

13. Regulation 176e of the Postal Regulations is amended by omitting from paragraph (a) of sub-regulation (1.) the words “Eight cents” and inserting in their stead the words “Ten cents”.

Acknowledgement of delivery.

14. Regulation 196 of the Postal Regulations is amended by omitting the words “Eight cents” and inserting in their stead the words “Ten cents”.

General fates of postage on parcels.

15. Regulations 213 and 213a of the Postal Regulations are repealed and the following regulations inserted in their stead;—

“213. Subject to the next succeeding regulation, the postage payable in respect of a parcel addressed to a place within the Commonwealth is at the rate ascertained in accordance with the following table:—

Reduced rate for bulk postage.

“213a.—(1.) This regulation applies to parcels addressed to places within the Commonwealth, being parcels that comply with, and are posted in accordance with, conditions determined by the Postmaster-General relating to—

(a) the manner of packing, addressing and marking the parcels;

(b) the manner and place of posting the parcels; and

(c) the arrangement of the articles so as to facilitate their sorting,

where the number of those parcels posted by any one person during a period determined by the Postmaster-General is more than five hundred.

“(2.) Where the number of parcels, irrespective of the weights of the individual parcels, to which this regulation applies is more than five hundred but not more than five thousand, the postage payable on a parcel is at the rate ascertained in accordance with the following table:—

Scales.

“213b.—(1.) For the purposes of the last two preceding regulations, Scale 1, Scale 2, Scale 3, Scale 4 or Scale 5 applies to a parcel as provided in the succeeding sub-regulations of this regulation.

“(2.) Scale 1 applies to a parcel that is posted at an office in a State or Territory and is addressed to a place distant not more than thirty miles from that office, whether or not that place is in the same State or Territory as that office.

“(3.) Scale 2 applies to a parcel, not being a parcel to which Scale 1 applies, posted in a State or Territory and addressed to a place within that State or Territory.

“(4.) Scale 3 applies to a parcel, other than a parcel to which Scale 1 applies—

(a)posted in that part of New South Wales that lies west of a straight line from the junction of the Murray and Murrumbidgee Rivers to a point on the border between New South Wales and Queensland that is one hundred and seventy miles from the intersection of the borders of New South Wales, Queensland and South Australia and addressed to a place in South Australia;

(b) posted in New South Wales and addressed to a place in Queensland or Victoria;

(c) posted in Victoria and addressed to a place in New South Wales, South Australia or Tasmania;

(d)posted in Queensland and addressed to a place in New South Wales or the Northern Territory of Australia;

(e)posted at Birdsville in Queensland and addressed to a place in South Australia;

(f) posted in South Australia and addressed to—

(i) a place within the area described in paragraph (a)of this sub-regulation;

(ii) a place in Victoria, Western Australia or the Northern

Territory of Australia; or

(iii) Birdsville in Queensland;

(g)posted in Western Australia and addressed to a place in South Australia or the Northern Territory of Australia;

(h)posted in Tasmania and addressed to a place in Victoria;

(i) posted in the Northern Territory of Australia and addressed to a place in Queensland, South Australia or Western Australia; or

(j) posted in Queensland and addressed to a place in the Territory of New Guinea or the Territory of Papua.

“(5.) Scale 4 applies to a parcel—

(a) posted in New South Wales (except in a case where Scale 1 or Scale 3 applies) and addressed to a place in South Australia, Tasmania or the Northern Territory of Australia;

(b) posted in Victoria and addressed to a place in Queensland, Western Australia or the Northern Territory of Australia;

(c) posted in Queensland and addressed to a place in Victoria;

(d) posted in South Australia (except in a case where Scale 1 or Scale 3 applies) and addressed to a place in New South Wales or Tasmania;

(e) posted in Western Australia and addressed to a place in Victoria;

(f) posted in Tasmania and addressed to a place in South Australia or New South Wales;

(g) posted in the Northern Territory of Australia and addressed to a place in New South Wales or Victoria; or

(h) posted in New South Wales or the Northern Territory of Australia and addressed to a place in the Territory of New Guinea or the Territory of Papua.

“(6.) Scale 5 applies to a parcel—

(a) posted in New South Wales and addressed to a place in Western Australia;

(b)posted in Queensland and addressed to a place in South Australia, Western Australia or Tasmania;

(c) posted in South Australia and adressed to a place in Queensland;

(d)posted in Western Australia and addressed to a place in New South Wales, Queensland or Tasmania;

(e) posted in Tasmania and addressed to a place in Queensland, Western Australia or the Northern Territory of Australia;

(f) posted in the Northern Territory of Australia and addressed to a place in Tasmania; or

(g)posted in Victoria, South Australia, Western Australia or Tasmania and addressed to a place in the Territory of New Guinea or the Territory of Papua.

“(7.) Where a parcel is addressed to Norfolk Island, the scale applies to the parcel that would apply if Norfolk Island were part of New South Wales.

“(8.) Where a parcel is addressed to Christmas Island, the scale applies to the parcel that would apply if the Territory of Christmas Island were part of Western Australia.

“(9.) For the purpose of the last two preceding regulations, a parcel addressed to a place in Norfolk Island, the Territory of New Guinea, the Territory of Papua or the Territory of Christmas Island shall be deemed to be addressed to a place within the Commonwealth.

“(10.) Where the weight of a parcel is a whole number of pounds and a part of a pound, the part of a pound shall be treated as a pound for the purpose of calculating the postage payable on the parcel in accordance with whichever of the last two preceding regulations is applicable.”.

Parcels for certain other countries may be insured,

16. Regulation 214 of the Postal Regulations is amended by omitting the table in sub-regulation (2.) and inserting in its stead the following table:—
