REGULATIONS UNDER THE POST AND TELEGRAPH ACT 1901-1946.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Post and Telegraph Act 1901-1946.

Amendments of the Postal Regulations

Commencement.

1. These Regulations shall come into operation on the first day of July, 1949.

Certain stamps not valid.

2. Regulation 55 of the Postal Regulations is amended by omitting the words " Impressed stamps cut from stamped envelopes, letter cards, post cards or wrappers or duty " and inserting in their stead the word “ Duty ”.

Post office express messenger services.

3. Regulation 91A of the Postal Regulations is amended by omitting. from sub-regulation (2.) the figures and letters " 1d.", " 2d.", " 3d." and " 4d." (wherever occurring) and inserting in their stead the figures and letters " 2d.", " 3d.", " 4d." and " 6d.", respectively.

Preparation of articles for registered Post.

4. Regulation 162 of the Postal Regulations is amended—

(a) by omitting from sub-regulation (4.) the word " Threepence " and inserting in its stead the word " Sixpence " ; and

(b) by omitting paragraph (e) of sub-regulation (5.).

Fees and compensation in respect of articles other than

C.O.D. parcels

5.-(1.) Regulation 163 of the Postal Regulations is amended by omitting the table and inserting in its stead the following table :─

(2.) Regulation 163 of the Postal Regulations is amended by omitting from the proviso the words " Threepence " and " Two pounds " and inserting in their stead the words " Sixpence " and " Five pounds ” , respectively.

Fees and compensation in respect of C.O.D. parcels

6. Regulation 164 of the Postal Regulations is amended—

(a) by omitting from sub-regulation (1.) the words "Threepence" and " Two pounds " and inserting in their stead. the words " Sixpence " and " Five pounds ", respectively ;

(b) by omitting from sub-regulation  (2.) the words " Two pounds " and inserting in their stead the words "Five pounds "; and

(c)by omitting from the table in that sub-regulation the figures "0 1" and "5 ".

Limit of compensation.

7.Regulation 166 of the Postal Regulations is amended by omitting from sub-regulation (3.) the words " Two pounds " and inserting in their stead the words " Five pounds ".

Fee for registration of article sent beyond Commonwealth.

8. Regulation 171 of the Postal Regulations is amended by omitting the word " Threepence " and inserting in its stead the word "Sixpence ".

Commission.

9. Regulation 180 of the Postal Regulations is amended—

(a) by omitting the figure and letter " 3d." (first occurring) and inserting in their stead the word " Sixpence "; and

(b) by omitting from the table the figures " 0 9 ", " 1 0 ", " 1 3 " and " 1 6 " and inserting in their stead the figures " 1 0 ", "1 3 ", "1 6" and "1 9 ", respectively.

Bullion, jewellery, &c.

10. Regulation 197 of the Postal Regulations is amended---

(a) by omitting from sub-regulation (2.) the figure and letter " 6d. " and inserting in their stead the words " One shilling "; and

(b) by omitting from sub-regulation (3.) the figure and letter " 6d." and inserting in their stead the words " One shilling ".

Compensation payable where fee paid before commencement of these Regulations.

11. Where the fee prescribed by regulation 163 or regulation 164 of the Postal Regulations was paid before the date of commencement of these Regulations, the amount of compensation payable in respect of the loss, damage or rifling of any postal article or parcel, as the case may be, shall be the amount of compensation prescribed by the Postal Regulations as in force at the time at which the fee was paid.
