An Act to provide for Special Rates of Postage
for Mail Matter addressed to or posted by Members of the Naval, Military and
Air Forces of the Commonwealth.

BE it enacted by the King’s Most Excellent
Majesty, the Senate, and the House of Representatives of the Commonwealth of
Australia, as follows:—
Short
title.
1. This Act may be cited as the Postal Rates (Defence Forces) Act 1939.
Commencement
2. This Act shall commence on a date to be fixed
by proclamation.
Incorporation.
3. The Post
and Telegraph Act 1901–1934 shall be incorporated and read as one with this
Act.
Definitions.
4. In this Act, unless the contrary intention
appears—“member of the Forces” means—
(a)a member of the permanent Naval,
Military or Air Forces of the Commonwealth;
(b)any other member of the Naval, Military
or Air Forces of the Commonwealth who has been called up or enlisted for war
service; or
(c) a
member of the Militia Forces of the Commonwealth while in camp;
“rates of postage” means charges for the
transmission of the postal articles specified in the Schedule to this Act.

5. Subject to such conditions as to addressing,
marking and transmission as the Postmaster-General determines, the rates of
postage on letters letter-cards, post-cards, printed matter, merchandise,
books, periodicals, newspapers and parcels posted within the Commonwealth—
(a)by a member of the Forces and addressed
to any person within the Commonwealth; or
(b)
by any person and addressed to a member of the Forces either within or beyond
the Commonwealth, shall be as set out in the Schedule to this Act.

to apply to Departmental correspondence.
6. The provisions of this Act shall not apply to
any postal article posted by or on behalf of a Department of the Commonwealth
or of a State.
Duration
of Act.
7. This Act shall continue in force until a date
to be fixed by proclamation and no longer.
