And whereas by the same Act it i s enacted that it shall be lawful

postage as to him shall appear expedient all letters and packets (being

bona$& on the public service) which shall be addressed to or w i t t e n

and franked by such Public Officers of the Government as he shall deem it expedient horn time to time to name for that purpose provided there be written thereon by the person sending the same the words "on public service" and that underneath those words there be subscribed by him his signature be it enacted that if any such officer shall write the said words and subscribe his signature on a+ letter or

such offence forfeit and pay a penalty of not less than five pounds nor more than fifty pounds eterling to be sued for recovery and

applied in manner provided by the said recited Act.
