Australia, acting with the advice of the Federal Executive Council, hereby make the undermentioned Regulations under the Post and Telegraph Act 1901-1916, to come into operation forthwith.

(Statutory Rules 1913, No. 348.)

1. The following regulation is inserted after regulation 8:—

Articles which Require Special Packing.

8A. Any provisions made by these Regulations requiring articles to he packed shall apply to such articles whether sent as letters, packets, or parcels: provided that postal articles on which letter rate of postage is paid may be closed against inspection.

2.  The following regulation is inserted after regulation 46:— 46A. The transmission by post of strychnine (in powder f orm),

arsenic, arsenate of soda, morphine, and cocaine is permitted only

when the following conditions are complied with :—

(a ) The bottle containing the poison shall he enclosed in a wooden case not less than one-quarter of an inch thick in the thinnest part, made from a solid piece of wood bored out to the size of the bottle, and having a secure wooden lid.

(b) The article shall be sent by registered packet post.

(c) The packet shall he labelled "Poison," and hear the name

and address of the sender.
