tion, to provide Lands therefor, and for other purposes.

1, This Act may be cited as the '' Port Pirie Young Men'sshorttitle. Association Act, 19

Association, whereby the said Association is to be governed, |
controlled, and conducted, are set forth in the First Schedule
hereto.

and be sued, defend ,and be defended, in all Courts and before all
tribunals, and may purchase, take on lease, sell, lease, mortgage, exchange, and otherwise own, possess, and deal with any real and personal property, and also procure, receive, and take, acquire, lease, and possess, all gifts, benefactions, goods, chattels, and personal property whatsoever.

at any time the objects for which the said Association | ||
is formed are not being carried out the Commissioner of Crown
Lands of the State may give notice in writing to the Association ordering it to carry out the said objects.
(2) Unless before the expiration of three months from the giving of such notice the said Commissioner is satisfied that the said objects are being carried out by the said Association, the Governor may, notwithstanding anything in the constitntionand b y-laws of the said Association or in this Actto the contrary, resume the lands hereby vested in the Association, subject, however, to any existing mort- gage over the said lands, and may, subject to the rights of any person under any such mortgage, enter upon the said lands, and the same, together with all erections and buildings thereon, have again, repossess, and enjoy, as if the said lands had never been vested in the Association.
(3) Upon such resumption any certificate of title or other muni-
ment of titIe to the said lands shall be cancelled bp the Registrar-
General of Deeds.
7, The said Association is hereby authoriaed and empowered to grant mortgages over the lands hereby vested in it: Provided that the total amount of principal moneys secured by such mortgages shall not at any time exceed the sum of Three Thousand Pounds. | |

SCHEDULES.
THE FIRST SCHEDU1,E.
PORT PIRIE POUNQ MEN'S ASS0CIATIOX.-CONSTITUTIOX AND BY-IAWB.
f ime, 1. The Association is called the Port Pirie Young Men's Association.
Objects. 2. The objects of the Association are to promote the moml, mental, and phpical welfare of young men.
Membership. 3. Any male above the age of sixteen (16) years may become a member of the Association, nnd the Board
may provide for the admission of males between the sgesof twelve(12) and sixteen(16) eare, provided no members unless of theage of
sixteen (16) years will be entitle | to vote at any business meeting. | |
4. The Annual Membership Fee shall be ten (10) shillings, payable in advance. The Board may in any instance give time for or wholly dispense with payment of fees. Any member whose subscription is in arrear for six months shall ceaee to be a member.
5. A member may be elected | the Board. |
Reyistering of Members. 6. The name, address, occu ation, and religious belief (if any) of each member &all be entered in a Kegister $bok kept for that purpose.
Life Member.
7. Any person on payment of ten guineas |
8. Any person on payment of ten shillings
(10s.) may, with the approval of any member of the Board or Secretary, be entitled to all privileges of membership pend- ing his election or rejection as a member of the Aesociation.
Registering of Visitors, $c.
9. Any visitor to the town introduced by two (2) members of the Association and entering his name ir, the Visitors' Book to be kept for that purpoee | be entitled |
to the use of the roome of the Association for a period not exceeding a fortnight.
10. No member shall swear, gamble, or use intoxicating drink in or upon any part of the land or buildings used by the Association. Any member making a breach of this rulemay, a t the discretion of the President, be suspended from theprivilegee of memberehip until dealt with by the Board.
Misconduct. 11. A member may be euepended or expelled for mimonduct.

Government by Board.
12. The Association shall be governed, managed, and controlled by a Board con- sisting of fifteen (15) members (exclusive ofe ~ - o f i c i o members hereinafter referred to), which Board shall bc elected annually, and shall meet once a month for the con- sideration and disprttch of all business and matters affecting and concerning the Association.For absence of any member from three
(3) consecutive meetings of the Board with- out reasnnable excuse, the Board may declare the seat of such member vacant.A special meeting of the Board may be convened a t any time by the President or on the written requisition of three
(3) members of the Board should urgent business neceseitate it.

13. There shall, in addition to the Board, be a Patron, President, two(2) Vice- Presidents, Secretary,and 'I'reasurer, each of whom shall (subje2t to death, resigna- tion, or expulsion) hold office for one year from the date of election, except the Secretary, who shall continue to hold office a t the will of the Board.
Ez-oflcio Members. 14. The President, two
(2 ) Vice-Presidents, and Treasurer shall beex-oficio members of the Board.
15. Additional officers may be appointed when necessary.
Limitation of Age for Board Membersh*. 16. No member under the age of twenty-one
(2 1) years shall be eligible for election as a member of the Board.
Vucnmies O M the Board. 17. In the event of a vacancy occurring by the death, retirement, or disqualification
of any member the Board may till suoh vacancy by appointing any member of the
Aseociation to fill the vacancy.
Quorz~ni. 18.
A quorum of the Board shall consist of seven (7) members.
Provisiou for Recreation, &c.
19. The Board is empowered to provide a Gyninasium and also rooms for Reading, Correspondence, Library, Smoking, Refreshment, Games and Pastimes, and Meetings, and any other approved purposes, and further to provide means of recreation and all clean and heal thj sport, and also to further provide all necessary material and appliances for the effectual working of such rooms to effect the objects of the Association.
Speciul Meetings.
not less than six (6) members of the Association.
Seven days' notice of any such meeting shall be given by ~dvertisenlent | in one or |
more of the local newspapers.
21. The Board may appoint Committees for the specific matters herein mentioned.
viz., Finance, Membership, Social, Entertainment, Literary, Sports and Pastimes.
Gymnasium, House, Building, and such other purposes as determined by the Board.
Meeliwy s of Committees.
22. Each Committee shall meet a t least once in each month.
Report of Committees. 23. Each Committee shall furnish a monthly report to the Board of work crccom- ]dished, work being done, and proposals for further work, together with suggestions
of any kind, and shall be entitled to be represented a t any Bcard meeting by one member concerning any matter within the province and control of such Committee.
Revenue.
24. The Association shall be maidtained and supported by contributions, donations, subscriptions, gifts, and in such other manner as may be determined bythe Board.

Bank. 25. The Funds of the Association shall be deposited in the name of the Association in one of the Banks of Port Pirie to be approved of by the Board. Every payment shall be made by cheque to be drawn on such Bank, eigned by the President or Treasurer and countersigned by the Secretary.
Acquiring Land. 26. In furtherance of the objects of the Association lands and buildings may be rented, leased, or acquired, and auch erections, additions,
and exteneione made there- to as may be deemed advisable.
Use of Buildings. 37. Any buildings leased or erected may be devoted to such uses as the Board
may determine.
Alteration of Rules. 28. No rule shall be altered, amended, or rescinded, nor shall any new rule be made except at a General Meeting of the Association specially called for that purpose.
Special Meeting-How Called. 29. No special meeting shall be called by the Secretary unless the requisition for same is in writing, signed by three members of the Board or nine members of the Association, and clearly stating the purpose for which the meeting is to be called. Seven clear days' notice of such meeting shall be given by the Secretary, stating the objects for which the meeting is called, and no business other than that stated on the
requisition shall be transacted at any ~ u c h | meeting. |
Annual Meeting. 30. The Annual Meeting of the Association shall be held in the month of June in each year.
Determining Vote. 31. A majority vote shall be the determining vote at each meeting, whether of the Association Board or any Committee, and all votes shall be determined by show of bands, the Chairman having a casting vote only.
