s1 2 s4 Police Powers and Responsibilities (Rugby World No. 227, 2003 Cup) Regulation 2003 1 Short title This regulation may be cited as the Police Powers and Responsibilities (Rugby World Cup) Regulation 2003 . 2 Notes in text A note in the text of this regulation is part of the regulation. 3 Rugby World Cup is a special event (1) The Rugby World Cup being held from 1 October 2003 to 24 November 2003 is a special event for the Act, chapter 9, part 2. 1 (2) The following are also special events— (a) training sessions for teams and individuals taking part in the Rugby World Cup; (b) the accommodation of team members, team officials, and other officials associated with the conduct of the Rugby World Cup; (c) the arrival at and departure from the Brisbane Airport, Coolangatta Airport and Townsville Airport, of team members, team officials, and other officials associated with the conduct of the Rugby World Cup. 4 Special event site (1) Each area included in schedule 1 is a special event site. (2) For a special event site that is an accommodation site, training site or game site, the site includes any facilities associated with the site. (3) In this section— “facilities” includes— (a) pedestrian and vehicular entrances and exits; and (b) driveways; and (c) carparks; and 1 Act, chapter 9 (Other powers), part 2 (Preserving safety for special events)
s5 3 s8 Police Powers and Responsibilities (Rugby World No. 227, 2003 Cup) Regulation 2003 (d) garden and service areas; and (e) sporting and recreational areas. 5 Period of special event The period for which the event is a special event starts on 29 September 2003 and ends at midnight on 11 November 2003. 6 Where authorised persons may exercise powers for special event During the special event, an authorised person may exercise powers the authorised person has under the Act, chapter 9, part 2, division 5 2 at a special event site. 7 Prohibited items Each item in schedule 2 is a prohibited item. 3 8 Expiry This regulation expires on 11 November 2003. 2 Act, chapter 9 (Other powers), part 2 (Preserving safety for special events), division 5 (Powers for special event sites). An authorised person may exercise a power in division 5 only if the person’s instrument of appointment states the person may exercise the power. 3 Under the Police Powers and Responsibilities Act 2000 , section 356 (Prohibited items) taking a prohibited item onto, or possessing a prohibited item on, a special event site without a reasonable excuse is an offence.

The part of the Brisbane Airport that is not either of the following under the Air Navigation Act 1920 (Cwlth) (a) a prohibited area under the aviation security program for the airport; 4 (b) a sterile area. 5 2. Airport Drive, Brisbane Airport. Coolangatta Airport 1. The part of the Coolangatta Airport that is not either of the following under the Air Navigation Act 1920 (Cwlth) (a) a prohibited area under the aviation security program for the airport; (b) a sterile area. 2. Terminal Drive, Coolangatta. Townsville Airport 1. The part of the Townsville Airport that is not either of the following under the Air Navigation Act 1920 (Cwlth) (a) a prohibited area under the aviation security program for the airport; 4 See the Air Navigation Act 1920 (Cwlth) , section 22P (Aviation security program). 5 See the Air Navigation Act 1920 (Cwlth) , section 21 (Designation of sterile areas).

Note The prohibited area under the aviation security program for the Brisbane Airport, Coolangatta Airport and Townsville Airport is the area used for the surface movement of aircraft at the airports. The departure lounges at the Brisbane Airport, Coolangatta Airport and Townsville Airport terminals are designated sterile areas. ACCOMMODATION SITES 1. Arundel Hills Country Club, Arundel Place, Gold Coast, and the land between the perimeter of the Arundel Hills Country Club and the vehicular carriageway of Arundel Place, Gold Coast. 2. Radisson Resort Palm Meadows, Palm Meadows Drive, Gold Coast, and the land between the perimeter of the Radisson Resort Palm Meadows and the vehicular carriageway of Palm Meadows Drive, Gold Coast. 3. Carlton Crest Hotel Brisbane, Roma Street, Brisbane, and the land between the perimeter of the Carlton Crest Hotel Brisbane and the vehicular carriageways of Ann Street and Roma Street, Brisbane. 4. Hilton Brisbane, Elizabeth Street, Brisbane, and the land between the perimeter of the premises containing the Brisbane Hilton and the vehicular carriageway of Elizabeth Street, Brisbane. 5. Holiday Inn Brisbane, Roma Street, Brisbane, and the land between the perimeter of the Holiday Inn Brisbane and the vehicular carriageway of Roma Street, Brisbane. 6. Hotel Grand Chancellor, Leichhardt Street, Brisbane, and the land between the perimeter of the Hotel Grand Chancellor and the vehicular carriageways of Downing Street, Leichhardt Street and Wickham Terrace, Brisbane.

Royal on the Park, Alice Street, Brisbane, and Alice Street, Albert Street and Margaret Street, Brisbane to the extent the streets adjoin the perimeter of the Royal on the Park. 10. Sheraton Brisbane Hotel, Turbot Street, Brisbane, and Turbot Street between Creek Street and Edward Street, Brisbane. 11. Stamford Plaza Brisbane, Edward Street, Brisbane, and Edward Street and Margaret Street, Brisbane to the extent the streets adjoin the perimeter of the Stamford Plaza Brisbane. 12. Rydges Oasis Resort, Landsborough Parade, Caloundra, and the land between the perimeter of the Rydges Oasis Resort and the vehicular carriageways of North Street, Landsborough Parade and May Gaskell Laneway, Caloundra. 13. A graffiti instrument under the Vagrants, Gaming and Other OffencesAct 1931. 5. A placard attached to a rigid object, for example, a piece of timber by which it may be held. 6. An animal, reptile or insect capable of causing physical harm if released in close proximity to a person. 7. An item, including a device known as a “dragon”, capable of— (a) attaching a person to an object or another person; or (b) preventing removal of any locking or connecting device. 8. Liquor, other than liquor to be sold or supplied on the site under the authority of a licence or permit issued under the Liquor Act 1992. 9. A thing capable of emitting a sound loud enough to disrupt the Rugby World Cup. 10. A communication device, other than a mobile phone, capable of being used to organise activity designed to disrupt the Rugby World Cup. Example A two-way radio. 11. Any of the following things capable of being used to cause harm to a person or to disrupt the Rugby World Cup— an explosive Example s— 1. fireworks 2. flares. glass bottles or jars metal cans or tins projectiles Example s— 1. stones or rocks
