s1 2 s3 Police Powers and Responsibilities (Goodwill Games) No. 142, 2001 Regulation 2001 1 Short title This regulation may be cited as the Police Powers and Responsibilities (Goodwill Games) Regulation 2001 . 2 Definition In this regulation— “corporation area” means the corporation area under the SouthBankCorporation Act 1989 . “liquor” see the Liquor Act 1992. 3 The Goodwill Games is a special event Each of the following is a special event for the Act, chapter 9, part 2 1 — (a) the Goodwill Games to be held in Brisbane and on the Gold Coast with competitions in the following events— • athletics • basketball • boxing • artistic gymnastics • rhythmic gymnastics • trampoline • weight lifting • beach volleyball • diving • swimming • figure skating • surf events • track cycling • triathlon; 1 See the Act, chapter 9 (Other powers), part 2 (Preserving safety for special events).
s4 3 s5 Police Powers and Responsibilities (Goodwill Games) No. 142, 2001 Regulation 2001 (b) training sessions for teams and individuals taking part in the Goodwill Games; (c) the accommodation of team members, team officials, and other officials associated with the conduct of the Goodwill Games. 4 Special event site (1) Each area included in the schedule is a special event site. (2) However— (a) the areas mentioned in the schedule, items 8 and 9 are special event sites only from the beginning of 31 August 2001 to the end of 3 September 2001; and (b) the triathlon route described in the schedule, item 10 is a special event site only— (i) from the beginning of 1 September 2001 to the end of 2 September 2001; and (ii) if all triathlon events are not completed in the period mentioned in subparagraph (i)—from the beginning of 8 September 2001 to the end of 9 September 2001. (3) Also, the triathlon route becomes a special event site under this regulation only to the extent any part of it is not included in the schedule, item 6 or 7. 5 Period of special event The declaration of a special event under this regulation is in force from the beginning of 28 August 2001 to the end of 9 September 2001.
s6 4 s8 Police Powers and Responsibilities (Goodwill Games) No. 142, 2001 Regulation 2001 6 Where authorised persons may exercise powers for special event During the special event, an authorised person may exercise powers the authorised person has under the Act, chapter 9, part 2, division 5 at a special event site. 2 7 Prohibited items Each of the following items is a prohibited item— • a pointed or edged instrument • a laser light pointer • a flag pole • a baton or similar instrument • a paint bomb • a noxious or offensive substance • a flare • a device operated by remote control • an offensive weapon • a placard attached to a rigid object, for example, a piece of timber by which it may be held • liquor, other than liquor to be sold or supplied on the site under the authority of a licence or permit issued under the Liquor Act 1992 . 8 Expiry This regulation expires on 10 September 2001. 2 See the Act, chapter 9 (Other powers), part 2 (Preserving safety for special events), division 5 (Powers for special event sites). An authorised person may exercise a power in division 5 only if the person’s instrument of appointment states the authorised person may exercise the power.
5 Police Powers and Responsibilities (Goodwill Games) No. 142, 2001 Regulation 2001 SCHEDULE SPECIAL EVENT SITES section 4 1. The Brisbane Convention and Exhibition Centre, including its associated carparks and precincts, Merivale Street, South Brisbane. 2. The Brisbane Entertainment Centre, including its associated facilities and car parks, Melaleuca Drive, Boondall. 3. The Brisbane River, including the land covered by its waters, between Victoria Bridge and Captain Cook Bridge. 4. Queen Elizabeth II Jubilee Sports Centre, including its associated carparks and facilities, Kessels Road, Nathan. 5. The Sleeman Sports Complex, including its associated carparks and facilities, Old Cleveland Road, Chandler. 6. All of the corporation area that is on the eastern side of Grey Street, other than the following— • the facility known as the Queensland College of Art • the facility known as the Queensland Conservatorium of Music • the facility known as the Queensland Cultural Centre • the facility known as the Queensland Maritime Museum • the facility known as the Queensland Performing Arts Complex • the hotel known as the Ship Inn, Sidon Street, South Brisbane • the residential apartments and their surrounding precincts bordered by Grey Street, Little Stanley Street and Tribune Street.

The Victoria Bridge, including the busway lanes, between the facility known as the Queensland Performing Arts Complex and William Street. 8. The area in the vicinity of Kurrawa Beach, Broadbeach, comprising all the land and waters on the ocean side of Old Burleigh Road between Elizabeth Avenue and Queensland Avenue out to a line running parallel to the beach 500 metres out from the facility known as the Kurrawa Surf Life Saving Club. 9. The area in the vicinity of North Kirra Beach, Coolangatta, comprising all the land and waters on the ocean side of Pacific Parade between Musgrave Street and Archer Street out to a line running parallel to the beach 500 metres out from the facility known as the North Kirra Surf Life Saving Club. 10. The triathlon route in the area of Brisbane City and South Brisbane, starting at the intersection of Russell Street and Stanley Street on the corporation area, and continuing along the following— • Russell Street, between the start and Grey Street • Grey Street, between Russell Street and Glenelg Street • Glenelg Street, between Grey Street and Little Stanley Street • Little Stanley Street, between Glenelg Street and Tribune Street • Tribune Street, between Little Stanley Street and Grey Street • Grey Street, between Tribune Street and Vulture Street • Vulture Street, between Grey Street and Tribune Street • Tribune Street, between Vulture Street and Grey Street • Grey Street, between Tribune Street and Melbourne Street • Melbourne Street between Grey Street and Victoria Bridge • Victoria Bridge to North Quay • North Quay, between Queen Street and Adelaide Street
