s1 2 s5 Police Powers and Responsibilities (CHOGM) No. 150, 2001 Regulation 2001 1 Short title This regulation may be cited as the Police Powers and Responsibilities (CHOGM) Regulation 2001 . 2 CHOGM is a special event (1) The Commonwealth Heads of Government Meeting ( “CHOGM” ) being held at Brisbane and Yaroomba between 6 and 9 October 2001 is a special event for the Act, chapter 9, part 2 1 . (2) The following are also special events— (a) functions attended by CHOGM delegates; (b) entertainment events held for the benefit of CHOGM delegates; (c) the accommodation of CHOGM delegates, CHOGM officials and other officials associated with the organisation of CHOGM. 3 Special event site Each area included in schedule 1 is a special event site. 4 Period of special event The period for which the event is a special event starts on 1 October 2001 and ends at midnight on 10 October 2001. 5 Where authorised persons may exercise powers for special event During a special event, an authorised person may exercise powers the authorised person has under the Act, chapter 9, part 2, division 5 at a special event site. 2 1 Act, chapter 9 (Other powers), part 2 (Preserving safety for special events) 2 Act, chapter 9 (Other powers), part 2 (Preserving safety for special events), division 5 (Powers for special event sites). An authorised person may exercise a power in division 5 only if the person’s instrument of appointment states the person may exercise the power.
s6 3 s7 Police Powers and Responsibilities (CHOGM) No. 150, 2001 Regulation 2001 6 Prohibited items Each item in schedule 2 is a prohibited item. 3 7 Expiry This regulation expires on 11 October 2001. 3 Under the Police Powers and Responsibilities Act 2000 , section 356 (Prohibited items) taking a prohibited item onto, or possessing a prohibited item on, a special event site without a reasonable excuse is an offence.
4 Police Powers and Responsibilities (CHOGM) Regulation 2001 No. 150, 2001 SCHEDULE 1 SPECIAL EVENT SITES section 3 Land including the Sheraton Hotel and Towers 1. City land, including car parking facilities, pedestrian walkways, platforms, tunnels and other facilities, enclosed by the nearest edge of the vehicular carriageway of the following roads to the Sheraton Hotel and Towers— • Ann Street • Creek Street • Wickham Terrace • Edward Street. 4 2. The vehicular carriageway of Ann Street, City, from a point in line with the western edge of the vehicular carriageway of Creek Street to a point in line with the eastern edge of the vehicular carriageway of Edward Street. Land including the Conrad International Hotel 1. Conrad International Hotel, William Street, City. 2. Queens Park, City. 3. Stephens Lane, City. 4. George Street, City, from a point in line with the southern edge of Stephens Lane to a point in line with the western edge of the vehicular carriageway of Elizabeth Street, but not including the pedestrian footpath on the eastern side of George Street. 5. Elizabeth Street, City, between George Street and William Street, but not including the pedestrian footpath closest to the Treasury Casino. 4 Apart from the Sheraton Hotel and Towers, this land includes Turbot Street between Edward and Creek Streets, Central Station, Railway Centres 1 and 2, the Brisbane City Council Wickham Street Car Park and the CITEC Building, 317 Edward Street.

William Street, City, from a point in line with the northern edge of the vehicular carriageway of Elizabeth Street to a point in line with the southern edge of Stephens Lane, but not including the pedestrian footpath of William Street closest to the Brisbane River. 7. The vehicular access way under William Street from Queens Wharf Road to the service dock for the Conrad International Hotel and Treasury Casino and the service dock. Land including the Stamford Plaza Hotel City land, including car parking and other facilities, within the following boundaries— • from a point on the western edge of Edward Street in line with the northern edge of Margaret Street to the intersection of Edward Street and the northern edge of Alice Street • to a point on the northern edge of Alice Street in line with the eastern edge of Albert Street • to a point on the southern edge of Alice Street in line with the eastern edge of Albert Street • to a point in line with the western edge of Edward Street • from the southern edge of Alice Street at a point in line with the western edge of Edward Street, along the edge of the road reserve immediately adjacent to the City Botanic Gardens, to the northern bank of the Brisbane River • to the southern edge of the Brisbane City Council ferry pontoon at the end of Edward Street and around the ferry pontoon to the outer edge of the pedestrian walkway over the northern bank of the Brisbane River between the Stamford Plaza Hotel and the river • to a point on the outer edge of the pedestrian walkway over the northern bank of the Brisbane River in line with the boundary between the Stamford Plaza Hotel and the building known as Waterfront Place
6 Police Powers and Responsibilities (CHOGM) Regulation 2001 No. 150, 2001 SCHEDULE 1 (continued) • in a direct line along the property boundary between the Stamford Plaza Hotel and the building known as Waterfront Place to the eastern edge of Felix Street • to a point on the eastern edge of Felix Street in line with the southern edge of Mary Street • to the western edge of Felix Street at a point in line with the southern edge of Mary Street • to a point on the western side of Felix Street in line with the northern edge of Margaret Street • to a point in Margaret Street in line with the western edge of Edward Street. Land including the Marriott Brisbane Hotel City land enclosed by— • the furthest edge from the Marriott Brisbane Hotel of the vehicular carriageways of the following Streets • Queen Street from a point in line with the end of Howard Street • Adelaide Street • Macrossan Street • Howard Street • a direct line from the end of Howard Street to the nearest vehicular carriageway of Queen Street. Land including the Brisbane Convention and Exhibition Centre 1. The Brisbane Convention and Exhibition Centre and its associated carparks and precincts, Merivale Street, South Brisbane and Rydges South Bank Brisbane Hotel, Grey Street, South Brisbane. 2. Glenelg Street, South Brisbane, between Merivale Street and Grey Street.

Melbourne Street, South Brisbane, between the Victoria Bridge and Merivale Street. 5. Merivale Street, South Brisbane, between Melbourne Street and Glenelg Street. 6. Russell Street, South Brisbane, between Merivale Street and Grey Street. 7. The part of the busway between Melbourne Street and Glenelg Street, South Brisbane. Land including the South Bank Parklands The part of the South Bank Parklands on the eastern side of Grey Street and north of a line running directly from a point on Grey Street in line with the northern edge of the Queensland Conservatorium of Music to the nearest bank of the Brisbane River. The Brisbane River The land and waters of the Brisbane River between the Story Bridge and the William Jolly Bridge, including the Brisbane City Council ferry pontoon situated next to the Stamford Plaza Hotel and the Flag Court at South Bank, but not including— • the marine boat harbour adjacent to the City Botanic Gardens • other Brisbane City Council ferry pontoons not already mentioned • the helipad on the City side of the river • wharves used as mooring points for commercial boats on the City side of the river. Land at Yaroomba 1. The Hyatt Regency Coolum land on either side of David Low Way at Yaroomba.

Warran Road, Yaroomba, between David Low Way and Jenvor Street. 4. The beach at Yaroomba adjacent to the Hyatt Regency Coolum and between a direct line continuing seaward from the southern edge of Warragah Parade to the Pacific Ocean and from the northern edge of Tanah Street East to the Pacific Ocean.
9 Police Powers and Responsibilities (CHOGM) Regulation 2001 No. 150, 2001 SCHEDULE 2 PROHIBITED ITEMS section 6 1. A noxious or offensive substance or an offensive weapon. Examples — • animal manure • paint • a spear. 2. Any of the following under the WeaponsCategoriesRegulation 1997— • a category A, B, C, D, E, H or R weapon • a restricted item. 3. The following items — • an antique firearm within the meaning of the WeaponsAct 1990 • a captive bolt humane killer • a crossbow • an explosive tool • a knife within the meaning of the WeaponsAct1990 , section 51. 5 • a longbow • a major component part of a firearm within the meaning of the Weapons Act 1990 • a slingshot within the meaning of the Weapons Act 1990 • a spear gun • a replica of a crossbow, longbow or speargun. 5 Weapons Act 1990 , section 51 (Possession of a knife in a public place)

A placard attached to a rigid object, for example, a piece of timber by which it may be held. 6. An animal, reptile or insect capable of causing physical harm if released in close proximity to a person. 7. An item, including a device known as a “dragon”, capable of— (a) attaching a person to an object or another person; or (b) preventing removal of any locking or connecting device. 8. Liquor, other than liquor to be sold or supplied on the site under the authority of a licence or permit issued under the Liquor Act 1992. 9. A manually operated surfski or surfboard. 10. A thing capable of emitting a sound loud enough to disrupt CHOGM. 11. A communication device, other than a mobile phone, capable of being used to organise activity designed to disrupt CHOGM. Example — A two-way radio 12. Any of the following things capable of being used to cause harm to a person or to disrupt CHOGM— • an explosive Example s— 1. fireworks 2. flares • glass and metal containers • projectiles • hand tools • a smoke bomb • a thing that is not a weapon but is capable of being used to cause harm to a person
11 Police Powers and Responsibilities (CHOGM) Regulation 2001 No. 150, 2001 SCHEDULE 2 (continued) • a thing capable of disguising or concealing the identity of a person • a thing capable of being used to climb barriers • a thing capable of being used to construct a stage, platform, tripod or tower or a structure similar to a stage, platform, tripod or tower • a thing capable of concealing another thing mentioned in this schedule.
