Building Act 1993

Plumbing (Cooling Towers) Regulations 2001

The Governor in Council makes the following Regulations:

1. Objective

The objective of these Regulations is to prescribe standards for the carrying out of plumbing work on cooling towers.

2. Authorising provisions

These Regulations are made under sections
221ZZZV and 262 of the Building Act

1993.

3. Commencement

These Regulations come into operation on

1 March 2001.

4. Definition

In regulation 5 of the Plumbing Regulations
19981, after the definition of "caravan" insert—

' "cooling tower" means a device for lowering—

(a)

the temperature of recirculated water by bringing the water into contact with fan forced, or fan induced, atmospheric air; or

(b)

the temperature of water, a refrigerant or other fluid in a pipe or other container by bringing recirculated water and fan forced, or fan induced, atmospheric air into contact with the pipe or container;'.

5. Plumbing (Mechanical Services) work

(1) For regulation 11(1) of the Plumbing Regulations

1998 substitute—

"(1) Plumbing (Mechanical Services) work is—

(a) the installation, alteration or repair of any valve, regulator, register, pipe, duct, flue, tank, heating or cooling line or surface, boiler, burner, solid fuel heater, coil or other item that is involved in the heating, cooling or ventilation of a building or vessel by mechanical means or by mechanical components;
(b)

relation to a cooling tower, of any
water pipe, valve, pump, automated
dosing device or automated bleeding
device or any other mechanical
component that affects the cooling

the installation, alteration or repair, in water for cooling or waste water disposal.".

(2) After regulation 11(3)(a) of the Plumbing

Regulations 1998 insert—

"(ab) any work on a cooling tower drift

eliminator;".

6. Insertion of regulation 31A

After regulation 31 of the Plumbing Regulations

1998 insert—

'31A. Modification of cooling tower standards

(1) In this regulation—

"AS/NZS 3666.1" means AS/NZS

3666.1:1995—Air-handling and water
systems of buildings—Microbial
control, Part 1: Design, installation and

commissioning;

"AS/NZS 3666.2" means AS/NZS 3666.2:

1995—Air handling and water systems of buildings—Microbial control, Part 2: Operation and maintenance;

"AS/NZS 3666.3" means AS/NZS 3666.3:

2000—Air handling and water systems of buildings—Microbial control, Part 3: Performance-based maintenance of

cooling water systems.

(2) For the purposes of regulation 31(1)(b)—

(a)

AS/NZS 3666.1, AS/NZS 3666.2 and with to the extent that they impose requirements in relation to plumbing work;

(b)

AS/NZS 3666.1 is to be read as if Clause 1.1 was substituted by the following—

"1.1 SCOPE This standard specifies

the minimum requirements for the
installation, alteration and repair
of cooling towers as defined in the
Plumbing Regulations 1998 and
does not apply to evaporative air
coolers or evaporative air

conditioners.";

(c) For the purposes of regulation 31(1)(b),

AS/NZS 3666.2 is to be read as if Clause 1.1 was substituted by the following—

"1.1 SCOPE This standard specifies

the minimum requirements for the
installation, alteration and repair
of cooling towers as defined in the
Plumbing Regulations 1998 and
does not apply to evaporative air
coolers or evaporative air

conditioners.".'.

7. Insertion of standards

At the end of the Schedule to the Plumbing

Regulations 1998 insert—

"AS/NZS 3666.1: 1995—Air handling and
water systems of buildings—Microbial
control, Part 1: Design, installation and
commissioning;
AS/NZS 3666.2: 1995—Air handling and
water systems of buildings—Microbial
control, Part 2: Operation and maintenance;

AS/NZS 3666.3: 2000—Air handling and
water systems of buildings—Microbial
control, Part 3: Performance-based

maintenance of cooling water systems.".
