Plumbing Amendment Regulations 2022
The Governor in Council makes the following Regulations:

1Objective
The objective of these Regulations is to amend the Plumbing Regulations 2018—
(a)to clarify the adoption of certain plumbing standards; and
(b)to make other miscellaneous amendments.
2Authorising provisions
These Regulations are made under sections 221ZZZV and 262 of the Building Act 1993.
3Principal Regulations
In these Regulations, the Plumbing Regulations 2018[1] are called the Principal Regulations.
4Definitions
(1)In regulation 5 of the Principal Regulations, for the definition of AS/NZS 3500.1 substitute—
"AS/NZS 3500.1 means AS/NZS 3500.1:2018 Plumbing and drainage Part 1: Water services, published on 29 June 2018 as amended on 9 July 2019;".
(2)In regulation 5 of the Principal Regulations, for the definition of AS/NZS 3500.2 substitute—
"AS/NZS 3500.2 means AS/NZS 3500.2:2018 Plumbing and drainage Part 2: Sanitary plumbing and drainage, published on 29 June 2018;".
(3)In regulation 5 of the Principal Regulations insert the following definitions—
"AS/NZS 3500.3 means AS/NZS 3500.3:2018 Plumbing and drainage Part 3: Stormwater drainage, published on 29 June 2018;
AS/NZS 3500.4 means AS/NZS 3500.4:2018 Plumbing and drainage Part 4: Heated water services, published on 29 June 2018 as amended on 29 June 2018 and 26 June 2020;".
(4)In regulation 5 of the Principal Regulations, for the definition of AS/NZS 4234 substitute—
"AS/NZS 4234 means AS/NZS 4234:2008 Heated water systems—Calculation of energy consumption, published on 21 August 2008 as amended on 29 March 2011, 14 November 2011 and 11 November 2014;".
(5)In regulation 5 of the Principal Regulations, the definitions of Class 1 building, Class 1a building, Class 10a building and network utility operator are revoked.
5Interpretation
In regulation 6(7) of the Principal Regulations, for "Divisions 3 and 10 of Part 4" substitute "Divisions 3 and 9 of Part 4".
6Modifications to the PCA
(1)In regulation 9(2) of the Principal Regulations, for "The PCA" substitute "Subject to subregulation (3), the PCA".
(2)After regulation 9(2) of the Principal Regulations insert—
"(3)Subregulation (2) does not apply to the following referenced documents in the PCA—
(a)AS/NZS 3500.1;
(b)AS/NZS 3500.2;
(c)AS/NZS 3500.3;
(d)AS/NZS 3500.4;
(e)AS/NZS 4234.".
7Standards relating to water closets—all buildings
In clause 12(2) of Schedule 2 to the Principal Regulations, for "the Victorian variation to clause B1.2 of the PCA" substitute "clause Vic B1.4(3) of the PCA".
8Division 4 of Part 2 of Schedule 4 substituted
For Division 4 of Part 2 of Schedule 4 to the Principal Regulations substitute—
"Division 4—Type A appliance servicing work
27Qualifications required for licensing in Type A appliance servicing work
The qualifications required to be able to be licensed to carry out Type A appliance servicing work under section 221N(1)(b)(i) of the Act are the successful completion of—
(a)the approved competency units for licensing in Type A appliance servicing work; and
(b)the Authority's examination of licensing competencies for Type A appliance servicing work.
28Qualifications required for registration in Type A appliance servicing work
The qualifications required to be able to be registered to carry out Type A appliance servicing work under section 221OA(1)(b)(i) of the Act are the successful completion of—
(a)the approved competency units for registration in Type A appliance servicing work; and
(b)the Authority's examination of registration competencies for Type A appliance servicing work.".

Table of Applied, Adopted or Incorporated Matter
The following table of applied, adopted or incorporated matter is included in accordance with the requirements of regulation 5 of the Subordinate Legislation Regulations 2014.
In this table—
PCA means the Plumbing Code of Australia set out in Volume Three of the National Construction Code 2019, published by the Australian Building Codes Board on 1 May 2019, as amended on 1 July 2020, including any variations or additions in the Victorian appendix set out in Schedule 1 to that Volume.
