2 Plant Protection (Palm Leaf Beetle Quarantine) No. 15, 1993 ˙ Short title 1. This notification may be cited as the Plant Protection (Palm Leaf Beetle Quarantine) Notification 1993 . ˙ Definitions 2. In this notification— “palm” means a plant, or a part of a plant (other than seed) within the Family Arecaceae; “palm leaf beetle” means the pest Brontispa longissima ; “pest quarantine area” means the area declared to be a pest quarantine area with respect to the palm leaf beetle. ˙ Object of quarantine 3. The object of the quarantine imposed in relation to the pest quarantine area is to prevent the spread of the palm leaf beetle within Queensland. ˙ Nature of quarantine 4.(1) A person must not move, sell or offer for sale a palm that is infested with palm leaf beetle. (2) A person may only move a palm out of the pest quarantine area— (a) from a property in relation to which an inspector has issued a written statement that the inspector is satisfied that the palm leaf beetle does not occur on the property; and (b) if the palm is accompanied by a certificate stating— (i) that palm leaf beetle does not occur on the property on which the palm was grown or from which the palm was dispatched; and (ii) that the throat and unopened frond of each palm has been flood sprayed with a mixture containing not less than 1 gram of carbaryl active ingredient per litre plus a wetting agent, at between 7 and 9 days before dispatch, and within 24 hours before dispatch.

3 Plant Protection (Palm Leaf Beetle Quarantine) No. 15, 1993 (3) The certificate must be signed by— (a) an inspector; or (b) if the property from which the palm was dispatched is a commercial plant nursery—the manager of the nursery.
