1. On 22 May 2019, Bell J refused the applicant's application for a constitutional or other writ filed on 5 March 2019 on the grounds that the application did not disclose an arguable basis for the relief claimed.  An appeal to this Court would enjoy no prospect of success.  Leave to appeal should be refused.

2. Pursuant to r 41.08.1 of the High Court Rules 2004 (Cth), we direct the Registrar to draw up, sign and seal an order dismissing the application.
