His Excellency the Governor, with the advice of the Executive Council, has made the following Regulation under the Pawnbrokers and Second-hand Dealers Act 1996.

Explanatory note

The object of this Regulation is to delay the implementation of a scheme that will require all licensed pawnbrokers and second-hand dealers to use electronic means to create and store the records that they are required to keep under section 16 of the Pawnbrokers and Second-hand Dealers Act 1996.

This Regulation is made under the Pawnbrokers and Second-hand Dealers Act 1996, including section 16 (Records) and section 43 (the general regulation-making power).

1 Name of Regulation

This Regulation is the Pawnbrokers and Second-hand Dealers

Amendment (Electronic Records) Regulation 1998.

2 Amendment of Pawnbrokers and Second-hand Dealers

Regulation 1997

The Pawnbrokers and Second-hand Dealers Regulation I997 is amended by omitting from clause 13 (4) the matter “ 1 May

1998" and by inserting instead the matter "1 January 1999".
