1. The applicant seeks special leave to appeal from a judgment of the Full Court of the Federal Court of Australia (Bromwich, Abraham and McEvoy JJ), dismissing an appeal from a judgment of a single judge of the Federal Court of Australia (Wheelahan J).

2. There is insufficient reason to doubt the correctness of the Full Court's construction of s 7(1) of the Administrative Decisions (Judicial Review) Act 1977 (Cth).

3. Special leave to appeal is refused with costs.
