Name of Regulations
These Regulations are the Parliamentary Entitlements Amendment Regulations 2006 (No. 1).

Commencement
These Regulations commence, or are taken to have commenced, as follows:
(a)on 1 July 2006 — regulations 1 to 3 and Schedule 1;
(b)on the day after the Regulations are registered — Schedule 2;
(c)on 1 September 2006 — Schedule 3.

Amendment of Parliamentary Entitlements Regulations 1997
Schedules 1, 2 and 3 amend the Parliamentary Entitlements Regulations 1997.
Schedule 1 Amendment taken to have commenced on 1 July 2006

(2)Subject to subregulation (3), for a year beginning on or after 1 July 2006, the additional benefits for a Member of the House of Representatives mentioned in subregulation (1) are limited to a value of $150 000 (the base amount).
(3)If a Member of the House of Representatives uses less than his or her full entitlement of additional benefits under this regulation in a year, the Member’s additional benefits mentioned in subregulation (1) for the following year are limited to the sum of:
(a)the base amount; and
(b)the lesser of:
(i)the amount of the unused entitlement; and
(ii)45% of the base amount.
Schedule 2 Amendments commencing on the day after registration

(3)For subsection 5 (1) of the Act, if the Leader of the Opposition is representing Australia overseas in accordance with subregulation (1), the costs of a staff member accompanying the Leader of the Opposition are prescribed as an additional benefit for the Leader of the Opposition.
(4)For subsection 5 (1) of the Act, if the Deputy Leader of the Opposition is representing Australia overseas in accordance with subregulation (1), the costs of a staff member accompanying the Deputy Leader of the Opposition are prescribed as an additional benefit for the Deputy Leader of the Opposition.

3AAdditional benefits for Senators — printing
(1)For subsection 5 (1) of the Act, the following additional benefits for a Senator are prescribed:
(a)personalised letterhead stationery;
(b)newsletters for distribution to constituents;
(c)other printed materials, as approved by the Minister, for distribution to constituents.
(2)For the period beginning on 1 September 2006 and ending on 30 June 2007, the additional benefits for a Senator mentioned in subregulation (1) are limited to a value of $16 667.
(3)For a year beginning on or after 1 July 2007, the additional benefits for a Senator mentioned in subregulation (1) are limited to a value of $20 000.
