His Excellency the Governor, with the advice of the Executive Council, has made the following Regulation under the Parliamentary Electorates and Elections Act 1912.

The object of this Regulation is to prescribe a different form of ballot-paper for elections for the Legislative Council if more than 33 groups of candidates are contesting the election.
At present, the prescribed form of ballot-paper requires each group of candidates to be placed across the ballot-paper. The alteration in the form of the ballot-paper is necessary because of the difficulty of printing and the unwieldy nature of a ballot-paper which provides for more than 33 groups of candidates. Under the altered form of ballot-paper, the groups will be entered in 2 or more lines, rather than in one line, across the ballot-paper.
This Regulation is made under the Parliamentary Electorates and Elections
Act 1912, including section 176 (3).

1 Name of Regulation

This Regulation is the Parliamentary Electorates and Elections

Amendment (Ballot-papers) Regulation 1999.

The Parliamentary Electorates and Elections Regulation 1996 is amended as set out in Schedule 1.

    Insert after clause 11:

Form of ballot-paper for Council elections with mor

than 33 groups

Pursuant to section 176 (3) of the Act, the form of the ballot-papers to be used for a periodic Council election for which there are more than 33 groups is declared to be altered so that they are in Form 21 instead of the relevant form prescribed by Schedule 4A or 15A to the Act.

Schedule 1 Amendments

In the case of a postal ballot-paper, the following words are to be included at the top of the ballot-paper:

The elector must not mark a vote on this ballot-paper until after the elector has first exhibited the ballot-paper (in blank) to the authorised witness.

The maximum number of groups on any line across the ballot-paper must not exceed 33. As far as possible, the number of groups on each line must be equal.

The name of the registered party or the composite name is to be inserted, the places marked ** .
where appropriate, in the places marked * .

The name of the registered party or the word “Independent” is to be
inserted, where appropriate, in the places marked *** .
