The Parliament of Victoria enacts as follows:
1. Purpose
(1) The main purpose of this Act is to amend the
Parliamentary Committees Act 1968 so as to—
(a)
establish 3 new Joint House Committees; and
(b)
decrease the membership of the Public Accounts and Estimates Committee; and

Superannuation Acts (Amendment) Act 2003

(c)
insert provisions of a transitional nature in relation to the Scrutiny of Acts and Regulations Committee.
(2) This Act also amends the Parliamentary Salaries
and Superannuation Act 1968 so as to clarify
the entitlement of members of Parliament to
allowances under that Act in respect of the periodbetween 30 November 2002 and 1 February 2003.
2. Commencement
This Act comes into operation on the day after the day on which it receives the Royal Assent.
3. Principal Act

In this Act, the Parliamentary Committees Act Act No. 1968 is called the Principal Act. 7727.

In the definition of "Joint House Committee" in
section 3(1) of the Principal Act, for "and Family
and Community Development Committee"
substitute ", Family and Community
Development Committee, Rural and Regional
Services and Development Committee, Outer
Suburban/Interface Services and Development
Committee and Education and Training
Committee".

5. Increase in number of Joint House Committees
In section 4 of the Principal Act—
(a) for "6" substitute "9";
(b)
in paragraph (g), for "Committee." substitute "Committee;";
(c) after paragraph (g) insert—
"(h) Rural and Regional Services and
Development Committee;
(i) Outer Suburban/Interface Services and
Development Committee;(j) Education and Training Committee.".
6. Decrease in membership of Public Accounts and Estimates Committee
(1) In section 4B(1) of the Principal Act, omit "or, in the case of the Public Accounts and Estimates Committee, 10".
(2) Section 4B(3)(aa) of the Principal Act is
repealed.
7. Scrutiny of Acts and Regulations Committee— transitional provisions
(1) After section 4D(b) of the Principal Act insert—
"(ba) to consider any Act passed at any time after
commencement of section 7 of the
Parliamentary Committees and
Parliamentary Salaries and25 February 2003 and before the 2003 and to report to the Parliament with respect to that Act on any matter referred to in paragraph (a) or (b); and".

Act No. 3/2003 s. 8 (2) After section 55(1) of the Principal Act insert—
"(1A) This section also applies to any statutory rule that is laid before a House of the Parliament on or after 25 February 2003 and before the first appointment of members of the Scrutiny
of Acts and Regulations Committee after the
commencement of section 7 of the
Parliamentary Committees and
Parliamentary Salaries and
Superannuation Acts (Amendment) Act2003.".
(3) In section 55(2) of the Principal Act, after "sub-
section (1)" insert "or (1A)".
8. New sections 4EDA to 4EDC inserted
After section 4ED of the Principal Act insert—
'4EDA. Rural and Regional Services and
Development Committee
(1) The functions of the Rural and Regional
Services and Development Committee are to inquire into, consider and report to the Parliament on any proposal, matter or thing concerned with the provision of services to, or the development of, regional Victoria if the Committee is required or permitted so to do by or under this Act.
(2) In sub-section (1) "regional Victoria" has
the same meaning as in the Regional
Infrastructure Development Fund Act
1999.
4EDB. Outer Suburban/Interface Services and
Development Committee
(1) The functions of the Outer
Suburban/Interface Services and consider and report to the Parliament on any
Parliamentary Committees and Parliamentary Salaries and
Superannuation Acts (Amendment) Act 2003

proposal, matter or thing concerned with the provision of services to, or the development or expansion of, new urban regions if the
Committee is required or permitted so to do by or under this Act.
(2) In sub-section (1) "urban regions" means
any part of Victoria developed for urban
purposes that is not within regional Victoria
as defined in section 4EDA(2).
4EDC. Education and Training Committee
The functions of the Education and Training Committee are to inquire into, consider and report to the Parliament on any proposal,
matter or thing concerned with education or
training if the Committee is required orpermitted so to do by or under this Act.'.
9. Statute law revision
In section 53 of the Principal Act, for "The
Constitution Act Amendment Act 1958" (where
twice occurring) substitute "the Constitution Act1975".

Act No. 3/2003 s. 10 (4) The Parliamentary Allowances Regulations
2003 must be taken to have effect, and to
have always had effect, as if Schedule 2 to
those Regulations contained the following
paragraph—
"(c) The following Electoral Province as
notified in the Government Gazette of
24 April 1991 as required under the
Electoral Boundaries Commission
Act 1982—South Eastern".'.
(2) After section 9(2) of the Parliamentary Salaries
and Superannuation Act 1968 insert—
'(3) Sub-section (2) must be taken to have effect, and to have always had effect, in relation to moneys payable under this Part in respect of the period between the beginning of
30 November 2002 and the end of
31 January 2003 as if for the reference to
three months there were substituted areference to six months.'.
