REGULATIONS UNDER THE NORTHERN TERRITORY (ADMINISTRATION) ACT 1910-1961.*

WHEREAS by section four c of the NorthernTerritory (Administration) Act 1910-1961 it is provided, amongst other things, that for the purposes of the election of the members of the Legislative Council for the Territory referred to in paragraph (d) of sub-section (2.) of section four of that Act, the Northern Territory of Australia shall be distributed into eight Electoral Districts:

And whereas by section four ca of that Act it is provided, amongst other things, that the boundaries of each Electoral District shall be as prescribed, after report to the Minister by a Distribution Committee appointed under section four cc of that Act:

And whereas the Distribution Committee so appointed has forwarded to the Minister of State for Territories a report in accordance with section four ch of that Act:

Now therefore I, the Governor-General in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the NorthernTerritory (Administration) Act 1910-1961.

Northern Territory Electoral Districts Regulations.

Citation.

1. These Regulations may be cited as the Northern Territory Electoral Districts Regulations.

Repeal.

2. The Northern Territory Electoral Districts Regulations (being Statutory Rules 1959, No. 105) are repealed.

Definitions.

3. In these Regulations—

“North Australia Railway” means the railway between Darwin and Birdum;

“the town of Darwin” means the land in the Territory described in the Schedule to the Proclamation under the Crown Lands Ordinance 1931-1948 of the Territory published in the Gazette on the nineteenth day of January, One thousand nine hundred and fifty.

Boundaries of Electoral Districts.

4. For the purposes of the election of members of the Legislative Council referred to in paragraph (d) of sub-section (2.) of section 4 of the NorthernTerritory (Administration) Act 1910-1961—

(a) the eight Electoral Districts referred to in section 4c of that Act shall be known as the Electoral District of Nightcliff, the Electoral District of Fannie Bay, the Electoral District of Port Darwin, the Electoral District of Arnhem, the Electoral District of Elsey, the Electoral District of Barkly, the Electoral District of Alice Springs and the Electoral District of Stuart, respectively; and

(b) the boundaries of each of those Electoral Districts are the boundaries respectively set out in the Schedule to these Regulations in relation to that Electoral District.

THE SCHEDULE.

BOUNDARIES OF ELECTORAL DISTRICTS.

Name of Electoral District.

Electoral District of Nightcliff

Commencing at the intersection of the centre-line of Rapid Creek and the centre-line of McMillans Road; thence easterly and southeasterly by the centre-line of McMillans Road to its intersection with the prolongation northerly of an eastern boundary of the Royal Australian Air Force Defence Reserve; thence southerly along that prolongation and the eastern boundary of the defence reserve and its prolongation southerly to the centre-line of the North Australia Railway; thence generally westerly by that centre-line to the boundary of the town of Darwin; thence northerly westerly northwesterly southwesterly northerly and northwesterly by that boundary to the mouth of Ludmilla Creek; thence by the sea-coast generally northerly and northeasterly to the centre-line of Rapid Creek; thence generally southerly by that centre-line to the point of commencement.

Electoral District of Fannie Bay

Commencing at the intersection of the centre-line of Mindil Beach Road and the centre-line of Gilruth Avenue; thence northwesterly by the centre-line of Mindil Beach Road and its prolongation to high water mark; thence west to low water mark; thence by low water mark generally northerly and northwesterly to a point west of East Point; thence east to the sea-coast at East Point; thence generally easterly by the sea-coast to the centre-line of Ludmilla Creek being the boundary of the town of Darwin; thence by that boundary southeasterly southerly northeasterly southeasterly easterly southerly and generally southerly westerly and southwesterly to a point east of the most eastern corner of Lot 1908; thence west to that comer; thence northwesterly and westerly along boundaries of Lot 1908 and Lot 1909 to a northern corner of Lot 1909; thence northwesterly to the eastern corner of Lot 2048; thence northwesterly and southwesterly by boundaries of that lot to the prolongation of the centre-line of Henry Street; thence northwesterly and westerly by that prolongation the centreline of Henry Street and its prolongation westerly to the centre-line of the North Australia Railway; thence northerly by that centreline and northwesterly by the centre-line of the old Vestey spur-line to the centre-line of Gilruth Avenue; thence southwesterly by that centre-line to the point of commencement.

Electoral District of Port Darwin

Commencing at the intersection of the centre-line of Mindil Beach Road and the centre-line of Gilruth Avenue; thence northeasterly by the centre-line of Gilruth Avenue to the centre-line of the old Vestey spur line; thence southeasterly by that centre-line and southerly by the centre-line of the North Australia Railway to its intersection with the prolongation westerly of the centre-line of Henry Street; thence easterly and southeasterly by that prolongation and the centre-line of Henry Street and its prolongation southeasterly to the northwest boundary of Lot 2048; thence northeasterly and southeasterly by boundaries of that lot to its eastern corner; thence southeasterly to a northern corner of Lot 1909; thence easterly and southeasterly by boundaries of Lot 1909 and Lot 1908 to the most eastern corner of Lot 1908; thence east to the centre-line of Sadgroves Creek being the boundary of the town of Darwin; thence southerly along that boundary to low water mark; thence by low water mark generally southerly westerly northwesterly and northeasterly to a point west of the intersection of the prolongation northwesterly of the centre-line of Mindil Beach Road and high water mark; thence east to that intersection; thence southeasterly by that prolongation and the centre-line of Mindil Beach Road to the point of commencement and including all wharves jetties breakwaters and other erections contiguous to on or extending over the said low water mark.

 

Electoral District of Arnhem

 

Outer boundaries—

Commencing at the intersection of parallel of latitude 10 degrees 50 minutes south and the meridian of longitude 138 degrees east; thence south by that meridian to a point east of Cape Barrow; thence west to Cape Barrow; thence southerly along the sea coast of the Gulf of Carpentaria to a point east of the most eastern northeast corner of Pastoral Lease 621; thence west to that corner and a boundary of the Arnhem Land Aboriginal Reserve; thence by boundaries of that reserve generally westerly northerly westerly southerly westerly and northerly to a point on a western boundary of that reserve east of the most eastern south-east corner of Pastoral Lease 561; thence west to that corner; thence westerly southerly and westerly along southern eastern and southern boundaries of that Pastoral Lease and part of the northern boundary of Pastoral Lease 631 and its prolongation westerly to the most western northwest corner of Northern Territory Portion 696; thence southerly by a western boundary of that portion to its intersection with the prolongation easterly of the northern boundary of Pastoral Lease 562; thence westerly by that prolongation the northern boundary of Pastoral Lease 562 and its prolongation westerly to the meridian of longitude 129 degrees east; thence north by that meridian to the parallel of latitude 10 degrees 50 minutes south; thence east along that parallel to the point of commencement.

Inner boundaries—

The boundaries of the Electoral District of Nightcliff, the Electoral District of Fannie Bay and the Electoral District of Port Darwin, other than the boundaries between the Electoral District of Nightcliff and the Electoral District of Fannie Bay and the boundaries between the Electoral District of Fannie Bay and the Electoral District of Port Darwin.

Electoral District of Elsey

Commencing at the intersection of the 133rd meridian of east longitude and the 20th parallel of south latitude; thence west by that parallel to the 129th meridian of east longitude; thence north by that meridian to its intersection with the prolongation westerly of the northern boundary of Pastoral Lease 562; thence

easterly along that prolongation and the northern boundary of that Pastoral Lease and its prolongation easterly to its intersection with a western boundary of Northern Territory Portion 696; thence northerly easterly northerly and easterly along a western boundary and a northern boundary of that portion and its prolongation easterly a northern boundary a western boundary and a northern boundary of Pastoral Lease 631 and a northern boundary of Pastoral, Lease 612 to the, most eastern southeast corner of Pastoral Lease 561; thence east to a western boundary of Arnhem Land Aboriginal Reserve; thence by boundaries of that reserve southerly easterly northerly easterly southerly easterly to the most eastern northeast corner of Pastoral Lease 621; thence east to the sea coast of the Gulf of Carpentaria; thence northerly along that sea coast to the most northern point of Cape Barrow; thence east to the 138th meridian of east longitude; thence south by that meridian to a point east of Port Roper; thence west to Port Roper; thence generally southeasterly along the sea-coast of the Gulf of Carpentaria to the mouth of the Limmen Bight River; thence generally southwesterly and southerly by that river about 56 miles; thence west 14 miles south 13i miles west 14 miles and south 10 miles to the northeast corner of Pastoral Lease 642; thence southerly along the eastern boundary of that Pastoral Lease to a northern boundary of Pastoral Lease 640; thence easterly southerly and easterly by a northern and part of an eastern boundary of that Pastoral Lease and a western boundary of Pastoral Lease 663 and a southern boundary of that Pastoral Lease to a northwest corner of Pastoral Lease 615; thence southerly westerly and southerly by a western boundary of Pastoral Lease 615 and part of a western boundary of Pastoral Lease 514 a northern boundary and a western boundary of Pastoral Lease 531 to the northern boundary of Pastoral Lease 591; thence westerly along part of that northern boundary and a northern boundary of Pastoral Lease 524 to an eastern boundary of Pastoral Lease 577; thence southerly westerly southerly westerly southerly and westerly along that eastern boundary a southern boundary and its prolongation westerly another southern boundary an eastern boundary a southern boundary an eastern boundary and a southern boundary of that Pastoral Lease to the southwest corner of that Pastoral Lease; thence west to the 133rd meridian of east longitude; thence south along that meridian to the point of commencement.

Commencing at the intersection of the 133rd meridian of east longitude and the 20th parallel of south latitude; thence north along that meridian to its intersection with the westerly prolongation of the most southern boundary of Pastoral Lease 577; thence easterly along that prolongation and the southern boundary to a western boundary of Pastoral Lease 524; thence northerly easterly northerly easterly northerly and easterly by a western boundary a northern boundary a western boundary a northern boundary and its prolongation easterly another northern boundary a western boundary and a northern boundary of that Pastoral Lease and part of the northern boundary of Pastoral Lease 591 to a western boundary of Pastoral Lease 531; thence northerly and easterly by boundaries of that Pastoral Lease to the western boundary of Pastoral Lease 514; thence northerly by part of that boundary and a western boundary of Pastoral Lease 615 to a southern boundary of Pastoral Lease 663; thence westerly and northerly by boundaries of that Pastoral Lease and by part of the eastern boundary of Pastoral Lease 640 and westerly by part of a northern boundary of that Pastoral Lease to an eastern boundary of Pastoral

Lease 642; thence northerly along that boundary to the northeastern corner of that Pastoral Lease; thence north 10 miles east 14 miles north 13½ miles and east 14 miles to the Limmen Bight River; thence generally northerly and northeasterly by the river about 56 miles to the sea coast; thence generally northwesterly along the sea coast of the Gulf of Carpentaria to Port Roper; thence by a line east to the 138th meridian of east longitude; thence south along that meridian to the southeast corner of Pastoral Lease 533; thence westerly northerly and westerly along boundaries of that Pastoral Lease to the eastern boundary of Pastoral Lease 542; thence southerly westerly northerly northwesterly and westerly along boundaries of that Pastoral Lease to an eastern boundary of Pastoral Lease 429; thence southerly westerly and northerly along the boundaries of that Pastoral Lease to a southern boundary of Pastoral Lease 430; thence westerly and northerly along a southern boundary and part of a western boundary of that Pastoral Lease to the 20th parallel of south latitude; thence west along that parallel to the point of commencement.

 

Electoral District of Alice Springs

 

Commencing at a point 4,000 links east and 4,000 links north from the centre of Alice Springs Waterhole; thence south on the local meridian to its intersection with a line bearing 108 degrees 30 minutes true from the Mt. Gillen Trigonometrical Station; thence along the Heavitree Range on a line bearing 288 degrees 30 minutes true to the Mt. Gillen Trigonometrical Station; thence north on the local meridian to its intersection with a line west from the starting point; thence by that line east to the point of commencement.

 

Electoral District of Stuart

 

Outer boundaries—

Commencing at a point on the 138th meridian of east longitude being the southeast corner of Pastoral Lease 533; thence south by that meridian to the 26th parallel of south latitude; thence west by that parallel to its intersection with the 129th meridian of east longitude; thence north by that meridian to the 20th parallel of south latitude; thence east by that parallel to its intersection with a western boundary of Pastoral Lease 430; thence southerly and easterly along boundaries of that Pastoral Lease to the western boundary of Pastoral Lease 429; thence southerly easterly and northerly along boundaries of that Pastoral Lease to a southwest corner of Pastoral Lease 542; thence easterly southeasterly southerly easterly and northerly along boundaries of that Pastoral Lease to a southwest corner of Pastoral Lease 533; thence easterly southerly and easterly along boundaries of that Pastoral Lease to the point of commencement.

Inner boundaries—

The boundaries of the Electoral District of Alice Springs.
