1 Name
This is the Norfolk Island (Advisory Council Remuneration and Procedures) Instrument 2015.
2 Commencement
This instrument commences on 1 July 2015.
3 Authority
This instrument is made under sections 14D and 14J of the
Norfolk Island Act 1979.
4 Objects of Legislative Instrument
The object of this Instrument is to prescribe the remuneration and allowances for the Chair and members of the Norfolk Island Advisory Council and certain procedures to be followed at or in relation to meetings of the Advisory Council.
5 Definitions
Guide to this section
The purpose of this section is to provide a list of every term that is defined in this instrument.
Some terms that are used in this instrument are defined in the Act. Those terms have the same meaning as in the Act. Those terms are not included in this section but can be found in section 4 of the Act.
In this instrument:
Act means the Norfolk Island Act 1979.
chair means the Chair of the Norfolk Island Advisory Council referred to in section 14(a) of the Act.
other member means a member of the Norfolk Island Advisory Council referred to in section 14(b) of the Act.
Part 2–Remuneration
6 Remuneration
For section 14D of the Act, a person who holds an office specified in Column 1 of Table 1 shall be paid the annual salary and expenses allowance (if any) specified in Columns 2 and 3.

Part 3–Procedures to be followed at or in relation to meetings of the Advisory Council
7 Meetings
(1) The Advisory Council must hold a meeting at least once each month.
(2) A meeting of the Advisory Council must have a quorum of members.
8 Quorum
At a meeting of the Advisory Council, a majority of the members of the Advisory Council who hold office constitute quorum.
9 Who is to preside
(1) The chair shall preside at all meetings of the Advisory Council at which he or she is present.
(2) If the chair is not present at a meeting of the Advisory Council and no acting chair has been appointed under section 14C of the Act, the members present shall elect one of their number to preside at that meeting and the person so elected shall preside accordingly.
10 Decision making in meetings
(1) The Advisory Council will make decisions in its meetings through consensus.
(2) Where consensus cannot be achieved, a report with all assenting and dissenting views must be prepared and sent to the Minister.
