authorities upon the Newcastle District Abattoir Board; to validate certain actions of the Board; to amend the Newcastle Dis­ trict Abattoir and Sale-yards Act, 1912, and certain other Acts; and for purposes connected therewith. [Assented to, 22nd May, 1931.]

2. The Newcastle District Abattoir and Sale-yards Amendment of

(a) by inserting in section two after the definition

Whosoever contravenes any provision of this subsection shall be liable upon summary conviction to a penalty not exceeding fifty pounds.

3. (1) The Newcastle District Abattoir and Salc-

’ amended by omitting sections twenty-two and twenty- three and by inserting in lieu thereof the following sections;—

22. (1) The board shall cause proper books of

audit.

account to be kept in relation to each department of the board, and shall, as soon as practicable after the thirtieth day of June in each year, prepare and transmit to the Minister for presentation to Parlia­ ment balance-sheets and statements of account setting forth a true statement of the financial position and the transactions of the hoard in its several departments for the preceding financial year, audited by the Auditor-General.

(2) Each such balance-sheet and statement

shall include—

(a) a profit and loss account;

(b)

statement of the assets and liabilities of the hoard,

and be in a form approved by the Auditor-General.

(3) The Auditor-General shall have, with

respect to such accounts, all the powers conferred

on him by the Audit Act, 1902, and Acts amending

the same.

(4) The Audit Act, 1902, and Acts amending the same, shall apply to the board and its officers in the same manner as it applies to accounting officers of public departments.

(5) W ithout limiting the generality of the powers conferred by subsection three of this section, the Auditor-General may disallow any expenditure or entry in the books of the board which he con­ siders has been wrongly, irregularly, or dishonestly made.

(G) Any sum so disallowed shall be a sur- chai’geupon and may be recovered or deducted from moneys due to the officers or servants by whom the expenditure was incurred or ordered to be incurred, or by whom the entry was made or ordered to be

made, but such officers or servants sliall have the

4. The actions of the hoard in acting as though the \’aiiaati<.n,

law had been in accordance with the amendments in

section two of this Act are hereby validated.
