REGULATIONS UNDER THE NAVIGATION ACT 1912-1965.*

I, THE ADMINISTRATOR of the Government of the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Navigation Act 1912-1965.

Amendments of the Navigation (Health) Regulations 

1. After regulation 7 of the Navigation (Health) Regulations the following regulation is inserted:—

Medical Cabinets.

“7a.—(1.) A medical cabinet of a size, design and construction suitable for storing the medicines, medical and surgical stores and anti-scorbutics and the instructions for dispensing and using medicines, medical and surgical stores and appliances with which a ship to which sub-section (1.) of section 125 of the Navigation Act 1912-1965 applies is required to be provided under the last preceding regulation shall be provided in a separate compartment adjacent to the hospital accommodation provided in the ship or, if hospital accommodation is not required to be provided in the ship, in a part of the ship adjacent to the accommodation provided for the ship’s officers.

“(2.) The medical cabinet shall be provided with—

(a) an outer door fitted with an efficient lock;

(b)an inner cupboard, capable of being locked independently, for the purpose of storing poisonous drugs exclusively;

(c) shelves so constructed as to facilitate identification of the articles stored on them;

(d) a dispensing counter or dispensing table in either case with a surface which can be easily kept clean;

(e) at least two drawers suitable for the storage of articles; and

(f) a rack suitable for holding devices for measuring medicines.

“(3.) The medical cabinet shall not be kept in a recreation room, sleeping room, mess room, wash place or other space provided as accommodation for the crew if it reduces the area of available space in the room, place or space to less than the minimum area required by the Navigation (Crew Accommodation) Regulations to be provided in that room, place or space.

“(4.) The medical cabinet shall be lighted by an electric light which shall be inside or immediately outside the cabinet and which will enable all the contents of the cabinet to be clearly seen in the absence of light from another source.

“(5.) The medical cabinet and the place in which it is fitted shall be so ventilated as to avoid deterioration of its contents.”.

First Schedule.

2.—(1.) Form 1 in the First Schedule to the Navigation (Health) Regulations is amended by omitting the words—

“REPORT OF MEDICAL INSPECTION OF SEAMEN.”

and inserting in their stead the words—

“REPORT OF MEDICAL INSPECTION OF MASTER, SEAMAN OR APPRENTICE.”.

(2.) Form 2 in the First Schedule to the Navigation (Health) Regulations is amended by omitting the word “Trimmer,”.

Second Schedule.

3. The Second Schedule to the Navigation (Health) Regulations is amended by omitting paragraph 6 of Part I. and inserting in its stead the following paragraph:—

“6. Articles marked ‘T’ shall be kept in green fluted bottles or, if such bottles are not available, in amber fluted bottles. A bottle containing any such articles shall have affixed to it a label on which are written the words ‘For External Use Only’.”.

Third Schedule.

4. Part I. of the Third Schedule to the Navigation (Health) Regulations is amended—

(a) by omitting from the table the words and figures—

“Cetrimide ointment ..

and inserting in their stead the words and figures—

“Cetrimide cream ..

(b) by omitting from the table the words and figures—

(e) by omitting paragraph 5 and inserting in its stead the following paragraph:—

“5. Methylsalicylate shall be kept in green fluted bottles or, if such bottles are not available, in amber fluted bottles. A bottle containing methylsalicylate shall have affixed to it a label on which are written the words ‘For External Use Only’.”.

Fourth Schedule.

5.—(1.) Part I. of the Fourth Schedule to the Navigation (Health) Regulations is amended—

(a) by omitting paragraph 2 and inserting in its stead the following paragraph;—

“2. An article marked ‘*’ shall be kept in a green fluted bottle or, if such a bottle is not available, in an amber fluted bottle. A bottle containing such an article shall have affixed to it a red label on which are written the word ‘Poison’ and the words ‘For External Use Only’.”; and

(b) by omitting paragraph 5 and inserting in its stead the following paragraph:—

“5. The article marked ‘T’ shall be kept in a green fluted bottle or, if such a bottle is not available, in an amber fluted bottle. A bottle containing such an article shall have affixed to it a label on which are written the words ‘For External Use Only’.”.

(2.) Part III. of the Fourth Schedule to the Navigation (Health) Regulations is amended by omitting the words and figures—

“Bottles (2 ounces fluted poisons)....................................................................................

2”

and inserting in their stead the words and figures—

“Bottles (2 ounce fluted poisons).....................................................................................

2”.

Fifth Schedule.

6.—Part I. of the Fifth Schedule to the Navigation (Health) Regulations is amended by omitting the words—

“* Each article marked with an asterisk shall be carried in a green fluted bottle with a red label marked ‘Poison’ affixed to it and shall be labelled for external use only.”

and inserting in their stead the words—

“* Each article marked with an asterisk shall be carried in a green fluted bottle or, if such a bottle is not available, in an amber fluted bottle. A bottle containing such an article shall have affixed to it a red label on which are written the word ‘Poison’ and the words ‘For External Use Only’.”.
