REGULATIONS UNDER THE NAVIGATION ACT 1912-1973*

Council, hereby make the following Regulations under the

Amendments of the Navigation (Health) Regulations
“ 3. In these Regulations a reference to the Ship Captain’s Medical Guide shall be read as a reference to the latest edition for the time being of the book of that name published by Her Majesty’s Stationery Office, London, or, if that edition has been added to or amended, that edition as affected by the additions or amendments,”.
(a) by omitting from sub-regulation (1) the words “ The medicines ” (first occurring) and substituting the words “ Subject to sub-regulations (3d) and (3b), the medicines ”;
(b) by omitting paragraphs (a) to (e) (inclusive) of sub-regulation (1) and substituting the following paragraphs:—
“ (a)in the case of a ship on an international voyage, being a ship carrying or certified to carry, as a full complement of passengers and crew, 100 or more persons—in Schedule 2;
(b) in the case of a ship—
(i) on an international voyage, being a ship carrying or certified to carry, as a full complement of passengers and crew, more than. 50 but less than 100 persons; or

(ii) on a voyage other than an international voyage, being a ship carrying or certified to carry, as a full complement of passengers and crew, 100 or more persons—
in Schedule 3;
(c) in the case of a ship—
(i) on an international voyage, being a ship carrying or certified to carry, as a full complement of passengers and crew, not more than 50 persons; or
(ii) On a voyage other than an international voyage, being a ship carrying or certified to carry, as a full complement of passengers and crew, more than 25 but less than 100 persons—
in Schedule 4; and
(d) in the case of a ship on a voyage other than an international voyage, being a ship carrying or certified to carry, as a full complement of passengers and crew, not more than 25 persons—in Schedule 5.”; and
(c) by omitting sub-regulations (2) and (3) and substituting the following sub-regulations:—
“ (2) Where a ship is required in pursuance of a Schedule to be provided with a medicine—
(a) the medicine is to be in a pack containing the medicine in the number of articles or other quantity specified in respect of the medicine in the second column of Part I of Schedule 2, Part I of Schedule 3, Part I of Schedule 4 or Part II or III of Schedule 5, as the case may be;
(b) the ship is to be provided with the medicine in the number of packs or other quantity specified in respect of the medicine in the third column of Part I of Schedule 2, Part I of Schedule 3, Part I of Schedule 4 or Part II or III of Schedule 5, as the case may be;
(c) each pack of the medicine is to have written on it or on a label attached to it the instructions (if any) specified in respect of the medicine in the fourth column of Part I of Schedule 2;
(d) if the reference to the medicine in the first column of Part I of Schedule 2 is marked *—the medicine is not to a medicine the date appearing on the label on which in accordance with paragraph (f) of sub-clause (3) of clause 2 of Schedule 6 will occur on a voyage; and
(e) the medicine is to comply with the requirements specified in Schedule 6.
“ (3) Where a ship is required in pursuance of Schedule 2, 4 or 5 to be provided with a store or appliance, being a store or appliance referred to in the first column of Division 1 of Part II of Schedule 2, Part II of Schedule 4 or Part II or III of Schedule 5, as the case may be, the ship is to be provided with the store or appliance in the quantity specified in respect of the store or appliance in whichever of the columns in Division 1 of Part II of Schedule 2, Part II of Schedule 4 or Part II or III of Schedule 5, as the case may be, has the heading ‘ Quantity ’.
“(3a) Where a ship is required in pursuance of Schedule 2 or 3 to be provided with a store or appliance referred to in Division 2 or Division 3 of Part II of Schedule 2 or Part II or III of Schedule 3, as the case may be, the ship is to be provided with the store or appliance in the quantity specified in respect of the store or appliance in the second column of Division 2 or Division 3 of Part II of Schedule 2 or Part II or III of Schedule 3, as the case may be.
“ (3b) Where a ship is required in pursuance of Schedule 2 or Schedule 3 to be provided with a disinfectant, the disinfectant shall comply with the requirements specified in Schedules 6 and 7.
“ (3c) Where the reference to a medicine in a Schedule is followed by the words ‘ (malarious areas only) ’ a ship is only required to be provided with that medicine in waters between latitude 20° North and latitude 20° South.
“ (3d) A midwifery instrument is not required to be provided on a ship on which there are no women.
“ (3e) Where a ship is required in
pursuance of a Schedule to be provided with goods that are goods for
therapeutic use within the meaning of the
(a) conform to the specific standards, within the meaning of that Act, applicable to the goods; and
(b) conform to the general standards, within the meaning of that Act, applicable to the goods.
“ (3f) Where, by virtue of sub-regulation (1), a ship is required to be provided with a provision, being a medicine, store or appliance, the Minister may allow any other provision to be provided on the ship as compliance with the requirement if he is satisfied that the other provision so allowed is at least as effective as the provision required by the sub-regulation for the purposes for which the provision is required to be provided.”.
“ 7ab. Subject to regulation 7ac, the medicines, medical and surgical stores and appliances and anti-scorbutics and instructions specified in Schedules 2, 3 and 4 and Part III of Schedule 5 with which, a ship is to be provided under regulation 7 shall, as far as space allows, be kept in the medical cabinet referred to in regulation 7a.
“ 7ac. The medicines, medical and surgical stores and appliances and antiscorbutics specified in Schedules 2, 3 and 4 and Part III of Schedule 5 which are marked with the symbol + shall be stored in the locked inner cupboard of the medical cabinet referred to la paragraph 7a (2) (b).”
(a) by omitting from paragraph (b) of sub-regulation (2) the words “ poisonous drugs exclusively ” and substituting the words “ the medicines, medical and surgical stores and appliances and antiscorbutics referred to in regulation 7ac ”;
(b) by inserting after that sub-regulation the following sub-regulation:—
“ (2a) Each key carried by a ship capable of unlocking the cupboard provided on the ship in compliance with paragraph (b) of sub-regulation (2) shall be kept in the custody of the master or an officer.”; and
(c) by adding at the end thereof the following sub-regulation:—
“ (6) The medical cabinet and its contents shall be inspected annually by a Medical Inspector of Seamen.”.
“ 11.
Each of the authorities specified in Schedule 8 is a prescribed authority for
the purposes of sub-section (2) of section 133 of the
“ 12. (1) Subject to sub-regulation (2), where the Minister is satisfied that there is no danger to a person or that there are exceptional circumstances, the Minister may, by writing under his hand, exempt a ship from the requirements of regulation 7 subject to such conditions or restrictions as may be specified in the exemption.
“ (2) No ship shall be permitted to carry less than the quantity of medicines, medical and surgical stores and appliances specified in Parts I and II of Schedule 5.
“ 13. (1) The master of a ship to which these Regulations apply shall enter, or cause to be entered, in the official log book of the ship, a record of the use on board the ship of Morphine Sulphate Injections, Pentazocine Injections and Omnopon Tubunic.
“ (2) The record of use referred to in sub-regulation (1) shall contain the following particulars:—
(a) the full name and address of the person to whom a drug referred to in that sub-regulation is administered;
(b) the reason for administering the drug;
(c) the date on which the drug was administered;
(d) the quantity of the drug administered; and
(e) the name and rank of the person who administered the drug.
“ (3) The master of a ship to which these Regulations apply shall—
(a) enter, or cause to be entered, in the official log book of the ship, a record of any loss or theft of Morphine Sulphate Injections, Pentazocine Injections or Omnopon Tubunic; and
(b) notify the proper authority—
(i) where the loss or theft is discovered at sea—at the next port of call; or
(ii) where the loss or theft is discovered in port—at that port,
as soon as practicable after the discovery having regard to the means of communication available to him.”.

The whole of the dressings to be wrapped in grease-proof paper, sterilized, and encased in one or two hermetically sealed metal containers, and labelled “ Sterilized dressings for major operation ”.
Division 4—Articles for Invalid Diet
Two kg of infants’ prepared milk food.
One approximately 750 ml bottle of brandy.

* Metal instruments to be of good quality and to be made of rustless and stainless metal.
(a) Dressings to be in pieces, approximately 100 mm x 100 mm, packed in an air-tight container labelled “ Dressings for burns ”.
(b) Each packet to be completely enclosed and the contents sterile.
(c) Of metal of approved pattern with 2 m of best India-rubber tubing and pinchcock. One surface to be flat with loop for hanging.
(d) Sizes 1, 3, 5 and 7 to be supplied ina long box with some French chalk.
(e) The suturesto be of nylon or silk fitted to half curved eyeless needles with a cutting edge and of size 10 or equivalent size. Each needle and suture to be sterile and closed in a sealed glass tube with a fracture scratch.
Container label to give illustrated direction for breaking the tube.

SCHEDULE 6 Regulation 7
REQUIREMENTS FOR DRUGS, MEDICINAL PREPARATIONS AND DISINFECTANTS TO BE CARRIED ON SHIPS
1. A drug or medicinal preparation is to be obtained from a supplier who, before or at the time the drug or medicinal preparation is ordered, has been given a copy of these Regulations as in force at the time when the drag or medicinal preparation is ordered.

(1) A dreg or medicinal preparation stall be plainly labelled in the English language.
(2) The label must be durable and of such nature as to be clearly readable for the normal life of the contents of the container to which such label is attached.
(3) The label shall bear—
(a) the approved name of the drug or medicinal preparation, the strength and the quantify present in the package;
(b) the form of the drug, or medicinal preparation (capsule, tablet, injection, etc) including the synonym (if any) used in the column “ Medicines to be carried ” of Part I of Schedule 2;
(c) the normal adult dose of those for internal use and otherwise adequate directions for use;
(d) the name and address of the supplier;
(e) such other information as is required by the laws of the State or country in which the supply is made;
(f) if the label is on a medicine the reference to which in the first column of Part I of Schedule 2 is marked * —the date, expressed by month and year, after which the preparation should not be used by reason of a possible decrease in its effectiveness or of its decomposition.

A drug or medicinal preparation shall be packed in such containers as conform to the requirements of the laws of the State or country in which they are supplied, provided that cork closures shall not be used.
4.
Storage should be in a cool place i.e. below 25° C or 76° F if possible, except that the following shall be stored within the temperature ranges 2° C to 8° C or 36° F to 46° F:

Procaine Penicillin Injection Streptomycin Sulphate Injection
Oxytocin
(Such temperatures are attainable in a domestic type refrigerator—these MUST NOT BE FROZEN).

SCHEDULE 7 Regulation 7
REQUIREMENTS FOR DISINFECTANTS TO BE CARRIED ON SHIPS
I. General Purpose Disinfectant Deodorant; Sudol (solution of Alkylphenols in a saponaceous solvent).
II. Antiseptic solution containing Cetrimide 3% and Chlorhexidine Gluconate 0.3% in a suitable aqueous vehicles.
III. Stabilized Chloride of Lime (in ¼ pound tins) prepared for sterilizing drinking water.
1. The chloride of lime must contain not less than 24 per centum, and not more than 26 per centum, of available chlorine.
2. It must contain not less than 14 per centum of free quick lime (CaO).
3. The total water existing in all forms consisting largely, if not entirely, of the water in combination in the form of calcium hydroxide must not exceed 7.5 per centum.
4. It shall be of such stability that, after passing four weeks in an oven kept at 140° Fahrenheit (± 2 degrees), the percentage of available chlorine shall not decrease more than 2 per centum.
5. The powder to be put up in ¼ pound tins, the date of issue by the manufacturer to be stamped on the base of each tin.
6. Each tin and contents (except the measure, which may be used again), whether partially used or not, to be renewed within one year following the date stamped on the tin.
7. Each tin to contain a measure, made of a material resistant to chlorine, to contain 60 grains of the powder, when full, that is to say, sufficient to chlorinate approximately 200 gallons of water.
8. Instructions for use are those set out in the Ship Captain’s Medical Guide.
IV. Crude Stabilized Chloride of Lime in 10 pound tins.
If it is so desired, the quantity of general purpose disinfectant deodorant may be reduced by not more than 50 per centum if the amount so reduced is replaced by an equal weight of stabilized chloride of lime (one gallon of general purpose disinfectant deodorant to equal 10 pounds of chloride of lime).
The chloride of lime must be dry and suitably stabilized yielding not less than 30 per centum by weight of available chlorine and must be put up in tins of not more than 10 pounds per tin, the date of issue by the manufacturer being stamped on each tin. Each tin and contents, whether partly used or not, must be renewed within one year of the date stamped on the tin. Full instructions for the use of the powder for cleansing decks, bulkheads, urinals and lavatory basins must be given on a label attached to each tin. Samples for test shall be taken from time to time. This material shall not be used for the sterilization of drinking water, or for the sterilization of dejects, soiled utensils or apparel of persons suffering frost a contagious or infectious disease.
V. Stabilized Sodium Hypochlorite solution.
If a stabilized solution of hypochlorite of soda is preferred to chloride of lime, this preparation may be carried in place of the chloride of lime if the total quantity of available chlorine is the same. If it is so desired, the amount of general purpose disinfectant deodorant carried may then be reduced by not more than 60 per centum if the quantity so omitted is replaced by three times its weight of stabilized hypochlorite solution. The conditions and restrictions as to its purpose and use are the same as for chloride of lime. The hypochlorite solution must yield at least 10 per centum of available chlorine. If at any time the solution decreases in strength so that the available chlorine falls to less than 8per centum, it shall be replaced as soon as possible. The liquid is to be stored in stoneware jars or other containers, of not less than two gallons or more than ten gallons capacity, not liable to cause a diminution of the strength of the solution. The jars shall be sealed either with stoneware stoppers or with stoppers which have no appreciable action in diminishing the strength of the solution. Unless it can be shown that the strength of the solution is unaltered, the disinfectant shall be renewed at least once a year. The date of sealing the containers and directions for use must be stated on a label adhering firmly to the jar. In a ship in which a sea-water electrolizer is installed, being an electrolizer that is capable of giving an unlimited quantity of sodium hypochlorite solution containing not less than 0.1 per centum of available chlorine, the quantity of general purpose disinfectant deodorant carried may be reduced by act more than 50 per centum. The type of electrolizer must be subject to inspection from time to time by a Medical Inspector of Seamen. A sample of electrolite will occasionally be taken for testing the chlorine content. The conditions and restrictions as to its purpose and use are the same as those for chloride of lime specified in clause IV. or hypochlorite solution.
