STATUTORY RULES.
REGULATIONS UNDER THE NAVIGATION ACT 1912-1926.

under the

Amendment of Navigation (Examination of Masters and Mates) Regulations.

(
a ) by omitting from sub-regulation (1.) the definition of “Service in the foreign-going trade” and inserting in its stead the following definition:—“‘Service in the foreign-going trade’ means service performed in ships trading beyond the limits defined for service in the limited coast-trade, and includes service performed in ships trading within limited coast-trade limits where the length of the voyage between terminal ports is not less than 1,000 miles; but does not include service performed in the home trade or coast trade of Great Britain;”; and
(
b ) by omitting from sub-regulation (1.) the definition of “Service in the limited coast-trade” and inserting in its stead the following definition:—“‘Service in the limited coast-trade’ means service performed in any ship (other than a river and bay ship) engaged on trading voyages between ports or places situated within the limits of the limited coast-trade prescribed for a port in the Commonwealth, where the length of the voyage between terminal ports is less than 1,000 miles, or within the limits of the home trade or coast-trade of Great Britain or any of the Dominions.”.

“(2.) The certificate of watchkeeping shall be in accordance with the form in Appendix E.”.

Any candidate who was, before the 1st January, 1931, qualified for examination in accordance with the Regulations in force at that date may, although an application for examination was not submitted by him prior to that date, present himself for examination at any time without further qualifying service.”
“or (iii) three years in a capacity not lower than Third Mate of a limited coast-trade ship whilst holding a certificate not lower than that of First Mate, Sub-grade A, limited coast-trade.”.

a ) by inserting in sub-regulation (1.), after the words “Australian trade”, the words and figures “or in the limited coast-trade where the length of the voyage between terminal ports is not less than 1,000 miles,”; and(
b ) by inserting in sub-regulation (2.), after the word “coast-trade”, the words and figures “in which the length of the voyage between terminal ports is less than 1,000 miles”.
(
a ) by inserting in sub-regulation (2.), after the words “Such service”, the words and figures “on voyages where the distance between terminal ports is less than 1,000 miles,”; and(
b ) by inserting in sub-regulation (3.), after the words “coast-trade ships”, the words and figures “on voyages where the distance between terminal ports is less than 1,000 miles,”.
“120.—(1.) Where service in charge of a watch is specified in these Regulations, a candidate for a certificate of competency as First Mate shall be able to prove that, out of the eighteen months’ service required, at least fifteen months have been spent in effective charge of a watch for not less than eight hours in every period of twenty-four hours service claimed. If watches are doubled occasionally during a
voyage and an officer normally in charge of a watch then acts as junior of the two officers on watch together, he may count half the time served under doubled watches for the purpose of making up the remaining three months of the prescribed period of qualifying service. The exact nature of a candidate’s service shall be clearly established by a certificate signed by the master in the form contained in Appendix E.
“(2.) During the whole of the qualifying service between First Mate’s and Master’s certificates which is specified in these Regulations, a candidate for a Master’s certificate shall have served in full charge of a watch for eight hours in every period of twenty-four hours’ service claimed. If performed on a voyage during part of which watches were doubled, such service shall be accepted only on the condition that—
(
a ) during the period when watches were doubled, the candidate served as the senior of two bridge-keeping officers; or(
b )where the candidate served as the junior of two bridge-keeping officers, the Examiner is satisfied that watches have been doubled only occasionally in circumstances calling for the exercise of special care in the navigation of the vessel.
In the latter case the time during which watches were doubled shall not be counted as qualifying, but the remainder of the voyage may be accepted.
The whole period of watch-keeping service claimed by a candidate shall be covered by one or more certificates in accordance with the form contained in Appendix E.”.
“If the candidate fails to reach the standard required for the certificate entered for, he should be tested with at least four sheets, and he will be allowed, if he so desires, to undergo a supplementary test by the lantern and the result of both tests will be taken into consideration in deciding whether or not a candidate is to be passed in the letter test. Such test by the lantern will not be considered as part of the regular lantern test. The Examiner should then fill in a Form M. & M.–CC., and should forward it, with any remarks he may wish to make, to the Principal Examiner for his instructions as to whether the candidate is to be regarded as passing or as failing in the letter test.”.
