REGULATIONS UNDER THE NAVIGATION ACT 1912-1926.
I,
THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the
advice of the Federal Executive Council, hereby make the following Regulations
under the

Amendment of Navigation (Examination of Masters and Mates) Regulations.
“(4.) Where a candidate for an Extra Master’s certificate passes in one part of the written examination, his Master’s (foreign-going) or First Mate’s (foreign-going) certificate shall be forwarded to the Director with Form M. & M.-B. for endorsement to that effect. The endorsement on a candidate’s certificate shall not however, entitle the holder to serve in any higher capacity than that for which his original certificate was issued.”
(
a ) by inserting in sub-regulation (1.) after the word “certificate” the word “except Extra Master”; and(
b ) by inserting at the end of sub-regulation (1.) the following:—Where a candidate does not proceed to the oral examination at the time appointed by the Examiner, he shall be regarded as having failed in the oral examination and also in the written examination, unless he produces a medical certificate or other satisfactory evidence that it was impossible for him to attend the oral examination. In either case the Examiner shall make a suitable entry in Form M. & M.-FF.”
“24. (1.) A candidate for an Extra Master’s certificate who has passed both parts of his written examination but has failed in the oral portion, may be re-examined in the oral portion separately. This

re-examination shall not necessarily be deferred until the next examination, but may, at the discretion of the Examiner, be taken at any convenient time.
(2.) A candidate for an Extra Master’s certificate who, before passing in both parts of the written examination, passes the oral examination, shall be given a separate certificate to that effect, in accordance with Form M. & H.-EE. (1), in which case the words in footnote ‘within a period of six months from date shall be deleted.”
(
a )by omitting sub-regulation (2.) and inserting in its stead the following sub-regulation:—“(2.) (
a )The written examination for an Extra Master’s certificate shall be divided into two parts as prescribed in regulation 145 of these Regulations.(
b ) A candidate shall have the option of taking the two parts of the written examination either together or separately.(
c ) Success in either part of the written portion of the examination shall be recorded by an endorsement to that effect on the candidate’s First Mate’s (foreign-going) or Master’s (foreign-going) certificate.(
d ) A candidate shall not be entitled to his Extra Master’s certificate until such time as he shall have passed both parts of the written examination and also the oral examination in seamanship.(
e ) The oral examination in seamanship may be taken at the end of either part of the written examination, if the candidate is taking the parts separately, or it may be taken separately if the candidate has previously passed both parts of the written portion of the examination and failed in the oral portion.”;(
b ) by omitting from sub-regulation (3.), where it appears against the undermentioned subject headings, the figure “3” specifying the number of hours allotted for the papers on Mathematics, General Science, and Magnetism respectively, and inserting in its stead in each case the figure “4”;(
c ) by omitting from sub-regulation (3.) paragraph (4) headed “Paper 4—Chart Work”;(
d ) by inserting at the end of paragraph (5), headed “Paper 5—Chart Construction and Marine Surveying”, the following sub-paragraph:—“A question or questions on chart work may be included in this paper”; and
(
c ) by omitting from sub-regulation (3.) the second sub-paragraph of paragraph (10), headed “Oral”, and inserting in its stead the following sub-paragraph:—“The candidate will not be examined orally on the syllabuses for his written work.”

a ) by omitting from sub-regulation (1.) the word “sea”,(
b ) by omitting from sub-regulation (3.) the word “Service” (first occurring) and inserting in its stead the words:—“Except as provided in sub-regulation (1.) of this regulation, service”.

“(2.) In order to obtain a pass in the examination for Extra Master a candidate shall obtain not less than 70 per cent. of the total marks for all subjects (or of the total for each part if taken separately) and a minimum of 50 per cent. in each subject.”

a ) by inserting in the (first column of the table headed “Fees for Foreign-going Certificates” before the words “Extra Master” (twice occurring) an asterisk;(
b )by inserting in the footnote to the table headed “Fees for Foreign-going Certificates”, after the word “ competency” the words “other than Extra Master”;(
c ) by inserting after the footnote to the table headed “Fees for Foreign-going Certificates”, the following, further footnote:—:“* Where a candidate sits for one part of the examination only and fails in that part, this fee will cover one further examination in that part, or an examination in the other part and also the oral examination, provided such further examination, or examination (as the case may be) is taken at the end of either part. Where the oral examination is taken separately a special fee of 10s. shall be charged. For any further examination half the prescribed fee for a complete examination shall be charged for each part.”
