Amendment of Navigation (Collision, Boat and Fire Drills) Regulations.
(Statutory Rules 1923, No. 89, as amended to this date.)
Regulation 31 of the Navigation (Collision, Boat and Fire Drills) Regulations is amended by omitting sub-regulations (3), (4) and (5) and inserting in lieu thereof the following:—
“(3) A drill in accordance with this regulation shall be held during the hours of daylight at least once every three months, either at sea, or at some place in port where the firing of a rocket will cause no damage to property nor constitute a breach of any local regulations.
(4) For the purpose of a drill, all the gear shall be taken on deck and a practical demonstration carried out under the direction of the master or chief officer. The extent of the operations, as outlined in the Illustrated Instruction sheet* (Form L.S.F.A.—4 in the case of Class I. ships and L.S.F.A.—5 in the case of Class II. ships) shall be at the master’s discretion, but shall be as full as circumstances permit, with the view to obtaining efficiency of members of the crew in handling the apparatus.
(5) At each compulsory drill the master shall cause one or more rockets to be fired for the purpose of the drill, and if such is practicable, some members of the crew should be sent to recover the outer end of the rocket line and to haul out the bight of the endless whip and to haul the breeches-bouy from and back to the ship. For this purpose the line, if thrown seaward, could be recovered by the ship’s boat and the boat be then anchored or otherwise held in position off the ship until the drill is completed.
(6) At the conclusion of each drill particulars of the drill held shall be entered in the official log book.”
