REGULATIONS UNDER THE NAVIGATION ACT 1912-1942.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Navigation Act 1912-1942.

Amendments of the Navigation (Additional Life-saving Appliances) Regulations.

Equipment of life rafts.

1. Regulation 8 of the Navigation (Additional Life-saving Appliances) Regulations is amended—

(a) by omitting from paragraph (l) of sub-regulation (1.) the word “and”; and

(b) by adding at the end of sub-regulation (1.) the following paragraph:—

“; and (n)an approved sun-reflecting device to enable passing vessels or aircraft to be signalled in daylight.”.

Lifeboats to be carried in out-board position.

2. Regulation 10 of the Navigation (Additional Life-saving Appliances) Regulations is amended by omitting sub-regulation (3.).

3. After regulation 10aof the Navigation (Additional Life-saving Appliances) Regulations the following regulation is inserted:—

Bilge rails, grab lines and emergency water.

“10b.—(1.) For the purpose of enabling persons to cling to the lifeboat should it be upturned, every lifeboat carried on ships to which these Regulations apply shall be fitted with approved bilge rails and grab lines secured round the boat.

(2.) In the case of foreign-going and Australian-trade ships, the grab lines shall have attached to them, by means of a line, one or more suitable containers filled with drinking water and so placed in the lifeboat as to ensure that they will fall clear should it be upturned. containers shall be not less than two gallons, and the containers shall be fitted with stoppers so secured as to prevent the escape of the drinking water or the entry of sea water, and with ready means for opening. The drinking water with which the containers are required to be filled shall be in addition to the water prescribed in sub-regulation (2.) of regulation 12 of these Regulations.

Additional equipment of lifeboats.

4. Regulation 12 of the Navigation Additional Life-saving Appliances) Regulations is amended—

(a) by omitting from paragraph (f) of sub-regulation (1.) the word “and” (second occurring); and

(b) by adding at the end of sub-regulation (1.) the following paragraphs:—

(h)a semi-rotary hand bilge pump provided with a suction opening not less than 1¼ inches in diameter, and a discharge pipe or hose of sufficient length to reach clear of the lifeboat’s side;

(i)an approved sun-reflecting device to enable passing vessels or aircraft to be signalled in daylight; and

(j)two fishing lines, suitable for deep-sea fishing, each 50 yards in length, together with three hooks.”.
