REGULATIONS UNDER THE NAVAL DEFENCE ACT 1910-1934.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Naval Defence Act 1910-1934.

Amendment of Naval Reserve Regulations. 

Operation of Amendments.

1. Regulations 3, 4 and 5 of these Regulations shall be deemed to have come intooperation on the first day of April, 1935.

Age on first appointment.

2. Regulation 14, sub-regulation (1.), of the Naval Reserve Regulations is amended—

(a) by inserting in the scale, after “Midshipman” the following:—

“Probationary Acting Sub-Lieutenant............................... 22”.

(b) by inserting in the scale, after “Paymaster Midshipman”, the following:—

“Probationary Paymaster Sub-Lieutenant.......................... 22”.

Promotion to Lieutenant-Commander.

3. Regulation 45 of the Naval Reserve Regulations is repealed and the following regulation is inserted in its stead:—

“45.—(1.) The Establishment of Lieutenant-Commanders will be limited to such numbers as may be authorized from time to time by the Naval Board.

(2.) Promotion to Lieutenant-Commander shall be by selection from Lieutenants who—

(a) have performed eight periods of continuous training during service as Lieutenant;

(b) hold a Watchkeeping Certificate for Auxiliary Vessels;

(c) have been recommended for promotion by the Commanding Officer of a Seagoing Ship during the last year in which continuous training was carried out;

(d) have eight years’ seniority as Lieutenant; and

(e) have been recommended by the District Naval Officer”

Promotion to Paymaster Lieutenant.

4. Regulation 52, paragraph (c), of the Naval Reserve Regulations is amended by omitting the word “two” and inserting in its stead the word “three”.

5.Regulation 53 of the Naval Reserve Regulations is repealed and the following regulation is inserted in its stead:—

Promotion to Paymaster Lieutenant-Commander

53. Promotion to Paymaster Lieutenant-Commander shall be by selection from Paymaster Lieutenants who have—

(a) performed six periods of continuous training during service as Paymaster Lieutenant.

(b) been recommended for promotion by the Commanding Officer of a Seagoing Ship during the last year in which continuous training was carried out.

(c) eight years’ seniority as Paymaster Lieutenant.

(d) been recommended by the District Naval Officer.”

Ages for retirement

6. Regulation 62 of the Naval Reserve Regulations is amended by inserting in the scale, after “Sub-Lieutenant”, the following:—

“Paymaster Sub-Lieutenant (if promoted from Paymaster Midshipman)..................... 35

Paymaster Sub-Lieutenant (if appointed as Probationary Paymaster Sub-Lieutenant) 30”.

Rates of pay

7. Regulation 137 of the Naval Reserve Regulations is amended by adding the following new sub-regulation:—

“(4.) In addition to the rates prescribed in sub-regulation (1.) of this regulation a special “Darwin Allowance” at the rate of 6s. 0d. per day shall be payable to each member of the Darwin Port Division for obligatory training performed in accordance with regulation 69”.
