STATUTORY RULES.
PROVISIONAL REGULATIONS UNDER THE DEFENCE ACTS 1903-1904.
I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby certify that on account of urgency the following Regulations under the Defence Acts 1903-1904 should come into immediate operation, and make the Regulations to come into operation forthwith as provisional Regulations.

REGULATIONS FOR THE NAVAL FORCES OF THE COMMONWEALTH.
Amendments.—Part II.—Permanent Naval Forces.
After Regulation 38, add the following:—
Apprentices.
“38a. Every boy engaged as an apprentice shall immediately enrol himself as a student at the Working Men’s or other approved College, and shall attend at such College the classes of instruction appertaining to the trade to which he may be apprenticed, or such other classes as may be directed, at such hours of the day and night as may be prescribed during the complete course of training, which shall extend over a period of four years.
“Every apprentice shall provide the books, drawing instruments, &c., required at the College at his own expense, but the Government will pay the College fees, as well as the wages of the apprentice for such portion of the ordinary hours of duty as he may be required to be in attendance at the College.
“Every apprentice so appointed shall present himself for the examinations of the aforesaid College, and shall pass in proper sequence the examinations prescribed for each year of such course, and in addition shall do satisfactory work and be of good conduct.”
After Regulation 47, add the following:—
Engine-room Artificer’s Apprentice, and Torpedo Artificer’s Apprentice.
“47a. An applicant must be between the ages of fourteen and sixteen.
“He must be medically fit, minimum height, 4ft. 10in.; chest measurement 27 inches.
“He must produce the written consent of a parent or guardian.
“He must produce a certificate equal to the VI. Standard of a State school.
“He will be provisionally appointed for six months. Should his conduct and suitability for mechanical work be satisfactory, he will at the end of that time be apprenticed for a term of five years (the six months’ probation to be included.)
“During the first four years of his apprenticeship, he must attend an approved Technical College and be instructed and passed in the following subjects:—
“1st Year.—Engineering Drawing, Part I.
Fitting and Turning, Part I.
“2nd Year.—Engineering Drawing, Part II.
Algebra.
Fitting and Turning, Part II.
“3rd Year.—Applied Mechanics, Part I.
Applied Electricity, Part I.
Fitting and Turning, Part III.
“4th Year.—Applied Mechanics, Part II.
Applied Electricity, Part II.
“An Engine-room Artificer’s apprentice will be set a test task annually in turning and fitting. A Torpedo Artificer’s apprentice will be set a test task annually in parting, adjusting, or making and repairing small parts of a torpedo.
“Both classes of apprentices may be set any other practical examination which, in the opinion of the Commandant or the officer appointed by him, they should be capable of performing.
“At the end of the fourth year, the apprentice will be examined for the position of Artificer Assistant, and if successful will be rated and paid accordingly, provided there is a vacancy on the establishment.
“On the termination of his apprenticeship, and having passed the examination in the school course and for Artificer Assistant and Engine-room Artificer or Torpedo Artificer, be may be rated accordingly and draw the pay of his rating, provided the establishments are not exceeded.
“Engine-room Artificers may be allowed twelve months’ leave of absence on full pay to qualify for a Second Class Board of Trade Certificate of competency, provided that no facilities for giving them the necessary seagoing training exist in the Naval Forces.
“Carpenter and Shipwright’s Apprentice, and Carpenter and Shipwright’s Assistant.
“47b. An applicant must be between the ages of fourteen and sixteen.

“He must possess a certificate equal to the VI. Standard of a State school.

Wood Working.
Geometrical Drawing and Development.
“2nd Year.—Carpentry Part I.
Freehand Drawing.
Arithmetic and Algebra.
“3rd Year.—Carpentry, Part II.
Algebra.
Applied Mechanics, Part I.
“4th Year.—Carpentry, Part III.
Solid Geometry.
Applied Mechanics, Part II.
“Carpenter and Shipwright’s Apprentices will be set a test task annually in wood-framing and joining or any other practical examination which, in the opinion of the Commandant or the officer appointed by him, they should be capable of performing. At the end of the fourth year, the apprentice will be examined for the position of Carpenter and Shipwright’s Assistant, and if successful will be rated and paid accordingly, provided that there is a vacancy on the establishment.
“On the termination of his apprenticeship, and having passed the examination in the School course, and for Carpenter and Shipwright’s Assistant, and Carpenter and Shipwright, he may be rated accordingly and draw the pay of his rating, provided that the establishments are not exceeded.
“47c. Quarterly reports on every apprentice are to be forwarded by the Technical College, and also from the head of the sub-department, to the Commandant, who shall be empowered to fine, lengthen the term of apprenticeship, or discharge the apprentice at any time, if in his opinion such apprentice’s conduct or progress does not justify his retention in the Naval Forces.
“No apprentice shall be permitted to leave the Naval Forces during the term of his apprenticeship without the consent of the Commandant. Should he wish to be released from his apprenticeship, he must pay all school fees incurred to date, and, in addition, the following sum:—If in first year, £10; if in second year, £15; if in third year, £20.”
“Armourer’s Apprentices and Assistants.
“47d. The conditions of entry and the College course for Armourer’s Apprentices and Assistants shall be the same as laid down for Engine-room Apprentices and Assistants.”
Part III.—Naval Militia and Volunteers.
After Regulation 100, add the following:—
“Engine-room Artificer’s Assistants.
“100a. Engine-room Artificer’s Assistants must possess the same qualifications as required for the rating in the Permanent Naval Forces. On first entry, they must be between eighteen and twenty-two years of age.”
