STATUTORY RULES.
REGULATIONS UNDER THE NAVAL DEFENCE ACT 1910-1918.
I
THE
GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the
advice of the Federal Executive Council, hereby make the following Regulations
under the

PART I.
PRELIMINARY.

|
|
“Minister” means the Minister of State administering the
Naval Defence Act 1910-1918.“Naval Board” means the Board of Administration for the Naval Forces.

“Secretary” means the Officer appointed to be Secretary to the Naval Board, or such other official as the Naval Board may authorize to act for him.
“Commanding Officer” means the Officer in actual command of one of H.M.A. Ships or Naval Establishments.
“Officer-in-Charge” means the Officer in charge of a Naval Establishment or Office or District Naval Officer appointed to command a District.
“Director of Navy Accounts” means the Officer appointed to be Director of Navy Accounts in the Office of the Naval Administration, or such person as may be appointed by the Naval Board to perform the duties of the position during his absence.
“Accountant Officer” means the Officer in charge under the Commanding Officer of cash, victualling, and clothing duties.
“Certifying Officer” means the Officer appointed by the Naval Board to certify accounts and approve the payment thereof.
“Accounts Officer” means the Officer responsible for the receipt and payment of Public Moneys in Naval Establishment or Office.
“Executive Officer” means an Officer of the Executive Branch of the Forces.
PART II.
GENERAL.
(2) References in these Regulations to the King’s Regulations and Admiralty Instructions refer to the 1913 edition.
(2) Except as approved by the Minister, who may waive or vary the charges in special cases, the following charges shall be made:—

(3) Furniture shall be classified as consumable or permanent in accordance with Admiralty “Regulations for the supply of Residential Furniture and Cabin Furniture in Shore Establishments, and of Billiard Tables.”
(4) The percentage charges on furniture and mess traps shall be made on the official valuation. On Billiard Tables and accessories, supplied to Officers’ Messes, the charge shall be made on the original cost. Repairs and replacements in respect of Billiard Tables and accessories shall be paid for by the Messes using the Tables, but for Officers’ Messes, cost of repairs and replacements, up to one-half of the percentage charges paid, may be refunded.
(5). After the close of each tenancy or after five years’ occupation, should the tenancy be beyond that period, Residential Furniture shall be surveyed and re-valued.
(2) The Minister may fix the rent to be charged to any person on a basis other than the foregoing, or may waive altogether the charge for rent.
(3) In calculating for any purpose the rate of salary or wages of such person, the amount so deducted for rent shall be deemed and taken to be part of his salary.
(4) An officer or a man on sea-going rates of pay, in occupation of official married quarters, shall pay such rent for the premises as is approved by the Minister.
(5) The Officer-in-Charge shall be responsible, in all cases, for the abatement from salary or wages of the necessary charges for rent of quarters.

(2) A Probationary Engineer Sub-Lieutenant shall receive pay and allowances as laid down for Engineer Sub-Lieutenants on promotion.
(3) An allowance for Engineer duties is included in the scale of pay for officers of the Engineering Branch up to Commander’s rank inclusive. The rates prescribed in sub-regulation (1) of this regulation for the Engineering
Branch will be paid continuously while an officer is employed on Engineering duties. A Lieutenant (E) or Lieut.-Commander (E) who reverts to Deck duties shall, whilst employed on such duties, receive pay on the scale of the Executive Branch.
(4) The conditions regarding the commencement of (E) pay for Sub-Lieutenants (E) and Lieutenants (E) shall be as approved by the Naval Board.

(2) An officer of the Medical Branch who has his seniority as Surgeon-Commander ante-dated to the date of his attaining six years’ seniority as Surgeon Lieutenant-Commander shall not be eligible for increase of pay and allowances until the date of passing the qualifying examination.

(3) A Warrant Officer whose total emoluments as a rating on the date immediately preceding his promotion to Warrant Rank, exceeded the amount to which he would be entitled as a Warrant Officer may, on the approval of the Naval Board, be paid a special rate of pay. Such a case shall be dealt with in accordance with the conditions governing similar cases in the Royal Navy.
(4) The Mechanical Branch (column “A”) shall include the ranks of Warrant Engineer, Commissioned Engineer, Engineer-Lieutenant, Engineer-Lieutenant-Commander, Warrant Mechanician, Commissioned Mechanician, Warrant Shipwright, Commissioned Shipwright, and Shipwright-Lieutenant, Warrant Electrician, Commissioned Electrician, Warrant Ordnance Officer, Commissioned Ordnance Officer, and Officers promoted to the ranks of Lieutenant and Lieutenant-Commander in their respective branches from the foregoing ranks.
(5) The Non-Mechanical Branch (column “B”) shall include the ranks of Gunner, Commissioned Gunner, Gunner (T), Boatswain, Commissioned Boatswain, Signal Boatswain, Commissioned Signal Boatswain, Warrant Telegraphist, Commissioned Telegraphist, Warrant Wardmaster, Commissioned Wardmaster, Warrant Master-at-Arms, Commissioned Master-at-Arms, Warrant Writer, Commissioned Writer, Warrant Supply Officer, Commissioned Supply Officer, Warrant Instructor in Cookery, Commissioned Instructor in Cookery, Warrant Bandmaster, Commissioned Bandmaster, and Officers promoted to the ranks of Lieutenant and Lieutenant-Commander in their respective branches from the foregoing ranks.

(2) All previous service in the Royal Navy, Royal Marines, or in the Navy of any of His Majesty’s Dominions shall be allowed to count as if served by a rating in the Royal Australian Navy towards “Service” for seniority, pay, good conduct badges, and allowances. Ratings re-entering the service shall not count their former service towards progressive pay when the period of absence has exceeded five years, except in such special cases as may be approved by the Naval Board.
(2) In the case of an officer “Provisional” time shall count for increments of pay, but “Acting” time shall not so count. Temporary Acting Warrant Officers will, however, be allowed the same increments of full pay as authorized for confirmed Warrant Officers, R.A.N., of similar rank.
(3) Time prior to and in desertion shall, under no circumstances, count as service for purposes of increment, but time served prior to disrating may count towards progressive pay on restoration to rating.
(
a ) an Officer who has been promoted after being placed on the Emergency List shall receive the full pay and allowances prescribed for the higher rank; and(
b ) unemployed time on the Retired or Emergency List shall not count towards increments in full pay governed by seniority.
(2) An Officer on the Emergency List voluntarily employed in time of peace in the Permanent Naval Forces (Sea-going) shall receive pay and allowances at the rates prescribed for an Officer of corresponding rank in the Seagoing Forces, provided that—
(
a ) unemployed time on the Emergency List shall not count towards increments in pay; and(
b ) deferred pay shall not be credited.
(3) An Officer on the Emergency List called upon to undergo a course of instruction shall be paid at the rates prescribed for such Officers voluntarily employed in peace time.
(2) Medical Officers undergoing courses of study in approved Medical Schools may be credited with the pay and allowances of their respective ranks in the Permanent Naval Forces (Sea-going).

(2) Officers transferred from another branch of the Royal Australian Navy, or from the Royal Navy direct or appointed within twelve months of the date of their retirement from the Royal Navy shall receive no gratuity on transfer or appointment.
(3) An Officer to whom an Outfit Gratuity has been paid and who fails to serve for two years from the date of becoming eligible for such Gratuity shall be required to refund one-fourth of the allowance in respect of each period of six months (or part of such period) by which his service falls short of two years; the refund may, however, be waived in whole or in part, at the discretion of the Naval Board, if the failure to complete two years’ service is due to death, invaliding through causes beyond the Officer’s own control, or other special circumstances.
(4) Midshipmen specializing in Engineering may, on appointment to the Royal Naval Engineering College, Keyham, be granted an equipment allowance of £10 for the purchase of technical books and instruments.

(2) A rating whose engagement in the Royal Navy expires whilst on loan to the Royal Australian Navy, and who engages for a period in the Royal Australian Navy, service being continuous, shall not receive any free issue of kit on effecting such engagement.
(3) A former rating of the Royal Navy, Royal Australian Navy, or Royal Fleet Reserve, who engages in the Royal Australian Navy within six months of discharge, shall not receive any free issue of kit on engagement except in special Circumstances, with the approval of the Naval Board.
(4) A former rating of the Royal Navy, Royal Australian Navy, or Royal Fleet Reserve, who engages in the Royal Australian Navy, after an interval of not less than six months, for a period of more than three years, shall be supplied, on engagement, with the full free kit as approved by the Naval Board.
(5) A person entered from shore for three years or less, including a former rating of the Royal Navy, Royal Australian Navy, or Royal Fleet Reserve, discharged more than six months prior to re-entry, shall receive a gratuity or a free issue of articles of kit not exceeding half the value of a full kit, as may be approved by the Naval Board.

(2) Kit
Upkeep Allowance shall continue to be credited during periods of detention. In
all other cases where deferred pay is not credited,
(3) Kit Upkeep Allowance, at the rates prescribed in sub-regulation (1) of this regulation, shall be credited to ratings lent from the Royal Navy, commencing from the date of entry for service in the Royal Australian Navy.
(4) In addition to the allowance provided for in sub-regulation (1) of this regulation, Submarine Kit Allowance shall be payable under conditions approved by the Naval Board at the following rates:—

In addition
to the gratuity payable under paragraph (
(2) When a man or boy is
transferred, owing to unsuitability for the rating held to another rating
involving change in class of uniform, he shall be paid an Outfit Gratuity, as
prescribed in paragraphs (
(3) Uniform gratuities shall not be payable to Officers and men lent from the Royal Navy, nor will a free kit be issued in such cases, except as provided in sub-regulation (1) of this regulation.
(4) In addition to the allowance and gratuitous issues specifically provided in these Regulations, the Naval Board may authorize the gratuitous issue of articles of clothing to Officers and ratings employed on special duties, under conditions embodied in standing orders and instructions of the Naval Board.
(2) In the case of a rating who, in accordance with the provisions of regulation 33 was supplied gratuitously on entry or re-entry with uniform kit, or was granted a gratuity in lieu and who is discharged within two years of date of such entry or re-entry, a charge in respect of clothing shall, subject to sub-regulation (7) of this regulation, be made against the rating’s Deferred Pay Account at date of discharge in respect of each full month of the unexpired portion of the two year’s service.
(3) Where the clothing so issued was a full kit, the charge shall be at the rate of £1 10s. per month in the case of Class I. and Class III. ratings and £1 5s. per month in the case of Class II. ratings. Where, however the rating concerned has received a reduced kit or gratuity in lieu under sub-regulation (5) of regulation 33, the charge shall be at the rate of 15s. per month in the case of Class I. and Class III. ratings, and 12s. 6d. per month in the case of Class II. ratings.
(4) For the purposes of the charges mentioned in sub-regulations (2) and (3) of this regulation, full months shall be calculated from the date of discharge, odd days at the end of the two-year period being disregarded.
(5) Where the Deferred Pay credit is insufficient to meet the charge, or where the terms of the rating’s discharge involve forfeiture of Deferred Pay, all articles of his compulsory kit and other articles of kit issued gratuitously to him, except such articles as are necessary to meet his immediate requirements, shall be recovered and sold, and the proceeds applied towards liquidation of the debt.
(6) Should the total of any Deferred Pay and the sum realized from sale of kit exceed the Clothing Charge, the balance shall, except as provided in sub-regulation (7) of this regulation, be credited to the rating. In the event, however, of the total referred to being insufficient to meet the Clothing Charge, no deduction shall be made from Active Pay on that account.
(7) The case of a rating discharged for any of the following reasons shall be dealt with in the manner prescribed hereunder:—
(
a ) “Discharged Dead.”No Clothing Charge shall be made, but in the case of a rating who, in accordance with the provisions of regulation 33, was supplied gratuitously on entry or re-entry with uniform kit, or was granted a gratuity in lieu, and who is discharged within six months of date of such entry or re-entry, all articles of his compulsory kit and other articles of kit issued gratuitously to him, shall be sold and the proceeds credited to “Revenue”;
(
b ) “Invalided” as a result of disability not due to his own misconduct, carelessness or neglect.No Clothing Charge shall be made, but in the case of a rating who, in accordance with the provisions of regulation 33, was supplied gratuitously on entry or re-entry with uniform kit, or was granted a gratuity in lieu, and who is discharged within six months of date of such entry or re-entry, all articles of his compulsory kit and other articles of kit issued gratuitously to him, except such articles as are necessary to meet his immediate requirements, shall be sold and the proceeds credited to “Revenue”;
(
(i) Where kit is required to be sold to meet the Clothing Charge, the balance (if any) referred to in sub-regulation (6) of this regulation shall be credited to “Revenue”;
(ii) Where the amount of deferred Pay is sufficient to meet the Clothing Charge or where no Clothing Charge arises, all such articles of his kit as are specified in the Uniform Regulations as “strictly uniform” shall be sold and the proceeds credited to “Revenue”;
(
d ) “Services no longer required”, “Dismissed”, “Dismissed with disgrace”.(i) Where the kit is required to be sold to meet the Clothing Charge, the balance (if any) referred to in sub-regulation (6) of this regulation shall be credited to “Revenue”;
(ii) Where no Clothing Charge arises, all such articles of kit as are specified in the Uniform Regulations as “strictly uniform” shall be sold and the proceeds credited to “Revenue”.
(8) A rating about to be discharged “Unsuitable,” “Services no longer required”, “Dismissed” or “Dismissed with disgrace” shall not be permitted to retain any such articles of kit as are specified in the Uniform Regulations as “strictly uniform”.
(9) In the event of a rating being discharged for any of the reasons mentoned in sub-regulation (8) of this regulation and not being in possession of civilian clothing, he shall be provided at Government expense with such civilian clothing as may be decided by the Naval Board.

(3) Members of the Permanent Naval Forces who

(4) When a person who has continued in the service of the Commonwealth for at least twenty years is retiring, the Naval Board may authorize payment to him upon retirement of a sum equivalent to the amount of pay that would have been received by him during such leave of absence as would immediately prior to retirement have been granted to him under sub-regulation (1) of this regulation.
(5) Upon the death of a person who, at the date of his death, was eligible under this regulation for grant of leave of absence, the Naval Board may authorize payment to the dependants of the member of a sum equivalent to the amount of pay which would, under this regulation, have been granted to the person had he retired immediately prior to the date of his death.
(6) Notwithstanding anything contained in this regulation—
(
a ) There shall not be granted under this regulation, in respect of the service of any person, leave of absence or pay on retirement or death exceeding in the whole twelve months on full pay or its equivalent;(
b ) Except upon the retirement of a person who had attained the prescribed age of retirement, leave of absence for recreation shall not be granted under the Naval Forces Regulations in respect of the year in which leave of absence granted under this regulation commences, and, if leave of absence for recreation has been granted in the year in which leave of absence granted under this regulation commences, it shall be regarded as part of the period of leave of absence granted under this regulation: provided that the total period of leave of absence for recreation, which may under this paragraph be withheld or regarded as portion of the period of leave of absence granted under this regulation during any person’s period of service, shall not exceed the period of absence for recreation which may be granted in respect of one year of service; and(
c ) The official conduct record of a person shall be taken into consideration in determining whether the whole or any portion of the leave of absence or pay provided in this regulation may be granted.
Service of sixteen years and less than twenty years—five months.
Service of twelve years and less than sixteen years—four months.
Service of eight years and less than twelve years—three months.
Service of four years and less than eight years—two months.
(2) Except as provided in sub-regulations (4) and (5) of this regulation, a person shall not be eligible for the grant of extended leave under this regulation unless he has completed twelve years’ service.
(3) In lieu of leave in accordance with sub-regulation (1) of this regulation, the Naval Board may authorize payment to a person eligible for leave in pursuance of this regulation upon his retirement from the service of a sum equivalent to the pay for a period of leave not exceeding that which the person could have been granted under this regulation.
(4) When a person who has not attained the prescribed age for retirement is invalided from the service after less than twenty years’ service, and the cause of such invaliding is permanent and is not due to misconduct or to causes within his own control, the Naval Board may authorize payment to the person of a sum equivalent to the pay for a period of leave not exceeding that for which, had he attained the prescribed age for retirement, he would have been eligible under sub-regulation (1) of this regulation.
(5) In the event of the death of a person before he has completed twenty years’ service and either before or after he has attained the prescribed age for retirement, the Naval Board may authorize payment to the dependants of the person of a sum equivalent to the pay for the period of leave which the member would have received had he been eligible for, and granted leave of absence under sub-regulation (1) of this regulation.
(6) The official conduct record of a person shall be taken into consideration in determining whether the whole or portion of his leave of absence or pay provided in this regulation may be granted.
(7) A member of the Auxiliary Services of the Permanent Naval Forces who is retired voluntarily or compulsorily in pursuance of the decision of the Government to re-organize and retrench the Department of Defence, may, notwithstanding that he has not reached the age for retirement, be paid, subject to the approval of the Governor-General, the sum equivalent to the pay for the period of leave for which he would be eligible under sub-regulation (1) of this regulation had he reached the age for retirement at the date of the termination of his appointment or of his discharge.
(

The allowances under paragraph (
(2) When payment of a lump sum is granted in lieu of extended leave or furlough the payments and allowances referred to in sub-regulation (1) of this regulation shall be included in the payment in respect of the whole period at the rate which the member was entitled to receive at the date of termination of his appointment.
(3) In the case of the Auxiliary Services, Deferred Pay shall not be included as pay for purposes of payment in lieu of extended leave or furlough.
PART X.
MISCELLANEOUS.
(2) Stores lost from theft, robbery or misappropriation on the part of an employee of the Department shall not be written off without the approval of the Treasurer.
(3) Obsolete or unserviceable stores, arms and equipment may be lent with the approval of the Naval Board.
(4) Stores which form part of the equipment of the Naval Forces for war shall not be issued on loan for use for other than naval purposes except for charitable purposes and then only by special consent of the Minister.
(5) The Naval Board may approve of the sale or the writing off of condemned, unfit, damaged or deficient stores, the value of which does not exceed £100.
(6) The Director of Naval Stores and Victualling, and the Director of Ordnance, Torpedoes and Mines, may approve of the sale or writing off of condemned, unfit, damaged or deficient stores, the value of which does not exceed £5.
(7) The Naval Board may, subject to naval requirements approve of the issue of stores on repayment of not less than cost, to other Commonwealth Departments, to the Imperial Government and to other Governments.
(8) This regulation shall not apply to the sale of articles of kit and other articles, the issues of which are governed by regulation.
(2) Where it is proved to the satisfaction of the Naval Board that the actual necessary expenses incurred were in excess of £10, the Naval Board may approve payment of such further sum as may be considered reasonable.
(2) Where it is proved to the satisfaction of the Naval Board that the actual necessary expenses incurred on the burial were in excess of £10, the Naval Board may approve payment of such further sum as may be considered reasonable.
(3) Where the burial is undertaken by relatives, the Naval Board may approve of re-imbursement of funeral expenses incurred. The sum approved however, shall not exceed the cost which would have been incurred had the funeral been carried out by the Department, and shall be subject to deduction of cost of the coffin and other expenses which may have been incurred by the Department prior to the removal of the body.
(4) The relatives may have the body conveyed, at their own expense, from the place of death to the deceased’s home for burial, or may be issued with two second-class railway warrants, at Government expense, to enable the nearest relative and one other to proceed to and return home from the Naval Funeral.
(5) The procedure to be adopted by Commanding Officers of Ships in which a member of the Permanent Naval Forces (Sea-going) dies whilst the vessel is in a port of the Commonwealth or outside the Commonwealth, in regard to obtaining quotations from local undertakers for the funeral and payment of the undertaker’s account shall be such as the Naval Board may approve from time to time.
(2) Amounts collected as a result of such charge shall be paid to the credit of a General Fund or Sports Fund, but shall not be used for the advantage of individual members.
Chaplains under four years’ seniority, the rate as prescribed for a Lieutenant.
Chaplains of four years’ seniority, the rate as prescribed for a Lieutenant Commander.
Chaplains of eight years’ seniority, the rate as prescribed for a Commander, and
Chaplains of fifteen years’ seniority, the rate as prescribed for a Captain.
(2) The Ship’s Fund shall consist of moneys received in the nature of rent from the Canteen tenant.
(3) The Fund is primarily intended to meet the cost of recreation for the Ship’s Company and for benevolent purposes connected with the Ship. The Commanding Officer shall satisfy himself that sufficient allowance is made for these objects, due regard being had to the proportion of the Ship’s Company who are able to participate in any form of recreation.
(4) The administration of this Fund, shall, subject to the provisions of sub-regulation (3) of this regulation be under the control of the Canteen Committee.
(5) The accumulation of a large surplus in the Ship’s Fund shall not be permitted, and any balance remaining after making allowance for probable current expenses is to be returned to the messes periodically in proportion to the amount of their Canteen bills.
(6) All accounts in connexion with the Ship’s Fund,
including all subsidiary funds,
(
a )For Civilians. —In accordance with the rates payable (in the State in which the court martial or court of inquiry is held) to witnesses attending the Supreme Court of that State in its criminal jurisdiction.(
b )For Members of Forces not permanently employed. —At the rate of travelling allowance prescribed for the Permanent Force (Sea-going).(
c )For Members of Forces Permanently Employed. —At the usual rate of Travelling Allowance if so entitled.
PART XI.
AUTHORITIES FOR EXPENDITURE.
(2) The Minister may, by writing under his hand, delegate any of the powers, functions, and authorities conferred upon or vested in him by these Regulations.
(3) Every delegation under this regulation shall be revocable at will, and no delegation shall prevent the exercise of any power, function, or authority by the Minister.
(
a ) To approve of increments to members of the Permanent Naval Forces where such increments are prescribed by these Regulations and require Naval Board approval, subject to provision being made therefor in the Appropriation Act;(
b ) To approve up to the value of £10,000 in each case of all requisitions for supplies within the Votes on the Estimates;(
c ) To approve up to the value of £10,000 in each case of expenditure under the Division or Subdivisions of any Votes for Contingencies, General Services, and for Maintenance of Ships and Vessels and existing Establishments;(
d )To approve of requisitions on Works and Railways Department for repairs and maintenance, sanitation and water supply, and fittings and furniture, within the Votes on the Estimates.
(2) All authorities vested in Directors and Officers-in-Charge by these Regulations may also be exercised, where necessary, by the Naval Board.
(3) The Naval Board may approve of the taking on charge of excess Stores.
(4) In all cases where expenditure is approved by a majority of the Board, such cases shall, unless the majority includes the Finance Member, be referred to the Minister for decision before any liability is incurred.
(2) The Director of Naval Stores is authorized to approve of expenditure not exceeding £300 in any one case on the following items:—
(
a )Naval Sea Stores for equipment and maintenance of H.M.A. Squadron not in excess of stocks authorized to be maintained;(
b ) Coal and Oil Fuel for H.M.A. Squadron;(
c ) Naval Stores for—(i) Construction and repair of H.M.A. Ships, and Maintenance of Dockyards and Naval Yards;
(ii) Fleet Auxiliaries;
(iii) Naval Establishments, Naval Barracks, Official Residences, Naval Colleges, Naval Detention Quarters;
(iv) Naval Reserves;
(
d ) Stores for Central Administration;(
e ) Office requisites and stationery subject to the approval of superior authority, where necessary;(
f ) Stores in excess of those authorized to be maintained not exceeding £2 in any one case.
(3) The Director of Victualling is authorized to approve of expenditure on victualling stores not exceeding £300 in any one case.
(4) The Director of Engineering (Naval) is authorized to approve of expenditure not exceeding £300 in any one case on docking, refitting and repairing of H.M.A. Ships, Fleet Auxiliaries, and other vessels in the Naval Service.
(5) The Director of Naval Medical Services is authorized to approve of expenditure not exceeding £100 in any one case on medicines and medical stores required for the Naval Medical Service.
(6) The Director or Ordnance, Torpedoes and Mines is authorized to approve of expenditure not exceeding £100 in any one case on Naval Armament Stores.
(2) Captain-Superintendent, Sydney, New South Wales, is authorized—
(
a )To engage skilled or unskilled labour at ruling rates of wages provided such are not less than Award rates, and provided that the work on which such labour is employed has been duly authorized. No person is to be employed at any wage in excess of 15s. per diem, unless the rate is that prescribed by an Award, or has been approved by the Naval Board.(
b ) To engage temporary draughtsmen for such limited periods as may be necessary, and to renew such appointments from time to time as requisite, provided that total period shall not exceed twelve months without Naval Board approval, at the rates prescribed in Arbitration Court Awards. The approval of the Naval Board is to be obtained for all increases beyond the rates prescribed in the Awards. The employment of all temporary draughtsmen is to be reported to the Naval Board for confirmation.(
c ) To approve of payment of claims for Overtime and Sunday Pay.(
d ) To approve of Yard demands on the Naval Store Officer for materials for Yard Services and upkeep of Yard Plant and Floating Craft, which the Captain-Superintendent is authorized to put in hand, or for which Naval Board approval has been received.(
e ) To approve of special demands from H.M.A. Ships on the Naval Store Officer for stores in excess of quantities allowed by Establishment provided the excess quantities are essential for ordinary services.(
f ) To approve of repairs to Yard Plant Moorings and Floating Craft being carried out, provided the cost of same, including labour and material, does not exceed £100 in any one case. This includes cost of replacements to make good defects,e.g. ,tools to maintain stocks, but does not include new work.(
g )To approve of expenditure for Contingencies,e.g. ,towage, not exceeding £100 in any one case and for all recurring services such as electric supply and telephones.(
h )To approve of purchases under established procedure of authorized fresh provisions required for victualling sea-goingpersonnel of H.M.A.S.Penguin and Depôt Ship for Ships in Reserve.(
i )To approve, in emergent cases, of expenditure in anticipation of superior authority.(
j )To requisition on the Works and Railways Department for repair and maintenance in connexion with H.M.A. Naval Establishments, Sydney, not exceeding £300 in any one case.
(3) The Naval Store Officer, Sydney, is authorized—
(
a ) To approve of contract demands on the Contract Board or the District Contract Board or requisitions for the local purchase of—
(i) Naval Stores which are authorized for local purchase and which are required to replenish authorized stock, which will not be exceeded on receipt of Stores purchased;
(ii) Naval Stores which are required for repair and refit of H.M.A. Ships approved by the Naval Board;
(iii) Naval Stores for supply to H.M.A. Ships or Shore Establishments in accordance with a demand specially approved by superior authority.
(
b ) To approve of requisitions for minor items of Naval Stores not ordinarily kept in stock, not exceeding £5 in value in each case, required for specific Yard Services.(
c ) To approve of requisitions for all services in connexion with Naval Stores not exceeding £20 for any particular service in respect of any one shipment.
(4) The Victualling Store Officer, Sydney, is authorized—
(
a )To approve contract demands on the Contract Board or District Contract Board as necessary or requisitions as applicable for local purchase of—(i) Victualling Stores which are authorized for local purchase and which are required to replenish authorized Yard Stocks which will not be exceeded on receipt of stores purchased.
(ii) Authorized Victualling Stores for supply to H.M.A. Ships or Shore Establishments not ordinarily kept in stock.
(
b ) To approve of requisitions for minor items of stores not ordinarily kept in stock, and not exceeding £5 in value in each case, required for specific Yard Services.(
c ) To approve of requisitions for all services in connexion with Victualling Stores not exceeding £20 for any particular service in respect of any one shipment.
(5) The Deputy Armament Supply Officer, Sydney, is authorized—
To approve of contract demands on the Contract Board or the District Contract Board, or requisitions for the local purchase of stores up to £10 in any one order and not exceeding £50 in any one month.
(6) Captain-Superintendent of Training, Flinders Naval Depot, is authorized—
(
a ) To approve of demands upon Naval Store Depôts for Stores allowed by Establishment.(
b ) To approve of contract demands or requisitions as applicable for the local purchase of stores (other than Victualling Stores) authorized for local purchase and in accordance with Establishment.(
c ) To approve of expenditure, other than for Stores, not exceeding £25 in any one case under Contingencies.(
d ) To approve of the employment of casual labour (non-clerical), but no person is to be employed under this authority for any longer time than an aggregate period of six (6) weeks in any financial year without the approval of the Naval Board.(

(7) Commanding Officer, Royal Australian Naval College, is authorized—

a )To approve of demands upon Naval Store Depôts for Stores allowed by Establishment.(
b ) To approve of requisitions as applicable for the local purchase of Stores (other than Victualling Stores) authorized for local purchase and in accordance with Establishment.(
c ) To approve of expenditure, other than for Stores, not exceeding £25 in any one case, under Contingencies.(
d ) To approve of the employment of casual labour (non-clerical), but no person is to be employed under this authority for any longer time than an aggregate period of six (6) weeks in any financial year without the approval of the Naval Board.(
e ) To approve of purchase under established procedure of authorized fresh provisions required for victualling sea-goingpersonnel of H.M.A.S.Franklin and Tenders.(
f ) To requisition on the Works and Railways Department for repair and maintenance in connexion with R.A.N. College, not exceeding £300 in any one case.(
g )To approve of requisitions on the Commonwealth Clothing Factory Melbourne, for diagonal serge suits required for issue on repayment to Cadet Midshipmen.
(8) Commanding Officer, H.M.A.S.
(i) To approve of demands upon Naval Store Depots for Stores allowed by Establishment.
(ii) To approve of expenditure, other than for Stores, not exceeding £25 in any one case, under Contingencies.
(iii) To approve of purchase under established procedure of authorized fresh provisions required for victualling sea-going
personnel of H.M.A.S.Tingira.
(9) District Naval Officers are authorized—
(
a )To approve of demands upon Naval Store Depots for Stores allowed by Establishment.(
b ) To approve of contract demands or requisitions as applicable for local purchases of other stores and for such stores allowed by Establishment, the local purchase of which may be authorized by the Naval Board.(
c ) To approve of expenditure, other than for Stores, not exceeding £25 in any one case, under Contingencies, in connexion with the R.A.N. Reserve, expenditure incurred by District Naval Officer acting as Local Representative of the Naval Board or Naval Intelligence Officer, care and maintenance of ships and craft under his orders, recruiting for the R.A.N.(
d ) To approve, in emergent cases, of expenditure in anticipation of superior authority.(
e ) To requisition on the Works and Railways Department for repairs and maintenance in connexion with buildings under their, control not exceeding £25 in any one case.
(10) Naval Representative, London, is authorized—
(
a ) To engage, at ruling rates of pay, temporary clerks, draughtsmen or typists, for such limited periods as may be necessary, and to renew such appointments from time to time as requisite, provided that total period shall not exceed six (6) months without special Naval Board approval. The approval of the Naval Board is to be obtained for all increases beyond ruling rates of pay. Report of the engagement of any temporary clerk, draughtsman, or typist under this authority shall be made forthwith to the Naval Board.(
b ) To approve of demands on the High Commissioner for stationery and incidentals not exceeding £5 in any one demand, or £25 in any one month. This limit may be exceeded in emergent cases, but covering approval of the Naval Board shall be sought at the earliest possible moment.(
c ) To approve of expenditure under Contingencies (e.g. ,Rail Fares, Postages, Cablegrams, &c.), not exceeding £10 in any one case. This limit may be exceeded in emergent cases and in regard to travelling expenses and rail fares and freights, but the covering approval of the Naval Board shall be sought at the earliest possible moment.(
d ) To approve of payments under Regulations to sea-goingpersonnel borne on books of London Naval Depot for pay.
(11) The expenditure to be authorized by District
Naval Officers under paragraphs (

a ) That provision made on Estimates will not be exceeded, and the requirements for the remaining period of the financial year will not involve the necessity for applying for additional provision on any Vote concerned.(
b ) That, except in regard to the Naval Representative in London, certificate has been inserted by the local certifying officer that funds are available under his control, or by the Director of Navy Accounts that funds can be made available.(
c ) That the expenditure does not involve any alteration in existing rules or practice.(
d ) That there is nothing irregular in the character of the expenditure.(
e ) That the expenditure is not an allowance or payment to any member of the Department except such as is governed by regulations and does not require superior approval.
(
a ) Jobbing and urgent minor repairs estimated to cost £5 or less.(
b ) Urgent repairs prescribed in Public Works Regulation 53.(
c ) Maintenance of stations, switchboard and wiring, and other plant in generating stations installed by the Naval Authorities.(
d ) Such works of repairs and maintenance estimated to cost more than £5 as may be delegated specifically by the Minister for Works and Railways:
Provided that works set forth in paragraphs (
(2) The cost of the works shall be recoverable from
the Department of Works and Railways, except that works executed by the Naval
Authorities as at paragraph (
(3) The above authorities shall be subject to such conditions as may be approved by the Naval Board.
