REGULATIONS UNDER THE NAVAL DEFENCE ACT 1910-1952.*

I, THE ADMINISTRATOR of the Government of the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Naval Defence Act 1910-1952.

AMENDMENTS OF THE NAVAL FINANCIAL REGULATIONS. 

Territory allowance.

1.—(1.) After regulation 107 of the Naval Financial Regulations the following regulation is inserted:—

“107A.—(1.) Where a member appointed or drafted for service in the New Guinea area is entitled to district allowance under the last preceding regulation in relation to service in that area, an allowance, called ‘territory allowance’, is payable to the member for the period for which he is so entitled to district allowance at the appropriate rate per day specified in the Sixteenth Schedule to these Regulations having regard to his rank or rating, pay seniority and marital condition and whether or not his family is also residing in the New Guinea area.

“(2.) For the purposes of the last preceding sub-regulation and the Sixteenth Schedule to these Regulations, ‘family’ has the same meaning as in Division 6 of Part X.”.

(2.) Subject to the next succeeding sub-regulation, territory allowance is payable in accordance with the regulation inserted in the Naval Financial Regulations by the last preceding sub-regulation in relation to service in the New Guinea area on and after the fourth day of November, 1963.

(3.) Territory allowance is payable to an officer of the rank of Lieutenant-Commander (S.D.) or of relative rank, being an officer with less than eight years’ pay seniority—

(a) at the rate of Ten shillings and fivepence per day in relation to service in the New Guinea area during the period from and including the fourth day of November, 1963, to and including the twenty-fifth day of June, 1964; and

(b) at the rate of Thirteen shillings and eightpence per day in relation to service in the New Guinea area on and after the twenty-sixth day of June, 1964,

but otherwise in accordance with the regulation inserted in the Naval Financial Regulations by sub-regulation (1.) of this regulation.

Leave travel in the New Guinea area.

2.Regulation 221 of the Naval Financial Regulations is amended by inserting in sub-regulation (1.), after the word “Goroka”, the words “or Mount Hagen”.

Alternative travel.

3. Regulation 224 of the Naval Financial Regulations is amended—

(a) by inserting in sub-regulation (1.), after the word “Australia”, the words “or, if serving in the New Guinea area and so eligible under regulation 222 of these Regulations, to any other place in Australia or elsewhere”; and

(b) by inserting after sub-regulation (1.) the following sub-regulation:—

“(1A.) An election by a member serving in the New Guinea area to travel to a place not in Australia has no force or effect for the purposes of the last preceding sub-regulation unless the Naval Board approves his travelling to that place.”.

Sixteenth Schedule.

4. After the Fifteenth Schedule to the Naval Financial Regulations the following Schedule is added:—
