Amendments of the Naval Financial Regulations
“Part XIV.—Women’s Services (Regulations 251-259).”
and inserting in their stead the words and figures—
“Part XIV.—Female Members of the Naval Forces.
Division 1.—Permanent Naval Forces (Regulations 251-257).
Division 2.—Citizen Naval Forces (Regulations 258-259f).
Division 3.—Miscellaneous (Regulation 259g).”.
2. Regulation 4 of the Naval Financial Regulations is amended by omitting from sub-regulation (1.) the definitions of “servicewoman” and “the Women’s Service”.
“(2.) Except as provided by Part XIV. of these Regulations, the provisions of Parts II. to XIII. (inclusive), Part XV. and Part XVI. of these Regulations do not apply to or in relation to a female member of the Naval Forces.”.
5. Regulation 159 of the Naval Financial Regulations is amended—(
a )by omitting from sub-regulation (2.) the words “, including a member of the Women’s Service”; and(
b )by omitting from paragraph (b ) of that sub-regulation the words “or her”.

6. Part XIV. of the Naval Financial Regulations is repealed and the following Part inserted in its stead:—“Part XIV.—Female Members of the Naval Forces.”.
“
“251. In this Division, unless the contrary intention appears—
‘member’ means an officer or a servicewoman;
‘officer’ means a commissioned officer of the Naval Forces appointed to the Women’s Service;
‘servicewoman’ means a person enlisted in the Women’s Service and holding the rating of Chief Petty Officer Wran or a lower rating;
‘the Women’s Service’ means the Royal Australian Naval Nursing Service or the Women’s Royal Australian Naval Service.
“252. The rate of active pay of an officer is the rate specified, in relation to the rank that she holds and her pay seniority, in Table 1 in the Fifteenth Schedule to these Regulations.
Servicewoman—rate of active pay.
“253.—(1.) The daily rate of active pay of a servicewoman who holds the rating of Recruit Wran is the daily rate of active pay specified in Table 2 in the Fifteenth Schedule to these Regulations in relation to a servicewoman holding the rating of Wran and included in Group I.
“(2.) The rate of active pay of a servicewoman who holds the rating of Wran or a higher rating is the rate specified, in relation to her rating and group and her pay seniority (if applicable), in Table 2 in the Fifteenth Schedule to these Regulations.
“(3.) For the purpose of the last preceding sub-regulation, the qualifications required for inclusion in a group of a rating shall be determined by the Naval Board, and a servicewoman shall be allotted accordingly to the appropriate group of the rating that she holds.
“254. A servicewoman who holds the rating of Leading Wran or a lower rating may be granted, subject to such conditions as are approved by the Naval Board, a good conduct increment of Nine cents per day after she has completed five years’ service in the Women’s Service and a further good conduct increment of Nine cents per day after she has completed ten years’ service in the Women’s Service.
“255.—(1.) Subject to sub-regulation (4.) of this regulation, a member shall, after appointment or enlistment, be supplied at the expense of the Department with a uniform kit appropriate to her rank or rating in accordance with a scale of issue approved by the Naval Board.
“(2.) A servicewoman who is appointed an officer or promoted to the rating of Chief Petty Officer or Petty Officer shall be supplied at the expense of the Department with such articles, additional to those already issued to her, as are necessary to complete the uniform kit appropriate to her rank or rating in accordance with the scale of issue approved by the Naval Board under the last preceding sub-regulation.
“(3.) Where a servicewoman who is appointed an officer purchases, with the approval of an officer authorized by the Naval Board to give approvals under this sub-regulation, articles included in the uniform kit appropriate to her rank or rating, being articles that have been made to her measure, an allowance of such amount as the Naval Board determines is payable to her.
“(4.) A servicewoman who re-engages for further service shall not be supplied at the expense of the Department with a uniform kit on so re-engaging.
“256.—(1.) A member who completes two weeks’ training following her appointment to or enlistment in the Women’s Service is entitled to be paid an allowance, called ‘outfit allowance’, to enable her to purchase personal necessities not included in the scale of issue approved under the last preceding regulation in relation to the rank or rating that she holds.
“(2.) The amount of outfit allowance payable to members under the last preceding sub-regulation is such amount as the Naval Board determines.
“257. Subject to regulation 259g of these Regulations, the provisions of Parts V. and VI., Division 2 of Part VII., Parts VIII., X., XI., XII. and XIII. and regulations 90a, 92, 92a, 94, 105, 107, 107a, 108, 111, 113, 118, 120, 172, 173, 177, 178, 181, 182, 183 and 184 of these Regulations and sub-regulation (4.) of regulation 95 of these Regulations apply to and in relation to a member and the service of a member in like manner as they apply to and in relation to a male member of the Permanent Naval Forces whose rank or rating corresponds with the rank or rating of the member.
“
“258.—(1.) In this Division, unless the contrary intention appears—
‘member’ means an officer or a servicewoman;
‘officer’ means a commissioned officer of the Naval Forces appointed or transferred to the Women’s Reserve;
‘servicewoman’ means a person enlisted in the Women’s Reserve and holding the rating of Chief Petty Officer Wran or a lower rating;
‘the Women’s Reserve’ means the Women’s Royal Australian Naval Service Reserve.
“(2.) In this Division, references to naval service shall be read as references to naval service other than continuous full-time naval service.
“259.—(1.) This regulation applies to and in relation to continuous full time naval service of a member—
(
a ) if rendered under section 50b of theDefence Act 1903-1966— whether or not rendered in a vacancy in the establishment of the Permanent Naval Forces; and(
b )in any other case—if rendered in a vacancy in the establishment of the Permanent Naval Forces.
“(2.) The daily rate of active pay of an officer in respect of service to which this regulation applies is the rate of active pay specified, in relation to an officer of the Women’s Service having the like rank and pay seniority as the officer has, in Table 1 in the Fifteenth Schedule to these Regulations.
“(3.) The daily rate of active pay of a servicewoman in respect of service to which this regulation applies is the rate of active pay specified, in relation to a servicewoman of the Women’s Service having the like rating and pay seniority (if applicable) as the servicewoman has and included in the same group as the group in which the servicewoman is included, in Table 2 in the Fifteenth Schedule to these Regulations.
“(4.) A servicewoman who holds the rating of Leading Wran or a lower rating may be granted, subject to such conditions as are approved by the Naval Board, a good conduct increment of Nine cents per day after she has completed five years’ continuous full time naval service in the Women’s Reserve and a further good conduct increment of Nine cents per day after she has completed ten years’ continuous full time service in the Women’s Reserve.
“(5.) Subject to the next succeeding sub-regulation, the credit to a member of pay and allowances under these Regulations in respect of continuous full time naval service—
(
a ) commences on the day upon which she commences to render that service; and(
b )ceases at the end of the day upon which she is released from that service.
“(6.) In such circumstances as the Naval Board determines, a member may be credited with pay and allowances in respect of a period approved by the Naval Board, being a period spent by her—
(
a )in travelling to the place at which she is directed to report for the purpose of rendering continuous full time naval service; or(
b )in travelling to her place of residence upon being released from that service.
“(7.) A gratuity is payable to a member who renders, under sub-section (3.) of section 32a of the Act, continuous full time naval service for a period of not less than one year and serves during the whole of that period in a vacancy in the establishment of the Permanent Naval Forces at the rate of—
(
a ) if the member is an officer—Fifty dollars per annum; or(
b )if the member is a servicewoman—Thirty dollars per annum.
“259a. Subject to regulation 259g of these Regulations, the provisions of Parts V., VI. (other than regulations 134, 136 and 149), VIII., X. (other than regulations 212, 213, 214, 215 and 222 to 226 (inclusive) and Divisions 5 and 6), XI., XII. and XIII., and regulations 90a, 92, 92a, 94, 105, 107, 107a, 108, 111, 113, 118, 120, 172, 173, 177, 181, 182, 183 and 184 of these Regulations and sub-regulation (4.) of regulation 95 of these Regulations apply to and in relation to the service of a member to which regulation 259 of these Regulations applies in like manner as they apply to service of a male member of the Permanent Naval Forces whose rank or rating corresponds with the rank or rating of the member.
“259b.—(1.) Subject to the succeeding provisions of this regulation, a member shall be credited with active pay and allowances under this Division in respect of a period of naval service rendered by her.
“(2.) A member who sustains injury or contracts disease while rendering naval service may, subject to the approval of the Naval Board, continue to be credited with active pay and allowances under this Division until the termination of the period of naval service for which she was appointed or drafted.
“(3.) For the purpose of this regulation naval service includes the time spent by a member in travelling from her normal place of duty to a ship or naval establishment for the purpose of rendering naval service and the time spent by that member in travelling from that ship or naval establishment to her place of duty on completion of that service.
“(4.) In the last preceding sub-regulation, ‘normal place of duty’, in relation to a member, means the Naval Reserve Training Establishment to which the member is attached, or, in the case of an unattached member, a place determined by the Naval Board.
“(5.) A member is not entitled to be credited with—
(
a )pay or allowances in respect of a period of naval service that she has volunteered to render without pay; or(
b )allowances in respect of naval service for a period of less than one day.
“259c. The rate of active pay of an officer in respect of naval service is the rate specified in Table 1 in the Sixteenth Schedule to these Regulations in relation to the rank that the officer holds.
“259d. The rate of active pay of a servicewoman in respect of naval service is the rate specified in Table 2 in the Sixteenth Schedule to these Regulations in relation to the rating that the servicewoman holds.
“259e. Subject to regulation 259g of these Regulations, the provisions of Parts V., VI. (other than regulations 134, 135, 136 and 149), VIII., X. (other than regulations 212, 213, 214, 215 and 222 to 226 (inclusive) and Divisions 5 and 6), XI. and XII. and regulations 92, 94, 120, 181 and 182 of these Regulations and sub-regulation (4.) of regulation 95 of these Regulations apply to and in relation to naval service for a period of more than one day rendered by a member in like manner as they apply to service rendered by a male member of the Permanent Naval Forces whose rank or rating corresponds with the rank or rating of the member.
“259f. Subject to such conditions as the Naval Board determines, a member shall be issued at departmental expense with such items of her uniform kit as are rendered unserviceable by fair wear and tear.
“259g. Where a provision of these Regulations is applied to and in relation to a member of the Royal Australian Naval Nursing Service, the Women’s Royal Australian Naval Service or the Women’s Royal Australian Naval Service Reserve by virtue of regulation 257, regulation 259a or regulation 259e of these Regulations, that provision applies, with such modifications, adaptations and exceptions as the Naval Board determines.”.
