REGULATIONS UNDER THE NAVAL DEFENCE ACT 1910-1918.
I, THE DEPUTY OF THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Naval Defence Act 1910-1918, to come into operation on and from the dates specified herein.

Amendment of Naval Financial Regulations.
(Statutory Rules, 1920, No. 248, as amended to present date.)
1. Regulation 33 is amended as from 1st January, 1922, by adding at the end of the scale of pay for the Engineer Branch in sub-regulation (2) the following sub-paragraph:—
“The conditions regarding the commencement of (E) pay for Sub-Lieutenants (E) and Lieutenants (E) are as prescribed in Admiralty Fleet Order No. 79/1922.”
2. Regulation 34 is amended as from 1st April, 1922, by adding at the end of the scale of pay for Butchers in sub-regulation (1), the following:—

3. Regulation 35 is amended as follows:—
(1) by omitting from the fourth, sixth, and eighth lines of sub-regulation (1), as from 1st January, 1922, the rates “1s. 4d.”, “1s.”, and “1s. 3d.”, and inserting in their stead the rates “1s.”, “10d.”, and “1s.” respectively.
(2) by omitting from sub-regulation (1) as from 1st April, 1922, the words “Kit Upkeep Allowance, is, as from 1st December. 1921, subject to reduction when ratings are in receipt of reduced pay in accordance with regulation 96.”
(3) by adding at the end of sub-regulation (5), as from 1st March, 1922, the following clause:—
“(iv) Ratings entered from shore for a period of three years or less shall not be issued with a full free kit on entry except with special approval of the Naval Board.”
(4) by omitting from sub-regulation (6), as from 1st January, 1922, the rates “£23”, “£22”, “£21” and “£16” in sub-paragraphs (a), (b), (c) and (d) and inserting in their stead the rates “£18”, “£17”, “£16” and “£14” respectively.
(5) by inserting after clause (i) of sub-regulation (13), as from 1st June, 1922, the following clause:—
“(ia) Married Allowance may be paid to widowers with children under the age of sixteen years in accordance with the following scale:—

(6) by omitting from sub-regulation (14), as from 1st October, 1921, the second paragraph of clause (ii), and inserting in its stead the following paragraph:—
“A war pension may be disregarded as income for the purposes of the foregoing, and Dependant Allowance may be paid to a widow or other female relative provided she does not possess other income exceeding £2 per week.”
4. Regulation 36 is amended, as from 21st February, 1922, by inserting after sub-regulation (25) the following sub-regulation:—

5. Regulation 38 is amended as follows:—
(1) by inserting after sub-regulation (17a), as from 1st March, 1919, the following sub-regulation:—

(2) by omitting sub-regulation (20) as from 1st June, 1922, and inserting in its stead the following sub-regulation:—

6. Regulation 38a is repealed as from 1st January, 1922, and the following regulation is inserted in its stead:—
“Pay for Performing Higher Duties—Petty Officers and Other Ratings.
38a. Where a senior rating allowed by the complement is not appointed, or if appointed, is absent on duty or on account of sickness, or for any other reason except leave of absence, for a period of fourteen or more consecutive days, and the consequent vacancy cannot be filled by drafting, a junior rating whilst performing the duties of the absent senior rating, may receive extra pay for the higher duties provided real and definite responsibilities are involved. The amount of such extra pay shall be made up of the total difference between the rate of Active and Deferred Pay received in the lower rating and the minimum rate of Active and Deferred Pay of the higher rating. The difference of the Active and Deferred Pay in such cases shall be credited to the junior rating concerned on the ship’s ledger in column ‘Extra Pay and Other Allowances Chargeable to Pay Vote.’ No extra credit of Deferred Pay shall be made in the Deferred Pay column of the ledger.”
7. Regulation 47 is amended, as from 1st July, 1921, by adding at the end thereof the following sub-regulation:—
“(5) Ratings who, within six months from the date of discharge from the Royal Australian Navy, are permitted to re-engage for such further period as is necessary to complete not less than twelve years’ service shall receive a gratuity of £10. This sum shall be credited as, and be subject to the conditions prescribed in sub-regulation (4).”
8. Regulation 47 is repealed as from 1st July, 1922.
9. Regulation 49 is amended forthwith by inserting after the word “years” in the second line of sub-regulation (1), the words “other than a money lender”.
10. Regulation 74 is amended, as from 3rd December, 1921, by omitting sub-regulation (1) and inserting in its stead the following sub-regulation:—
“(1) The following shall be the rates of travelling allowances which may be drawn by members of the Permanent Naval Forces (Sea-going) when travelling on duty and in receipt of Sea-going rates of pay:—

11. Regulation 75 is amended as from 3rd December, 1921, by omitting sub-regulation (1) and inserting in its stead the following sub-regulation:—
“(1) When travelling on duty and required to be absent from Head-Quarters or temporary Head-Quarters overnight, the following shall be the rate of Travelling Allowance payable to—
(i) Members of the Royal Australian Naval Auxiliary Services;
(ii) Officers holding a rank or relative rank and in receipt of consolidated rates of pay; and
(iii) Other persons on consolidated rates of pay not holding a rank or relative rank:—

The scale of allowances applicable shall be increased as follows, when a person is on duty in the capital city of a State other than that in which he ordinarily resides, provided that such increase shall not operate beyond a period of 28 days:—

12. Regulation 96 is amended as from 1st April, 1922, by omitting from the second line the words “and Kit-Upkeep Allowance”.
13. Regulation 109 is amended, as from 1st July, 1922, by adding at the end thereof the following sub-regulation:—
“(3) A member of the Auxiliary Services of the Permanent Naval Forces who is retired voluntarily or compulsorily in pursuance of the decision of the Government to re-organize and retrench the Department of Defence, may, notwithstanding that he has not reached the age for retirement, be paid, subject to the approval of the Governor-General, the sum equivalent to the pay for the period of leave for which he would be eligible under sub-regulation (1) of this regulation had he reached the age for retirement at the date of the termination of his appointment or of his discharge.”
14. After regulation 118, the following regulation is added as from 24th February, 1922:—
“Charges for Admission to Sports Grounds.
119. (1) The Naval Board may approve of a charge being made for entrance to sports grounds enclosed in Naval property, subject to such conditions as may be approved.
(2) Amounts collected as a result of such charge shall be paid to the credit of a General Fund or Sports Fund, but shall not be used for the advantage of individual members.”
