REGULATIONS UNDER THE NAVAL DEFENCE ACT 1910-1918.

AMENDMENT OF NAVAL FINANCIAL REGULATIONS.
(Statutory Rules 1920, No. 248, as amended to present date.)
1. Regulation 33 is amended, as from 1st January, 1921, as follows:—
(1) by adding, at the end of sub-regulation (5), the words “or Navy of any of His Majesty’s Dominions”;
(2) by omitting from the fifth line of sub-regulation (11) the words “appointed to,” and inserting in their stead the words “when serving or undergoing training in.”
2. Regulation 34 is amended as follows:—
(1) by omitting, as from 1st July, 1920, the whole scale of pay in sub-regulation (1), and inserting in its stead the following scale:—

(2) by inserting, as from 1st January, 1921, at the beginning of sub-regulation (4) the following paragraph :—
“(4)
Previous Service. —All previous service in the Royal Navy, Royal Marines, or in the Navy of any of His Majesty’s Dominions shall be allowed to count as if served in the Royal Australian Navy towards ‘Service’ for seniority, pay, good conduct badges, and allowances.”
3. Regulation 35 is amended, as from 1st December, 1920, as follows:—
(1) by omitting from sub-regulation (10) the words “2s. 6d. per diem,” and inserting in their stead the words. “3s. 6d. per diem”.
(2) by re-numbering sub-regulations (12), (13), (14), and (15) as (13), (14), (15), and (16) respectively.
(3) by inserting at the beginning of the fourth paragraph of sub-regulation (11), commencing “Officers (Sea-going)” the words “(12)
Lodging Allowance—Annual Rate”.
4. Regulation 36 is amended as follows:—
(1) by omitting, as from 1st July, 1920, the sub-heading “Allowances to Secretaries in addition to their full pay as Accountant Officers.” and inserting in its stead the following:—
“Allowances to Secretaries in addition to their Full Pay as Accountant Officers:—” (2) by re-numbering, as from 1st July, 1920, sub-regulation (40) as “(35)”, and sub-regulations formerly numbered (35), (36), (37), (38), and (39) as (36), (37), (38), (39), and (40) respectively.
(3) by inserting, as from 1st July, 1920, after sub-regulation (38) the following sub-regulation:—

(4) by omitting, as from 1st March, 1921, the words “who is also Captain of a Flagship, and when carrying out the duties of a Captain’s Clerk concurrently”, from sub-regulation 38aand inserting in their stead the words “of the rank of Captain”.
5. Regulation 37 is amended, as from 1st January, 1921, by omitting from sub-regulation (7) the rates “1s. 0d.” and “1s. 6d.,” and inserting in their stead the rates “9d.” and “1s. 0d.” respectively.
6. Regulation 39 is amended, as from 1st March, 1920, by adding, at the end thereof the following sub-regulation:—
“(13)
Haircutting— Boys serving in Sea-going Training Ships and offenders undergoing detention at Detention Quarters may have their hair cut at Government expense. To the barber selected from the Ship’s Company to carry out the duty in his spare time—

7. Regulation 41 is amended as follows:—
(1) by omitting, as from 1st July, 1920, the scale in sub-regulation (2), and inserting in its stead the following scale:—

8. Regulation 43 is amended, as from 1st October, 1920, as follows:—
(1) by omitting sub-regulation (4), and inserting in its stead the following sub-regulation:—
“(4) Officers shall draw the Victualling Allowance in cash, subject to such regulations as may be prescribed. On no account are officers to be victualled in the Ship’s General Mess. All Petty Officers and men of H.M.A. Ships and Establishments are to be victualled in General Mess. In special cases, where this course is impracticable, other arrangements may be approved by the Naval Board.”
(2) by omitting from the ninth line of sub-regulation (6) the words “on relief, or”.
(3) by omitting sub-paragraphs (
d ) and (e ) of sub-regulation (7), and inserting in their stead the following sub-paragraphs:—“(
d ) Debit or Credit Balance at end of current quarter.(
e ) Debit or Credit Balance at end of previous quarter.”(4) by adding, at end of sub-regulation (7) the following sub-paragraph:—
“(
f ) Detailed explanation as to difference.”(5) by omitting sub-regulation (15), and inserting in its stead the following sub-regulation:—
“(15) As Repayment Messes have been generally abolished for Ship’s Companies, the concessions under which provisions from ships’ stores were permitted to be taken ashore by individuals are withdrawn.”
(6) by adding, at the end thereof, the following sub-regulation:—
“(17a) When procuring sea-stocks of fresh provisions, particular care is to be taken by Accountant Officers to insure that the quantities ordered are not excessive, more especially in time of Peace, when ships’ future movements are known, and there is no reason for over-estimating the normal keeping properties of fresh provisions. Where condemnations are necessary, on account of neglect of this instruction, Accountant Officers will be held personally liable for the value of such losses to the Crown.”
9. Regulation 46 is amended, as from 1st July, 1920, by omitting the words “seven years” in sub-regulation (1), and inserting in their stead the words “twelve years”.
10. Regulation 58 is amended, as from 1st July, 1920, by omitting sub-regulation (3) thereof.
11. Regulation 59 is amended by omitting, as from 1st July, 1920, the whole scale of pay in sub-regulation (1), and inserting in its stead the following scale:—

12. After regulation 59, the following regulations are inserted as from 1st July, 1920:—
“59a.
High Cost of Living Allowance. —(1) In addition to salary, a High Cost of Living Allowance may be paid to members of the Auxiliary Services of and below the rank of Warrant Officer, who are in receipt of consolidated rates of pay not exceeding £334 per annum, at the following rates:—

provided that in the case of a widower with children under the age of 16 years who maintains his own home and employs a paid housekeeper or a person other than a daughter or sister to act in that capacity, the allowance for an adult dependant, under sub-paragraph (a), may be paid in respect of the eldest dependent child under 16 years of age in lieu of Children’s Allowance under sub-paragraph (c).
(2) Payment of the High Cost of Living Allowance shall be approved subject to the following conditions:—
(
a ) The total salary inclusive of High Cost of Living Allowance payable must not exceed £334 per annum. Where the annual salary plus the High Cost of Living Allowance would exceed £334 per annum, the High Cost of Living Allowance is to be reduced so that the total amount payable will not exceed £334 per annum.
(
b )To Married Members —For wife provided that the member is maintaining her and that no legal or mutual separation exists.(
c )To Married Members and Widowers with Children— (i) For each child (including step-children) under the age of 16 years, provided that each child is not contributing to its own support and is wholly and solely dependent upon the member.
(ii) For each adopted Child under 16 years of age, provided that the Deed of Adoption or other satisfactory evidence of adoption is sighted, and that the child is not contributing to its own support and is wholly and solely dependent on the member. In such cases the member must not have received or be in receipt of any payment in respect of such adoption.
(iii) For parents (including step-parents) and brothers and sisters under 16 years of age, provided that they are wholly and solely dependent on the member and are not in receipt of any income whatsoever, including War, Old-age, or Invalid Pension.
(iv) For sister keeping house for a member who is a widower with children dependent upon him, provided such sister is wholly and solely dependent on the member.
(
d )To Single Members and Widowers without Children— (i) For parents (including step-parents) and brothers and sisters under 16 years of age, provided that they are wholly and solely dependent on the member and are not in receipt of any income whatsoever, including War, Old-age, or Invalid Pension.
(ii) For each adopted child under 16 years of age, provided that the Deed of Adoption or other satisfactory evidence of adoption is sighted, and that the child is not contributing to its own support and is wholly and solely dependent on the member. In such cases the member must not have received or be in receipt of any payment in respect of such adoption.
(
e ) Payment of High Cost of Living Allowance will be entirely subject to the pleasure of the Naval Board who may withhold the whole or part of this allowance in any case when considered desirable.(3) Adult single employees ineligible for High Cost of Living Allowance may, if so entitled, receive an allowance to bring the total salary to £174 per annum, under the conditions prescribed for payment of Basic Wage for adult single employees in the Commonwealth Public Service.
59b. When serving or undergoing training in H.M.A. Ships, members of the R.A.N. Auxiliary Services may receive the rates of pay and allowances for corresponding members of the Permanent Naval Forces (Sea-going), in accordance with the provisions of regulations 33 (11) and 34 (7).”
13. Regulation 60 is repealed, as from 1st July, 1920, and the following regulation is inserted in its stead:—
“60.
Uniform Gratuities, on First Appointment— (1) Ranks and ratings transferred direct from the Permanent Naval Forces (Sea-going) to the R.A.N. Auxiliary Services shall not be eligible for an outfit gratuity on appointment.
(2) Where persons are appointed to the R.A.N. Auxiliary Services within six months of their resignation or discharge, as the case may be, from the Permanent Naval Forces (Sea-going), an outfit gratuity shall not, as a general rule, be payable, but each case submitted will be considered entirely on its merits.
(3) Former members of the Royal Australian Naval Reserve (Naval Guard Section) appointed to the R.A.N. Reserve Staff within six months of their demobilization may, on the approval of the Naval Board, be granted an outfit gratuity equivalent to the difference between the value of all articles of uniform clothing issued gratuitously to them within their last six months’ service in the Naval Guard Section and the maximum uniform gratuity payable under the provisions of sub-regulation (5).
(4) Ex-members of the Permanent Naval Forces (Sea-going), or the R.A.N.R. (Naval Guard Section), appointed to the R.A.N.R. Staff, after six months from the date of their discharge or demobilization, as the case may be, shall be regarded as entered direct from shore, and entitled to payment of uniform gratuity as prescribed in sub-regulation (5).
(5) In those cases where appointments are made to the R.A.N. Auxiliary Services direct from shore, the Naval Board
may approve of payment of outfit gratuities in accordance with, the following scale, or at such reduced amounts as may be considered desirable:—

14. Regulation 61 is amended, as from 1st July, 1920, by omitting the second paragraph relative to promotion of Petty Officer Telegraphist.
15. Regulation 74 is amended as follows:—
(1) by omitting from sub-regulation (4), as from 1st December, 1920, the words “as specified in Regulation 35, sub-regulations (10) and (11) respectively, and inserting in their stead the words” as specified in sub-regulations (10), (11), and (12) of Regulation 35,
(2) by inserting, after sub-regulation 22, as from 1st January, 1921, the following sub-regulation:—
“Allowance for use of Private Motor Cars.
(22a) Officers who use their own motor cars when travelling on public business, or any member whose motor car is used for such purpose, may be allowed in respect thereof payment at the rate of 6½d. per mile.
The prior approval of the Naval Board or the Secretary must be obtained to use a private car, and proof must be produced that the use of a motor car results in greater efficiency and saving than would be the case if any other conveyance were employed.”
16. Regulation 75 is amended, as from 1st January, 1921, by omitting from the second line of sub-regulation (12) the words “13 to 22,” and inserting in their stead the words “(13) to (22a).”
17. Regulation 100 is amended, as from 1st July, 1920, by adding at the end thereof the following sub-regulation:—
“(2) When calculating continuous service for purposes of sick leave, members of the R.A.N. Auxiliary Services may include their former continuous service in the Royal Australian Navy provided that such service shall not be allowed in any case where the period of absence between the date of retirement or discharge from the Royal Australian Navy and that of appointment to the R.A.N.
