REGULATIONS UNDER THE DEFENCE ACT 1903-1941 AND THE NAVAL DEFENCE ACT 1910-1934.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Defence Act 1903-1941 and the Naval Defence Act 1910-1934:

Amendments of the Naval Financial Regulations.  

Definitions.

1.Regulation 4 of the Naval. Financial Regulations is amended by omitting the definition of “Accountant Officer” and inserting in its stead the following definition:—

“Supply Officer” means the Officer of the Supply and Secretariat Branch in charge, under the Commanding Officer, of cash, victualling and clothing duties.”.

Supply Officer.

2. Regulations 9, 10, 59, 81 and 85 of the Naval Financial Regulations are amended by omitting the words “Accountant Officer” (wherever occurring) and inserting in their stead the words “Supply Officer”.

8.Regulation 16 of the Naval Financial Regulations is repealed and the following regulation is inserted in its stead:

Supply and Secretariat Branch.

“16 Except as prescribed by regulation 21 of these Regulations, the daily rate of active pay for an officer of the Supply and Secretariat Branch shall be the rate specified opposite to the designation of his rank in the following table:—

Officers of and promoted from warrant rank.

4.Regulation 21 of the Naval Financial Regulations is amended by omitting from sub-regulation (5,) the words “Warrant Writer, Commissioned Writer, Warrant Supply Officer, Commissioned Supply Officer, Warrant Cook, Commissioned Cook, Warrant Steward, Commissioned Steward”, and inserting in their stead the words “Warrant Writer Officer, Commissioned Writer Officer, Warrant Stores Officer, Commissioned Stores Officer, Warrant Cookery Officer, Commissioned Cookery Officer, Warrant Catering Officer, Commissioned Catering Officer,”.

Active pay.

5. Regulation 23a of the Naval Financial Regulations is amended by omitting the word “Supply” (wherever occurring) and inserting in its stead the word “Stores”.

Outfit gratuities to sea-going officers.

6. Regulation 30 of the Naval Financial Regulations is amended—

(a)by omitting from sub-regulation (1.) the words “Paymaster Midshipman” (wherever occurring) and inserting in their stead the word and letter “Midshipman (S)”;

(b)by omitting from that sub-regulation the words “Paymaster Sub-Lieutenant” and inserting in their stead the word and letter “Sub-Lieutenant (S)”;

(c) by omitting from sub-regulation (2.) the words “Paymaster Cadet” and inserting in their stead the words and letter “Cadet Midshipman. (S)”; and

(d)by omitting from sub-regulation (4.) the words “Paymaster Midshipman” and inserting in their stead the word and letter “Midshipman (S)”.

Kit upkeep allowance.

7.—(1.) Regulation 34 of the Naval Financial Regulations is amended by omitting from sub-regulation (1.) each of the amounts “9d.”, “8½d.” and “8½d.” specified therein and inserting in their stead the amounts “9½d.” “9d.” and “9d.” respectively.

(2.) If during the period from and including the first day of July, 1945, to the date of commencement of this regulation any rating was paid Kit Upkeep Allowance at a rate less than the rate prescribed by regulation 34 of the Naval Financial Regulations, as amended by this regulation, he may be paid, in respect of that period, an amount equal to the difference between the rate paid to him and the rate prescribed by that regulation, as so amended.

Allowances to officers.

3. Regulation 45 of the Naval Financial Regulations is amended—

(a) by omitting from sub-regulations (4a.), (5.), (10.), (10a.) and (15.) the word “Signal” (wherever occurring), and inserting in its stead the words “Signal Communications”;

(b)by omitting from sub-regulations (16.) and (10a.) the word “Signals” (wherever occurring) and inserting in its stead the words “Signal Communications”;

(c) by omitting from sub-paragraph (a)of paragraph 2 of sub-regulation (31.) the words and letter “Long (S) Course” and inserting in their stead the words and letter “Long (C) Course”;

(d)by omitting the heading “Paymaster Lieutenant and Sub-Lieutenant—” before sub-regulation (41.) and inserting in its stead the heading “Lieutenant (S) and Sub-Lieutenant (S)—”;

(e) by omitting from sub-regulation (41.) the words, “Paymaster Sub-Lieutenant” and inserting in their stead the word and letter “Sub-Lieutenant (S)”.

(f) by omitting from sub-regulation (42.) the word “Accountant” and inserting in its stead the word “Supply”.

(g) by omitting the heading “Secretaries in addition to their full pay as Accountant Officers—” before sub-regulation (45.) and inserting in its stead the heading “Secretaries in addition to their full pay as Supply Officers—"; and

(h). by omitting from sub-regulation (58.) the words “Writers” and “accountant” and inserting in their stead the words “Writer Officers” and “supply” respectively.

Allowances to officers.

9.Regulation 46 of the Naval Financial Regulations is amended by omitting paragraph (i)of sub-regulation (8.): and inserting in its stead the following paragraph:—

“(i)Allowance to any Officer in Charge of Supply Officer’s Store and accounts in the absence of the Supply Officer.................................................................................

1 0 to 2 6”.

10. Regulation 47 of the Naval Financial Regulations is repealed and the following regulation is inserted in its stead:—

Pay for performing higher duties—Officers.

“47 When the Supply Officer (the rank allowed by complement being not below Lieutenant-Commander (S) is absent from a ship continuously for aperiod of not less than three months otherwise than on leave, the Lieutenant (S), Sub-Lieutenant (S) or Midshipman (S),

as the case may be, performing his duty, although, not holding an acting order asLieutenant-Commander (S), may, on the approval of the Naval Board, be granted additional pay but the Special remuneration thus granted shall not exceed the difference between the officer’s own rate of active pay and the lowest rate of active pay for a Lieutenant-Commander (S). A full report of the circumstances shall be made to the Naval Board in order that the rate payable may be decided.”.

Special allowances.

11. Regulation 48 of the Naval financial Regulations is amended—

(a)by omitting from sub-paragraph (i) of paragraph; (b) of sub-regulation. 8a the words “Commissioned Cook or Warrant Cook” (wherever occurring) and inserting in their stead the words “Commissioned or Warrant Cookery Officer”; and

(b) by omitting the words “Writer (or Supply rating performing dual duties of Writer and Supply rating”)—appearing before sub-regulation (63.) and inserting in their stead the words “Writer (or Stores rating performing dual duties of Writer and Stores rating)—".

Deferred pay.

12.—(l) Regulation 74h of the Naval Financial Regulations is amended by omitting from paragraph (b)of sub-regulation (1) the word “by”.

(2.) This regulation shall be deemed to have come into operation on the twenty-fourth day of March, 1943.

Sale of stamps.

13-Regulation 142 of the Naval Financial Regulations is amended by omitting the words “Accountant Officers” and inserting in their stead the words “Supply Officers”.
