REGULATIONS UNDER THE NAVAL DEFENCE ACT 1910-1952.*

Amendments of the Naval Financial Regulations.
(2.) Regulations 12 and 21 of these Regulations shall
come into operation on the day on which these Regulations are notified in the

(
b )by omitting from that sub-regulation the definition of “officer” and inserting in its stead the following definition:—
“‘officer’ includes an officer of the Special Duties List and a subordinate officer;”; and
(
c ) by omitting from the definition of “supply officer” in that sub-regulation the word “Branch” and inserting in its stead the word “specialization”.
“(1.) The daily rates of active pay payable to—
(
a )officers of the General and Supplementary Lists;(
b )officers of the Instructor and Naval Ordnance Design and Inspection Branches; and

c ) officers of the Medical and Dental Branches, other than Surgeon Lieutenants and Surgeon Lieutenants (D),
are the rates specified respectively, in relation to the rank that the officer holds and his pay seniority, in the Third Schedule to these Regulations.
“(2.) Where an officer of the Special Duties List is promoted to the rank of Lieutenant on the General List, and the daily rate of active pay payable under regulation 14 of these Regulations to an officer of the Special Duties List of the same rank and pay seniority as the promoted officer held on the day immediately before his promotion is higher than the daily rate of active pay that would, but for this sub-regulation, be payable to him under the last preceding sub-regulation, he shall be paid at the higher rate and, while so paid, he is not eligible for active pay under the last preceding sub-regulation.
“(2a.) Where before the first day of January, 1957, an officer of the Branch List was promoted to the rank of Lieutenant on the General List, and the daily rate of active pay payable under regulation 14 of these Regulations to an officer of the Special Duties List of equivalent rank and the same pay seniority as the promoted officer held on the day immediately before his promotion is higher than the daily rate of active pay that would, but for this sub-regulation, be payable to him under sub-regulation (1.) of this regulation, he shall be paid at the higher rate and, while so paid, he is not eligible for active pay under sub-regulation (1.) of this regulation.”.
4. Regulation 14 of the Naval Financial Regulations is amended by omitting the words “Branch officers” and inserting in their stead the words “officers of the Special Duties List”.
(
a ) by inserting in the table, after the word “Commander” (first occurring), the words “or Commander (S.D.) or equivalent rank”;(
b ) by omitting from the table the words “or Lieutenant” and inserting in their stead the words “,Lieutenant-Commander (S.D.) or equivalent rank or Lieutenant”; and(
c ) by omitting from the table the words “Sub-Lieutenant, Senior Commissioned Officer and Commissioned Officer” and inserting in their stead the words “Lieutenant (S.D.) or equivalent rank, Sub-Lieutenant or Sub-Lieutenant (S.D.) or equivalent rank”.
“(1.) Subject to the succeeding provisions of this regulation, an allowance, called ‘entertaining allowance’, is payable to an officer who holds an appointment specified in the following table at the rate specified in that
table in relation to that appointment and his rank or rank and pay seniority:—

a )by omitting from sub-regulation (1.) the words “An allowance” and inserting in their stead the words “Subject to sub-regulation (3.) of this regulation, an allowance”; and(
b )by adding at the end thereof the following sub-regulation:—“(3.) Where a man has been awarded a Good Conduct Badge for which he has not qualified, the holding of that Badge shall be disregarded for the purpose of payment of Good Conduct Badge Pay.”.
“(1.) Subject to the succeeding provisions of this regulation and to regulation 95 of these Regulations, a married member who is living out and is not living at his home may, for such period and subject to such conditions as the Naval Board determines, be paid an allowance, called ‘living out away from home allowance’, at the rate per day specified in relation to his rank or rating, his pay seniority and the circumstances of his case, in the following table:—

“267a. In determining the pay seniority or seniority of officers of the Special Duties List for the purposes of these Regulations—
(
a )service as a Commissioned Officer shall be deemed to be service as a Sub-Lieutenant (S.D.) or in an equivalent rank;(
b )service as a Senior Commissioned Officer shall be deemed to be service as a Lieutenant (S.D.) or in an equivalent rank; and(
c ) service as a Lieutenant on the Branch List, other than service in an acting rank, shall be deemed to be service as a Lieutenant-Commander (S.D.) or in an equivalent rank.”.
