STATUTORY RULES.
REGULATIONS UNDER THE DEFENCE ACT 1903-1941 AND THE NAVAL DEFENCE ACT 1910-1934.*

advice of the Federal Executive Council, hereby make the following Regulations
under the

Amendments of the Naval Financial Regulations.
(
a ) by inserting in sub-regulation (7), after the word “Tenders”, the words “or Ship in reserve commission”;(
b ) by omitting from sub-regulation; (19) the words “(Harbour Ship or Harbour Service Tender)” and inserting in their stead the words “(Harbour Ship or Harbour Service Tender or Ship in reserve commission)”;(
c ) by omitting from sub-regulation (23) the word “(Harbour)”and inserting in its stead the words “(Harbour Ship or Ship in reserve commission)”;(
d )by omitting from sub-regulation (24) the word “(Harbour)” and inserting in its stead the words “(Harbour Ship or Ship in reserve commission)”; and(
e )by omitting from sub-regulation (28) the words and figures “To be paid in vessels above cruiser and cruisers of over 8,000 tons” and inserting in their stead the words “To be paid in vessels above cruiser, cruisers (other than training vessels) whose main armament consists of at least nine guns of six inch calibre or of any number of guns of a larger calibre then six inch, and to Captains (D).”.

(2) A member of the Royal Australian Nursing Service shall, in respect of her service during the period on and from the twenty-fourth day of March, 1943, to the date of commencement of these Regulations, be paid active pay at the rate prescribed by regulation 74a of the Naval Financial Regulations as amended by this regulation.
“(1) Where the Naval Board is satisfied that a member of a Women’sService has one or more persons wholly or partly dependent upon her, the Board may approve of payment to the member of a Dependant Allowance at such rate, not exceeding the rate prescribed as payable to a member of the Permanent Naval Forces (Sea-going), as it considers the circumstances of the case warrant.”.
(2) A member of a Women’s Service may, in respect of her service during the period on and from the twenty-fourth day of November, 1943, to the date of commencement of these Regulations, be paid a dependant allowance in accordance with the provisions of regulation 74c of the Naval Financial Regulations as amended, by this regulation.
“74d. A member appointed to or enlisted in a Women’s Service shall, on first entry or re-entry, be supplied at Commonwealth expense with a full issue of uniform, clothing and personal necessaries in accordance with such scale as the Naval Board approves.”.

(2) If, during the period on and from the first day of July, 1945, to the date of commencement of this regulation, a member of a Women’s Service was paid Kit Upkeep Allowance at a rate less than the rate prescribed by regulation 74e of the Naval Financial Regulations as amended by this regulation, she may be paid, in respect of that period, an amount equal to the difference between the rate paid to her and the rate paid by that regulation as so amended.
“(2) When a member is discharged for disciplinary reasons, she shall return to the Commonwealth the articles of uniform issued to her in pursuance of regulation 74d of these Regulations, with the exception of such articles of a personal nature as the Naval Board directs.”.
“74fa.—(1) When a member of a Women’s Service is discharged for other then disciplinary reasons, after she has completed three months’ service, she shall be paid on discharge an allowance of £6 10s. to purchase articles of civilian clothing.
(2) When a member is discharged for other then disciplinary reasons within three months after her entry and is in necessitous circumstances, she may, upon the recommendation of the senior officer of the Women's Service in the establishment and the approval of the Commanding Officer, be paid on discharge the allowance prescribed by sub-regulation (1) of this regulation.
(3) When a member is discharged for disciplinary reasons, she shall, if she so requests, be supplied at a retail cost not exceeding the amount of the allowance prescribed by sub-regulation (1) of this regulation with such articles of civilian clothing, in such style as she desires, in accordance with the scale approved by the Naval Board, and the cost of the articles of civilian clothing supplied to her shall be charged in her pay account.”.
“(1) Deferred pay shall be allowed to accumulate to the credit of each member of a Women’s Service in respect of her service on and after—
(
a ) the date of her embarkation for service beyond the limits of Australia or for service in Papua or New Guinea;(
b )by the seventh day of December, 1941, if she bad completed six months’ full time duty at that date; or(
c )the date subsequent to the seventh day of December, 1941, and immediately following the day upon which she completes six months’ full time duty,
whichever date firstoccurs, at the rates specified in the following table:—

Provided that on and from the nineteenth day of March, 1943, the rate of deferred pay for officers of the rank of Second Officer, Superintending Sister, or higher rank shall be supplemented by an amount of 2s. 6d. per diem and the appropriate rate of active pay of such officers, as prescribed by regulation 74a or 74b, as the case may be, of these Regulations, shall be reduced by a corresponding amount.”.
(2) This regulation shall be deemed to have come into operation on the twenty-fourth day of March, 1943.
(
a )by omitting, from paragraph (a ) of sub-regulation (2) the figures “14” and inserting in their stead the figures “28”; and(
b ) by omitting from paragraph (b )of sub-regulation (2) the figure “7” and, inserting in its stead the figures “14”.
(2) Payment in accordance with regulation 87e of the Naval Financial Regulations, as amended by this regulation, may be made in respect of any case to which that regulation as so amended applies which has occurred during the period on and from the fifth day of May, 1945, to the date of commencement of these Regulations.
(
a ) by omitting from sub-regulation (1) the words “by railway, steamer, or any other means of transportexcept aircraft,”; and(
b ) by inserting after sub-regulation (2) the following sub-regulation:—“(3) A member to whom this regulation applies shall travel and her effects shall be conveyed by railway, unless in exceptional circumstances the Naval Board approves of her travelling and her effects being conveyed by any other means of transport.”.

(Hourly rate in each case to be l/24th of daily rate).”.
(2) A member of a Women’s Service, who was required to travel on duty or was detached for temporary duty and was required to be absent from her permanent or temporary station for a period extending overnight during the period on and from the twenty-third day of February, 1944, to the date of commencementof this regulation, may, in respect of that period of duty away from her station, be paid travelling allowance at the rates prescribed by regulation 117d of the NavalFinancial Regulations as amended by this regulation.
