Amendments of the Naval Financial Regulations.
“‘Women’s Service’ means one of the Services constituted under the Naval Forces (Women’s Services) Regulations.”.
“74a. The daily rates of Active Pay of members of the Royal Australian Naval Nursing Service shall, subject to such deductions as are made pursuant to regulation 74h of these Regulations, be as specified in the following table:—

“74b. (1) The daily rates of Active Pay of officers of the Women’s Royal Australian Naval Service shall, subject to such deductions as are made pursuant to regulation 74h of these Regulations, be as specified in the following table:—

(2.) The daily rates of Active Pay of ratings of the Women’s Royal Australian Naval Service shall be as specified in the following table:—

(3) The groups specified in sub-regulation (2) of this regulation shall include, according to their grouping, such ratings of the Women’s Royal Australian Naval Service as the Naval Board from time to time determines.
(4) Where the Naval Board approves of any member of the Women’s Royal Australian Naval Service acting in a higher rating within the authorized establishment, she shall, at the expiration of twenty-one days from the date of her taking up the duties of the higher rating and whilst performing those duties, be paid, as from the date of taking up such duties, at the rate of pay prescribed by sub-regulation (2) of this regulation for the higher rating in which she is acting, and, where entitled to any allowance, shall be paid that allowance at the rate applicable to the higher rating.
“74c. (1) Where the Naval Board is satisfied—
(
a )in the case of a member of the Royal Australian Naval Nursing Service, that she has one or more persons wholly or partly dependent upon her, or(
b )in the case of a member of the Women’s Royal Australian Naval Service, that she became, after the date of her entry into the Service, solely responsible for the maintenance of a dependant,
the Board may approve of payment to the member of a Dependant Allowance at such rate, not exceeding the rate prescribed as payable to a member of the Permanent Naval Forces (Sea-going), as it considers the circumstances of the case warrant.
(2) Subject to the provisions of sub-regulation (1) of this regulation, the conditions governing payment of a Dependant Allowance prescribed by regulation 42 of these Regulations shall apply to and in relation to payment of an allowance under this regulation to a member of a Women’s Service, except that the allowance may be paid to members regardless of rank or rating, and that the daily rate of standard allotment which a member shall be required to make from her Active Pay to or for the benefit of the dependant or dependants shall be as specified in the following table:—

“74d. A woman appointed to or enlisted in a Women’s Service shall, on first entry, be supplied at Commonwealth expense with a full issue of uniform in accordance with such scale as the Naval Board approves, and, in addition, shall be paid an outfit gratuity of £5 to meet the cost of intimate garments and personal necessaries not issued to her.

“74f (1) Subject to the provisions of the next succeeding sub-regulation, a member of a Women’s Service may, on discharge, be permitted to retain her kit.
(2) When a member is discharged for any reason within six months after her entry, or as a result of misconduct or unsuitability after the
expiration of six months after her entry, she shall return to the Commonwealth the articles of uniform issued to her in pursuance of regulation 74d of these Regulations, with the exception of such articles of a personal nature as the Naval Board directs.
“74g. (1) A member of a Women’s Service shall not be entitled to any pay (including credit of deferred pay) or allowances in respect of any day on which she is absent without leave.
(2) When a member has been absent without leave for six consecutive hours, whether wholly in one day or partly in one day and partly in another, or for any period less than six consecutive hours in which she also failed to perform some duty thereby causing the duty to be performed by some other person, she shall be deemed to be absent without leave for one day within the meaning of the preceding sub-regulation.
(3) Where a member has been absent for one day in the circumstances specified in sub-regulation (2) of this regulation, and remains absent, she will be deemed to be absent for one additional day for each period of twenty-four hours, or part of such period, reckoned as from the time at which the absence commenced:
Provided that no period of less than twenty-four hours shall be reckoned as more than one day.
“74h. (1) Deferred pay shall be allowed to accumulate to the credit of each member of a Women’s Service on and from—
(
a ) the date of her embarkation for service beyond the limits of Australia;(
b ) the seventh day of December, 1941, if she had completed six months’ continuous full time duty at that date; or(
c ) the date subsequent to the seventh day of December, 1941, and immediately following the day upon which she completes six months’ continuous full time duty,
whichever date first occurs, at the rates specified in the following table:—

Provided that as on and from the nineteenth day of March, 1943, the rate of deferred pay for officers of the rank or grade of Second Officer, Superintending Sister or higher rank or grade shall be supplemented by an amount of 2s. 6d. per diem and the appropriate rate of active pay of such officers, as prescribed by regulation 74a or 74b, as the case may be, of these Regulations, shall be reduced by a corresponding amount.
(2) Deferred pay shall be credited and paid to a member of a Women’s Service under the same conditions as are prescribed by regulation 51 of these Regulations in relation to members of the Permanent Naval Forces (Sea-going) except that—
(
a ) the rate of interest shall be 3 per cent. per annum; and(
b )the amount of deferred pay standing to the credit of a member at the date of her discharge shall become payable irrespective of the nature of her discharge.”.
“87a. A member of a Women’s Service may be supplied with rations and Service accommodation under such conditions as the Naval Board determines.
“87b. (1) Subject to the provisions of this regulation, where a member of a Women’s Service is supplied neither with rations nor with Service accommodation, she shall be paid Subsistence Allowance at the rate of 3s. 0d. per diem, but if she is required, for Service reasons, to reside away from her home, the rate of the allowance payable to her shall be 4s. 6d. per diem.
(2) Where a member to whom payment of an allowance under regulation 74c of these Regulations has been approved is required, for Service reasons, to reside away from her home and is provided neither with rations nor with Service accommodation, she shall be paid Subsistence Allowance in accordance with the following scale:—

“87c. (1) A member of a Women’s Service who is supplied with rations but is not provided with Service accommodation, shall be paid Subsistence Allowance as follows:—

(3) Where a member to whom payment of an allowance under regulation 74c of these Regulations has been approved is either victualled but not accommodated, or accommodated but not victualled, is required for Service reasons to reside away from her home, she shall be paid Subsistence Allowance in accordance with the following scale:—

“87d. Notwithstanding anything contained in these Regulations, rations in kind, or any allowance authorized by regulation 87b or regulation 87c of these Regulations, shall not be provided for or paid to a member in respect of any day on which—
(
a ) travelling allowance or meal allowance for three consecutive meals is paid to that member;(
b )the member is provided with meals in a government or civil hospital, prison, detention barracks or mental institution;(
c ) the member is provided with meals on board ship, train or aircraft at public expense; or(
d ) the member is absent without leave.
“87e.—(1.) A member of a Women’s Service who—
(
a ) is required to reside away from her home for Service reasons; and(
b ) is not provided with Service accommodation at her regular establishment,
may, on production of a receipt for such sum as is necessarily expended by her for retention of private accommodation during any period for which she is—
(i) accommodated in hospital;
(ii) in receipt of travelling allowance; or
(iii) provided with Service accommodation whilst temporarily on duty at another establishment,
be paid in respect of that period, subject to the succeeding provisions of this regulation, a special allowance at the rate of 2s. 6d. per diem, or, if an allowance is payable to her under regulation 74c of these Regulations, at the rate specified, according to her rank, grade or rating, in the following table:—

“(2.) The maximum period for which an allowance pursuant to sub-regulation (1.) of this regulation may be paid shall be—
(
a )in the case of a member accommodated in hospital—14 days from and including the day of her admission to hospital; and(
b )in any other case—7 days from and including the first day in respect of which the member is paid travelling allowance or upon which the member is provided with Service accommodation whilst temporarily on duty at another establishment, as the case may be.
“(3.) If the sum necessarily expended by the member for retention of private accommodation is less than the amount of the special allowance prescribed by the preceding provisions of this regulation, she shall be reimbursed the amount of that sum, but shall not be eligible for payment of that allowance.”.
“87f. A member of a Women’s Service may be granted a leave allowance of 3s. per day under the same conditions as are prescribed in regulation 79 of these Regulations in relation to members of the Permanent Naval Forces (Sea-going).”.
“117a. The provisions of these Regulations relating to travelling at Commonwealth expense, with the exception of regulation 109, shall, where not otherwise expressly prescribed, apply to and in relation to members of the Women’s Services in like manner as they apply to and in relation to members of the Permanent Naval Forces (Sea-going).
“117b. (1) A member of a Women’s Service may be issued with a warrant for payment of her fare by railway, steamer, or any other means of transport except aircraft, in the following cases:—
(
a ) When she is required to travel on duty;(
b ) On her final discharge to enable the member, at her option, to proceed—(i) to her home, or
(ii) to the place at which her entry was effected, or
(iii) to any place in the State in which her discharge is effected; and
(
c ) Where the Naval Board considers that special circumstances justify the issue of such a warrant.
(2) If, at the request of a member, her discharge is effected in a State other than that in which she was entered, she shall not be entitled to receive a warrant for the payment of a fare beyond the limits of the State in which her discharge is effected.
“117c. (1) A warrant for a journey officially authorized by the proper Service authority may be issued to an applicant for enlistment in a Women’s Service to enable her to attend for medical examination or trade test at a place specified by that authority, and, if the applicant is rejected, a further warrant may be issued for the return journey.
(2) Lodgings may be provided for an applicant for enlistment where it is not possible for her to travel between her home and the specified place in one day.
(3) Where an applicant for enlistment has been accepted but is not immediately called up for service, a warrant may be issued to her to enable her to travel to and return from her home.
(4) Rations shall not be provided for, or an allowance in lieu thereof shall not be payable to, any applicant for enlistment to whom the provisions of this regulation apply.
(5) The fares and other expenses of an applicant who proceeds of her own volition to a recruiting depot or centre with a view to enlistment, without being officially authorized by the proper Service authority, shall not be accepted as a charge against the Commonwealth.
“117d. (1) When a member of a Women’s
Service is required to travel on duty, or is detached for temporary duty, and
is required to be absent from her permanent or temporary station for a period
extending over night, travelling allowance at the rates specified in the
following table may, subject to this regulation, be paid to the member for each
day, or part thereof

(Hourly rate in each case to be l/24th of daily rate.)
(2) Where a member to whom this regulation applies is provided with Service accommodation and rations, travelling allowance shall not be paid.
(3) Where a member to whom this regulation applies is provided with Service accommodation without rations, the rate specified in sub-regulation (1) of this regulation shall be reduced to two-thirds.
(4) Where a member to whom this regulation applies is provided with rations without Service accommodation, the rate specified in sub-regulation (1) of this regulation shall be reduced to one-third.
(5) Where an allowance under this regulation has been paid to a member in respect of eight weeks’ continuous residence in any one locality, the case shall be submitted to the Naval Board for review and if, upon review, the Naval Board considers the amount of allowance excessive in the circumstances of the case, it may direct that the allowance be discontinued or reduced to such amount as it thinks fit. Where an allowance has been reviewed, the Naval Board may also direct that the matter be further reviewed from time to time.
(6) Where a member, not travelling with other members as a party, travels by steamer, rail, or other means of transport, and the fares paid include subsistence, travelling allowance shall be payable at one-fourth of the rate prescribed by sub-regulation (1) of this regulation.
(7) Where it is shown to the satisfaction of the Naval Board that the travelling allowance payable to a member under this regulation is insufficient to cover her actual necessary expenses, the Naval Board may authorize payment of such additional sum as it considers necessary to cover such expenses.
(8) The Naval Board may, in special circumstances, reduce the rate of travelling allowance payable under this regulation, and may disallow any claim for travelling allowance.
“117e. Subject to such conditions as are approved by the Naval Board, a member of a Women’s Service, when travelling on duty or detached for temporary duty, for a period which does not involve her absence overnight from her permanent or temporary station, may, if she is not supplied with rations, be paid meal allowance of a sum which covers the amount necessarily expended by the member, unless that amount exceeds the rate specified, according to rank, in the following table, in which case the amount of allowance shall be the rate specified:—

“122a. Members of the Women’s Services may be granted free medical attendance, medicines and dental treatment in accordance with the same conditions as are prescribed in Part VII. (except regulation 118a) of these Regulations for and in relation to members of the Permanent Naval Forces (Sea-going).”.
“138a. Members of the Women’s Services may be granted leave of absence on the ground of illness in accordance with such conditions as are determined by the Naval Board.
“138b. Any member of a Women’s Service who is absent from duty whilst suffering from venereal disease shall forfeit one-third of her daily rate of pay (including credit of deferred pay) and allowances in the nature of pay for each day on which she is so absent.”.
Provided that—
(
a ) the daily rate of active pay payable to an officer graded as Superintending Sister or Matron, in respect of any service prior to the twenty-sixth day of February, 1943, shall not be at the rate prescribed by regulation 74a of the Naval Financial Regulations as payable to an officer so graded but shall be at the rate of 13s. 6d. per diem in the case of a Superintending Sister and 16s. in the case of a Matron;(
b ) an allowance under regulation 74e of the Naval Financial Regulations shall, in respect of any officer’s service prior to the twentieth day of January, 1943, be payable, not at the rate prescribed by that regulation, but at the rate of 8d. per diem;(
c ) an allowance under sub-regulation (2) of regulation 87b of the Naval Financial Regulations shall not be payable in respect of any member’s service prior to the seventh day of December, 1942;(
d ) an allowance under sub-regulation (1) or (3) of regulation 87c of the Naval Financial Regulations shall not be payable in respect of any member’s service prior to the fifth day of February, 1943;(
e ) an allowance under sub-regulation (2) of regulation 87c of the Naval Financial Regulations shall, in respect of any member’s service on or after the first day of October, 1942, and prior to the fifth day of February, 1943, be payable, not at the rate prescribed in that sub-regulation, but at the rate of 1s. 9d. per diem; and(
f ) an allowance under regulation 87e of the Naval Financial Regulations shall not be payable in respect of any member’s service prior to the fifth day of February, 1943.
