NAVAL COLLEGE REGULATIONS - SECT. 1. Citation
PART I-PRELIMINARY
1. These Regulations may be cited as the Naval College Regulations.*1*
See notes to first article of this Chapter.
NAVAL COLLEGE REGULATIONS - SECT. 2. Repeal
2. The Regulations for the Royal Australian Naval College (Statutory Rules
1926, No. 181, as amended to this date) are repealed as from the commencement
of these Regulations, save as to anything lawfully done, or any right,
privilege, obligation, or liability acquired, accrued, or incurred thereunder.

NAVAL COLLEGE REGULATIONS - SECT. 4. Interpretation

4. In these Regulations, unless the contrary intention appears-
"Captain" means the officer appointed by the Chief of Naval Staff to
command the College;
"Cadet Midshipman (Junior Entry)" means a Cadet Midshipman who has entered
the college by way of junior entry;
"Cadet Midshipman (Senior Entry)" means a Cadet Midshipman who has entered
the College by way of senior entry;
"Guardian" means one of the parents of a Cadet Midshipman or of a
candidate for entry as Cadet Midshipman or such other person as the Chief of
Naval Staff is satisfied is properly charged with the boy's interests;
"College" means the Royal Australian Naval College;
"The Act" means the Naval Defence Act 1910-1952;
"year" means the period of 12 months commencing on the first day of
January in a year.
NAVAL COLLEGE REGULATIONS - SECT. 4A. Delegations

4A. (1) The Minister may, by writing signed by him, delegate to an officer
who holds a rank in the Australian Navy not below the rank of Captain any of
his powers or functions under these Regulations, other than this power of
delegation.
(2) The Chief of Naval Staff may, by writing signed by him, delegate to an
officer who holds a rank in the Australian Navy not below the rank of Captain
any of his powers or functions under these Regulations, other than this power
of delegation.
(3) A delegation under this regulation shall be revocable at will and no
delegation shall prevent the exercise of any power or function by the Minister
or the Chief of Naval Staff, as the case may be.
NAVAL COLLEGE REGULATIONS - SECT. 5. Objects of College

5. The College is established under the authority of the Act for the
training of Naval Officers.
NAVAL COLLEGE REGULATIONS - SECT. 6. Ways of entry
PART II-CONDITIONS OF ENTRY AND SERVICE

6. A person may enter the College-
(a) by way of junior entry; or
(b) by way of senior entry.
NAVAL COLLEGE REGULATIONS - SECT. 6A. Junior entry

6A. A person is eligible for entry to the College in a year, by way of
junior entry, if-
(a) he is a person of the male sex who is-
(i) an Australian citizen;
(ii) a British subject, other than an Australian citizen, ordinarily
resident in Australia; or
(iii) if the Chief of Naval Staff approves, in special circumstances, of
the application of this sub-paragraph in relation to him-a British subject,
other than an Australian citizen, not ordinarily resident in Australia;
(b) he satisfies the physical requirements laid down in sub-regulation 12
(1) for a candidate;
(c) he has passed the examination held under regulation 8 for entry to the
College in that year;
(d) he will not, on the first day of January in that year, be younger than
15 years or older than 17 years; and
(e) he is selected by a selection committee appointed under regulation 14A.
NAVAL COLLEGE REGULATIONS - SECT. 6B. Senior entry

6B. (1) A person is eligible for entry to the College in a year, by way of
senior entry, if-
(a) he satisfies the requirements laid down in paragraphs 6A (a) and (b);
(b) he is qualified by examination for matriculation at a university in
Australia, being an examination in which he passed in such subjects as the
Chief of Naval Staff approves with respect to that examination;
(c) he will not, on the first day of January in that year, be older than 20
years; and
(d) he is selected by a selection committee appointed under regulation 14A.

(2) Where a person sits for an examination for matriculation at a university
in Australia but fails to matriculate, the Chief of Naval Staff may, having
regard to the results obtained by the person in the examination, approve of
the person's being treated, for the purpose of these Regulations, as having
satisfied the condition laid down in paragraph (1) (b).
NAVAL COLLEGE REGULATIONS - SECT. 7. Special Cadetship

7. (1) Of the vacancies for cadetships at the College in each entry, one in
every 8 or portion thereof shall be reserved for candidates, being candidates
eligible for entry to the College in accordance with regulation 6A or 6B, who
are the sons of persons-
(a) who have been on active service abroad in the Royal Australian Navy;
(b) who have been on active service abroad in an expeditionary force raised
under the Defence Act; or
(c) who served in an area specified in the first column of the following
table during the period specified in the second column of that table:

(1A) Nominations for the vacancies referred to in sub-regulation (1) shall
be made from candidates in each of the following classes, in the order of
priority of those classes:
(a) the sons of persons who have lost their lives or become totally
incapacitated on, or as a result of, active service abroad;
(b) the sons of persons referred to in paragraph (1) (a); and
(c) the sons of persons referred to in paragraphs (1) (b) and (c).

(3) A candidate who is unsuccessful in obtaining a special cadetship shall
be considered on his merits, with the ordinary candidates, for nomination to
an ordinary cadetship.
(4) In the event of a vacancy for a special cadetship not being filled owing
to dearth of qualified candidates, it may be allotted to a nominee from among
the ordinary candidates.
NAVAL COLLEGE REGULATIONS - SECT. 8. Examination for junior entry

8. (1) A qualifying Educational Examination for entrance to the College
shall be held annually, if necessary, on a date which shall be fixed by the
Chief of Naval Staff.

NAVAL COLLEGE REGULATIONS - SECT. 9. Supervision of examinations

9. (1) The Chief of Naval Staff may appoint suitable persons to supervise
examinations, who shall observe such instructions for the conduct of
examinations as may be approved by the Chief of Naval Staff.

(2) The fees payable to supervisors shall be such as the Chief of Naval
Staff direct from time to time.

NAVAL COLLEGE REGULATIONS - SECT. 12. Physical requirements
12. (1) A candidate shall be in good health, free from any physical defect
of body, impediment of speech, defect of hearing, and also from predisposition
to constitutional or hereditary disease or weakness of any kind, possess full
normal vision as determined by the approved tests, and be in all respects well
developed and active in proportion to his age.

(1A) A candidate shall, before being accepted for entry to the College, be
required to undergo a refraction test by an ophthalmic specialist.
(2) A candidate who possesses a slight remediable defect must have such
defect remedied before he attends before the Naval Medical Officers at the
time of interview, when no allowance will be made for any prospective remedial
operation, and the existence of any such defect shall be a reason for the
final rejection of the candidate.
(3) The decision of the Naval Medical Officers examining at the interview
shall be final.

14. (1) An interviewing committee shall be appointed by the Chief of Naval
Staff and shall sit at such places as the Chief of Naval Staff directs.

(2) A candidate who satisfies the conditions laid down in regulation 6A or
6B, other than the condition relating to selection by a selection committee,
shall be required to present himself for an interview with an interviewing
committee.

(3) For the purposes of sub-regulation (2), a candidate who intends sitting
for an examination the passing of which will enable him to satisfy the
condition laid down in paragraph 6B (1) (b) shall be deemed to have satisfied
that condition.

(4) An interviewing committee shall make a report on each candidate that it
interviews to a selection committee appointed under regulation 14A.
NAVAL COLLEGE REGULATIONS - SECT. 14A. Selection committee

14A. (1) A selection committee shall be appointed by the Chief of Naval
Staff and shall sit at such places as the Chief of Naval Staff directs.

(2) A selection committee shall interview such of the candidates on whom
reports have been made under regulation 14 as it considers should be
interviewed, having regard to those reports, for the purpose of selecting
those candidates whom it considers suitable for service as officers of the
Navy.
NAVAL COLLEGE REGULATIONS - SECT. 14B. Candidate unable to present himself before committee

14B. Where a candidate is prevented, because of illness or some other cause
that the Chief of Naval Staff considers sufficient, from presenting himself
before an interviewing committee or a selection committee-
(a) the question of his suitability for service as an officer of the Navy
may be determined in any manner directed by the Chief of Naval Staff; and
(b) the candidate shall, if considered to be suitable for such service, be
deemed, for the purposes of these Regulations, to have been selected by a
selection committee appointed under regulation 14A.
NAVAL COLLEGE REGULATIONS - SECT. 15. Provisional interview

15. A candidate from a State or Territory which is not included in the
itinerary of an interviewing committee may be required to undergo a
provisional interview in the capital city of such State or Territory, before a
Provisional Committee which shall be appointed by the Chief of Naval Staff and
shall make a recommendation as to the suitability or otherwise of the
candidate to appear before an interviewing committee at a place appointed.

NAVAL COLLEGE REGULATIONS - SECT. 17. Nominations for entry

17. Subject to regulation 7, nominations for entry to the College in a year
shall be made by the Minister, upon the recommendation of the Chief of Naval
Staff, from persons who are eligible for entry to the College in that year.

18. The names of candidates who are selected for appointment as Cadet

20. The period of training for a Cadet Midshipman shall be as determined by
the Chief of Naval Staff but shall be not less than-
(a) in the case of a Cadet Midshipman (Junior Entry)-3 years; or

NAVAL COLLEGE REGULATIONS - SECT. 86. Gratuities not to be accepted nor given
86. (1) A person attached to the College shall not receive a present from a
Cadet Midshipman or from the relatives or friends of a Cadet Midshipman.
(2) A Cadet Midshipman shall not offer a present to any person belonging to
the College or to a near relative of any such person.
