The Nat iona l Seeuri ty (Supplementary) Regulations arc amended by adding at the end thereof the fol lowing regulation:—

" 2 8. — ( 1. )

the standard t ime in that State or Terri tory;

to any State or Territory,

the time to be observed i n fliat State or Terri tory in pur­

suance of this regulat ion;

' Terr i tory ' means a 'Territory be ing uart of the Commonweal th; ' the hour of two o'clock' means that hour as determined by

standard

t ime.

" ( 2, ) Notwi ths tanding anything

contained

in any

Commonwealth or of any State or Territory, from the hour of two o'clock in the morning of the first day of January, 1942, unt i l the horn* of two o'clock in the morning of the last S u n d a y in March, 1942, suinmer time shall, hi respect of each Sta te and Territory, be one hour in advance of standard time.

" ( 3. ) Notwi ths tanding anything contained in a n y law of the Commonwealth or of any S t a t e or Terr i tory—

(a) whenever any expression of t ime occurs i n any Act, Stato A c t, Ordinance, Order i n Council, proclamation, rule, regulation, by-law, order, contract (wr i t t en or oral) or deed or i n any other instrument whatsoever; or

(&) whenever doing or not doing anything at a certain time of d a y or night, or during a cortain part of the day or night, has an effect in. law,

that t ime shal l, unless i t i s otherwise specifically stated, wi th respect to any^ period during'which summer t ime i s declared h y this regulation to be in advance of s tandard time, bo held to be summer time.

" (4. ) N o t h i n g in th is regulation shall affect the use of standard t ime for the purposes of astronomy, meteorology or nav igat ion, or affect the construction of any document ment ioning or referring to time in connexion w i t h any such purpose.",
