REGULATIONS UNDER THE NATIONAL
SECURITY ACT 1939-1940.*

THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the
advice of the Federal Executive Council, hereby make the following Regulations
under the National Security Act
1939-1940.

National
Security (Shipping Requisition—Additional Compensation) Regulations.
Citation.
1. These Regulations may
be cited as the National Security (Shipping Requisition—Additional
Compensation) Regulations.
Purposes
of Regulations.
2. The purpose of these
Regulations is to provide, in relation to certain ships in respect of which an
order of requisition has been made under regulation 11 of the National Security
(Shipping Control) Regulations, for an addition to the charter rates fixed by
or under the National Security (Shipping Requisition) Regulations of an amount
to compensate the Owners because by requisitioning they were prevented from
recovering losses and outgoings in the manner contemplated by the Commonwealth
Prices Commissioner in exercising his powers of control under the National
Security (Prices) Regulations.
Ships
to which Regulations apply.
3.—(1.) The Commonwealth
Prices Commissioner and the Chairman of the Shipping Control Board shall in
consultation determine what ships fall within the purpose of these Regulations
and shall settle a list of such ships and certify the same under their hands to
the Shipping Control Board.
(2.) The list may be varied from
time to time by the Commonwealth Prices Commissioner and the Chairman of the
Shipping Control Board in consultation.
List
of ships to be recorded in minutes.
4. The list of ships
certified pursuant to regulation 3 of these Regulations shall be recorded in
the Minutes of the Shipping Control Board.

Additional
payment to certain ships.
5. In respect of each of
the ships upon the list so certified, for the period or periods during which it
is under requisition pursuant to regulation 11 of the National Security
(Shipping Control) Regulations but not exceeding three years from the date of first
requisition, there shall be payable by the Commonwealth out of the funds
available to the Shipping Control Board an addition to the daily charter rate
fixed by or under the National Security (Shipping Requisition) Regulations of
an amount fixed by the Commonwealth Prices Commissioner of not more than Two
pounds per day.
