REGULATIONS UNDER THE NATIONAL SECURITY ACT 1939-1940.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the National Security Act 1939-1940.

National Security (Metal Foil and Paper) Regulations.

Citation.

1. These Regulations may be cited as the National Security (Metal Foil and Paper) Regulations.

Administration.

2. These Regulations shall be administered by the Minister of State for Trade and Customs.

Definitions

3. In these Regulations, unless the contrary intention appears—

“paper” includes foil paper, cellulose transparent wrapping, paper impregnated or coated with any material, boards made from any paper-making material irrespective of the process of manufacture, combinations of paper and other materials which may be used for any purpose for which paper may ordinarily be used, and any other goods which, the Minister, by order, declares to be paper for the purposes of these Regulations;

“the Minister” means the Minister of State for Trade and Customs.

Restrictions on use of metal foil and paper.

4.—(1.) The Minister may, by order—

(а) prohibit the use of metal foil and paper for any purpose; and

(b) restrict the quantity of metal foil and paper which may be used for any purpose or for all purposes.

(2.) The Minister may, if he is satisfied that special circumstances exist, by order, authorize the doing of any act which would otherwise be prohibited by this regulation.

Restriction of publications and advertising matter.

5. A person shall not, without the consent in writing of the Minister—

(а) print or publish any newspaper, magazine or other periodical which was not being published, immediately before the commencement of these Regulations;

(b) publish any newspaper, magazine or other periodical at more frequent intervals than those at which it was being published immediately before the commencement of these Regulations;

(c) use in, the printing or publishing, of any newspaper, magazine or other periodical, or in the printing of advertising circulars or other advertising matter, supplements or inserts to be distributed with newspapers, magazines or other periodicals, paper in excess of such quantity as the Minister, by order, determines;

(d) use in the printing of any trade catalogue or any advertising pamphlet relating to the sale of goods, paper in excess of such quantity as the Minister, by order, determines; or

(e) gratuitously distribute, in any greater quantity than the Minister, by order, determines, advertising matter of paper or substantially of paper, relating to amusement, sport or the sale and distribution of goods.

Export trade not affected.

6. Nothing in these Regulations shall affect the use of metal-foil or paper required in connexion with the export of any goods.
