STATUTORY RULES.
REGULATION UNDER THE NATIONAL SECURITY ACT 1939-1940.*

Council, hereby make the following Regulation under the

Amendment of the National Security (General) Regulations.
After regulation 45c of the National Security (General) Regulations the following regulation is inserted:—
“
45d.—(1.) The Minister of State for the Navy or any person authorized by him to act under this regulation may, by order, make provision for preventing or impeding the use of vessels to which the order applies which are for the time being in waters to which the order applies or on land adjacent to those waters.
(2.) Any such order may—
(
a ) apply to all vessels or to vessels of any class or description specified in the order;(
b ) apply to all waters in or adjacent to Australia or any part thereof specified in the order or to any such waters so specified;

(
c ) contain provisions with respect to the method by which the use of vessels is to be prevented or impeded whether by removing them and keeping them removed from the water, by removing them up-stream or otherwise;(
d ) require that those provisions shall be complied with either at all times or at such times as are specified in the order.
(3.) In the event of any contravention of, or failure to comply with the provisions of any such order, in respect of any vessel, the owner of the vessel or, if some other person is in charge of the vessel, that other person, shall be guilty of an offence against the Act.
(4.) Any constable or Commonwealth officer may, in relation to any vessel, take such steps, and use such force, as appear to him to be reasonably necessary for securing compliance with any order under this regulation relating to the vessel, or, where any contravention of, or failure to comply with, the provisions of the order has occurred in the case of the vessel, for enabling proceedings in respect of the offence to be effectually taken.
