REGULATIONS UNDER THE NATIONAL SECURITY ACT 1939-1943.*
I,THE GOVERNOR-GENERAL in and over the
Commonwealth of Australia, acting with the advice of the Federal Executive
Council, hereby make the following Regulations under the

Amendments of the National Security (Electrical Trades Dilution) Regulations.
“3. The objects of these Regulations are—
(
a ) to ensure that, in accordance with the principles discussed by representatives of the Commonwealth with representatives of the Electrical Trades Union of Australia and certain organizations of employers, an adequate number of skilled electrical workers will be available to meet the exceptional circumstances arising in the electrical trades out of the present war; and(
b )to regulate the employment of women in the electrical trades to which these Regulations apply,
and these Regulations shall be administered accordingly.”.
“5a. The provisions of these Regulations shall apply in respect of females as well as males.”.

a ) by omitting from paragraphs (b ) and (c ) of sub-regulation (4.) the word “men” and inserting in its stead the word “persons”; and(
b )by omitting from sub-regulation (5.) the words “Controller of Technical Training” and inserting in their stead the words “Director of Industrial Training”.
(
a ) by inserting in sub-regulation (3.) before the words “basic wage” (wherever occurring), the word “male”; and(
b ) by inserting in paragraph (b )of sub-regulation (3.), after the word “prescribed”, the words “for male employees”.
(
a )by inserting in sub-regulation (1.) after the word “prescribed”, the words “for male employees”; and(
b )by omitting sub-regulation (2.) and inserting in its stead the following sub-regulation:—“(2.) Every employer shall pay to an electrical trades apprentice serving him in the final year of apprenticeship—
(
a ) not less than the wage; and(
b ) in respect of overtime, the rate of overtime,
so prescribed for an electrical fitter or electrical mechanic, as the case may be.”.
(2.) An apprentice referred to in sub-regulation (2.) of regulation 15 of the National Security (Electrical Trades Dilution) Regulations, as inserted by this regulation, shall not be entitled to recover payment of any amount in respect of overtime (whether worked before or after the commencement of this regulation) at a rate in excess of the rate prescribed by that sub-regulation.
“22.—(1.) The Secretary to the Department may authorize any Commonwealth employee to make investigations and reports in relation to the observance of these Regulations.
(2.) Subject to the general control and direction of the Chairman of the Central Dilution Committee, a Commonwealth employee so authorized may at any time during working hours enter an establishment, factory, mine, dockyard or workshop in which any electrical trade to which these Regulations apply is being carried on, and may inspect any work, material, machinery, appliance, article, book or document therein, and may interview any person employed therein.
(3.) A person shall not hinder or obstruct a Commonwealth employee so authorized in the exercise of his powers under these Regulations.”.
