STATUTORY RULES.
REGULATIONS UNDER THE NATIONAL SECURITY ACT 1939–1940.*
I,
THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the
advice of the Federal Executive Council, hereby make the following Regulations
under the

“the appropriate Minister of State” means the Minister of State under whose administration lies the subject-matter being dealt with by the Council;
“the Council” means the Australian Industrial Relations Council constituted under these Regulations.

(2.) The Chairman of the Council shall be a person who holds or has held the office of Justice of the High Court or Judge of the Supreme Court of a State and shall hold office on such terms and conditions as the Governor-General determines.
(3.) The members of the Council, other than the appropriate Minister of State, shall be appointed by the Governor-General, and, except the Chairman, shall hold office during the pleasure of the Governor-General.
(4.) Of the sixteen other members, eight shall be appointed to represent employers and eight shall be appointed to represent employees.
(2.) The Minister or the appropriate Minister of State or the Chairman may, at any time, and the Chairman shall, if requested so to do by not less than six members of the Council, convene a meeting of the Council.
(3.) The Council may make its own rules of procedure and may determine its quorum.
(4.) The Council shall keep a record of its proceedings.
(
a ) to advise the Government of the Commonwealth in relation to the matters specified in the agenda of the Conference on Industrial matters held at Canberra on the 27th and 28th December, 1941;(
b ) to consult with that Government and to advise it generally on problems affecting war production; and(
c ) to make recommendations to the Government of the Commonwealth upon such industrial matters as are from time to time dealt with, or proposed to be dealt with, by Regulations under theNational Security Act 1939–1940.
