REGULATIONS UNDER THE NATIONAL SECURITY ACT 1939-1943.*

I, THE ADMINISTRATOR of the Government of the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the National Security Act 1939-1943.

Amendments of the National Security (Australian Barley Board) Regulations. 

Australian Barley Board.

1. Regulation 3 of the National Security (Australian Barley Board) Regulations is amended—

(a)by omitting from sub-regulation (2.) the word “three’’ and inserting in its stead the word “four”; and

(b) by inserting, after sub-regulation (2.), the following sub-regulations:—

“(2a.) One member of the Board shall be representative of oat growers.

“(2b.) The member who is the representative of oat growers shall not take any part in proceedings of the Board which concern barley only.”.

Meetings of the Board.

2. Regulation 6 of the National Security (Australian Barley Board) Regulations is amended by inserting in sub-regulation (1.), after the word “places”, the words “, and for such purposes,”.

Proper care of Commonwealth barley, oats, &c., to be taken.

3. Regulation 21 of the National Security (Australian Barley Board) Regulations is amended by inserting, after the word “barley” (wherever occurring), the words “, oats or grain sorghum”.

Dealing in barley, oats, &c., by Commonwealth.

4. Regulation 22 of the National Security (Australian Barley Board) Regulations is amended by inserting, after the word “barley” (wherever occurring), the words “, oats or grain sorghum”.

Powers of Board.

5. Regulation 23 of the National Security (Australian Barley Board) Regulations is amended—

(a) by adding at the end of paragraph (b)the words “or by the Board on behalf of the Commonwealth”;

(b) by inserting, after paragraph (ba), the following paragraph:—

“(bb) purchase and sell or dispose of oats and grain sorghum;”;

(c) by omitting from paragraph (c) the words “barley acquired by the Commonwealth or of any barley sold or disposed of” and inserting in their stead the words “barley, oats or grain sorghum acquired or purchased, or sold or disposed of,”.

Finance.

6. Regulation 24 of the National Security (Australian Barley Board) Regulations is amended by inserting, after the word “barley” (wherever occurring), the words “and of oats and grain sorghum”.
