REGULATIONS
UNDER THE NATIONAL SECURITY ACT 1939-1940.
I,
THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the
advice of the Federal Executive Council, hereby make the following Regulations
under the National Security Act 1939-1940.

National Security (Australian Advisory War Council) Regulations.
Short
title.
1. These Regulations may be
cited as the National Security (Australian Advisory War Council) Regulations.
Constitution
of Australian Advisory War Council.
2. There shall be an
Australian Advisory War Council consisting of such members as are appointed by
the Governor-General.
Tenure
of office of members.
3. Members of the Council
shall hold office during the pleasure of the Governor-General.
Oath
of office.
4. Every member of the
Council shall before commencing to exercise the functions of his office take an
oath or affirmation in accordance with such form as is determined by the
Governor-General.
Chairman.
5. The Prime Minister shall
be the Chairman of the Council and shall preside at meetings of the Council at
which he is present.
Acting
Chairman.
6. In the absence of the
Chairman from a meeting of the Council the senior Minister of State present
shall act as Chairman of the meeting.

Meetings
of Council.
7.—(1.) Meetings of the
Council shall be held at such times and places as the Council from time to time
determines.
(2.) The Chairman may at any time
convene a meeting of the Council.
(3.) At all meetings of the Council
four members shall form a quorum.
(4.) The Council shall keep a
record of its decisions.
Secretary
to Council.
8. There shall be a Secretary
to the Council who shall be the person who is the Secretary to the War Cabinet.
Functions
of Council.
9. The Council shall
consider and advise the Government with respect to such matters relating to the
defence of the Commonwealth or the prosecution of the war as are referred to
the Council by the Prime Minister and may consider and advise the Government with
respect to such other matters so relating as it thinks fit.
Travelling
allowance.
10. There shall be payable
to each member of the Council an allowance, at such rate as is fixed by the
Governor-General, for travelling in connexion with the performance of his
duties as such member.
